PLEDGE OF ALLEGIANCE 8 II. ROLL CALL 9 PRESENT: Mayor Levy, Vice Mayor Premuroso, Council Member Tinsley, Council Member 10 Russo, Council Member Jab lin. 11 ABSENT: None. 12 III. ADDITIONS, DELETIONS, MODIFICATIONS 13 None. 14 IV. ANNOUNCEMENTS AND PRESENTATIONS 15 None. 16 V. ITEMS OF RESIDENT INTEREST AND BOARD/COMMITTEE REPORTS 17 Council Member Marcie Tinsley: attended the Mayors Breakfast, Literacy Coalition 18 Luncheon, encouraged residents to sign up for the City's weekly updates via the web-site e- 19 blasts, suggested residents review the budget presentation posted on the website. 20 Council Member Joe Russo: made a recommendation to name the Sand Hill Crane Park after 21 Commissioner Karen Marcus and add a brick paver at City Hall. 22 Vice Mayor Bert Premuroso: agreed with Council Member Russo's recommendation, 23 attended the North County Governmental Meeting. 24 Council Member Eric Jablin: attended the Treasure Coast Regional Planning Council; meeting 25 with the City Manager regarding PGA Boulevard and referenced letter from the Department of 26 Transportation, agreed with Council Member Russo's recommendation, announced the Green 27 Market will open October 14 1 • 28 Mayor David Levy: attended the Business Development Board Meeting, Water Resource Task 29 Force Meeting, Lower East Coast Water Supply Meeting, announced Post Doctorate Week. 30 VI. CITY MANAGER REPORT Update on the referendum. 31 StaffPresentation: Assistant to the City Manager, Jamie Voss. 32 VII. COMMENTS FROM THE PUBLIC 33 None. 34 VIII. CONSENT AGENDA 35 a. PURCHASE A WARD FOR CCNA CONTRACT RENEWALS. 36 b. LEASE OF GOLF CARTS-THIS CONTRACT WILL ALLOW THE CITY TO LEASE 37 GOLF CARTS FOR USE AT THE CITY'S MUNICIPAL GOLF COURSE. THIS NEW 38 CONTRACT IS A PIGGYBACK OF A COMPETITIVELY SOLICITED LEASE WITH , 39 YAMAHA CORPORATION AWARDED BY THE CITY OF PENSACOLA, FLORIDA. THE 40 PRICES OFFERED BY YAMAHA ARE LOWER THAN THE CURRENT VENDOR, AND 41 LOWER THAN PRICES OFFERED BY ADVANTAGE GOLF CARS, EZ GO, AND CLUB 42 CAR. THE PRICES ARE FIXED FOR THE 48-MONTHS TERM OF THE LEASE 43 AGREEMENT. 44 c. PROCLAMATION-NATIONAL SICKLE CELL MONTH. 45 Council Member Jablin made a motion to approve the Consent Agenda. 46 Council Member Tinsley seconded. 47 Motion passed 5-0. 48 IX. PRESENTATION OF THE FISCAL YEAR 2012/2013 BUDGET. 2 Mayor Levy opened the Public Hearing. 3 Staff presentation: Finance Administrator, Allan Owens. 4 Public comment: John Chaplik, 715 Hudson Bay Drive, Palm Beach Gardens. 5 Mayor Levy closed the Public Hearing. 6 The City Clerk read Resolution 79, 2012 by title. 7 b. RESOLUTION 79, 2012 -ADOPTING A TAX LEVY AND MILLAGE RATE. A 8 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, 9 FLORIDA ADOPTING A TAX LEVY AND MILLAGE RATE FOR THE CITY OF PALM 10 BEACH GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2012, AND 11 ENDING SEPTEMBER 30, 2013; DIRECTING THE CITY CLERK TO FORWARD A 12 CERTIFIED COPY OF THIS RESOLUTION TO THE PROPERTY APPRAISER AND TAX 13 COLLECTOR WITHIN THREE (3) DAYS AFTER ITS ADOPTION; PROVIDING AN 14 EFFECTIVE DATE; AND FOR OTHER PURPOSES. 15 Mayor Levy opened the Public Hearing. 16 Public comment: John Chaplik, 715 Hudson Bay Drive, Palm Beach Gardens. 17 Mayor Levy closed the Public Hearing. 18 Council Member Jablin The City of Palm Beach Gardens is proposing to adopt a final 19 millage rate of 5.9194 mills, which includes a debt millage of .1790 and an operating rate of 20 5.7404 mills, which is greater than the rolled-back rate of 5.6729 by 1.19%. 21 Council Member Jablin made a motion to approve Resolution 79, 2012, setting the final 22 millage rate for fiscal year 2012/2013 at 5.9194 mills. 23 Council Member Russo seconded. 24 Motion passed 5-0. 25 The City Clerk read Ordinance 26, 2012 by title. 26 ORDINANCE 26, 2012 -(2ND READING AND ADOPTION) FISCAL YEAR 2012/2013 27 BUDGET. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM BEACH 28 GARDENS, FLORIDA ADOPTING THE BUDGET FOR THE CITY OF PALM BEACH 29 GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2012, AND ENDING 30 SEPTEMBER 30, 2013; PROVIDING A CONFLICTS CLAUSE AND A SEVERABILITY 31 CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 32 Mayor Levy opened the Public Hearing. 33 Public Comment: None. 34 Mayor Levy closed the Public Hearing. 35 Council Member Jablin made a motion to approve Ordinance 26, 2012 on second and final 36 reading, adopting a final budget for fiscal year 2012/2013 .. 3 7 Council MemberRusso seconded. 38 Motion passed 5-0. 39 X. RESOLUTIONS 40 None. 41 XI. ITEMS FOR COUNCIL ACTION/DISCUSSION 42 Council Member Tinsley discussed the idea of increased literacy, suggested adding additional 43 educational components to our summer programs, story-time, word recognition, access to books 44 and read for the record, made a recommendation for a book drive. 45 Council Member Russo discussed changes to the budget this year. 46 XII. ADJOURNMENT Councilmember Jablin made a motion to adjourn. Councilmember Tinsley seconded. Motion passed 5-0.
