MEETING DATE: The rescheduled Development Review Committee meeting will be held on Tuesday , October 16 , 2012 at 10 :00 a .m., in the City Council Chambers to review the following development application: 2 PALM BEACH GARDENS PETITION NUMBER PUD A -12 -07 -000041 A request by Donald Ross Gas, Inc. to modify the approved plans to relocate the existing gas station monument sign closer to Donald Ross Road in an effort to increase its visibility . The subject site is generally located at the sout heast corner of Donald Ross Road and Central Boulevard within the Donald Ross Village PUD . The A pplicant will be in attendance at this meeting. Our office requests your participation in the review of this project. Please review this request and attend the meeting if possible. Planning and Zoning Department 1. Please include bubbling/clouding on all submitted plan sheets to clea rly identify the affected areas that are related to the subject request. 2. Please ensure tha t all resubmitted plans contain revised plan revision dates. 3. Please provide an electronic copy of your submittal. 4. Pursuant to Section 78 -158(i), entitled “Waivers t o Planned Development District Requirements”, please revise the project narrative to include the waiver justifications. 5. Please revise Sheets LA -1 and SP -1 to illustrate the existing 30 -foot Public Access Easement and include a note indicating the City’s Ga teway monument sign on the southeast corner of Central Boulevard and Donald Ross Road. 6. Please revise Sheet SP -1 to illustrate the current sign location as a dotted line. 7. Please revise Sheet LA -1 to include the required minimum width landscaping to be mea sured from the edge of the monument sign and not the center. 8. Staff is not supportive of removing the Donald Ross Village project identification name from the sign. The identification name provides uniformity and identification with the project. Revise the submitted sign exhibits to include the project identification name as it exists today. CITY OF PALM BEACH GARDENS MEMORANDUM PPUD -12 -07 -000041 Staff Comments 08.10.12 Page 2 of 3 9. Please be advised that Section 78 -285, Table 24, of the City’s Code allows the maximum copy area of a ground sign to be 60 square feet, which is inclusive of the maximum 15 square feet of copy area allowed for the changeable gasoline price portion of the sign. Please revise the sign elevation to include dimensions of the gasoline sign changeable copy area and a note that indicates overall sign copy area and changeable copy area. 10. Pleas e revise the proposed signage colors to be consistent with the approved Donald Ross Village Signage and Graphics Program approved with Resolution 210, 2004. The approved colors are: Benjamin Moore ‘Majestic Violet’ #2068 -10, Benjamin Moore ‘Dark Burgundy’ #2075 -10, Pittsburgh Paints ‘Almond Crème’ #315 -3, Benjamin Moore ‘Ivory Tusk’ #2153 - 70. 11. There is an existing Art in Public Places bronze sculpture located directly east of the proposed sign location. It appears that visibility of bronze sculpture will be negatively impacted by the proposed sign location. Please clarify. Forestry Division 12. Please revise the landscape plan Sheet LA -1 to include a separate illustration of the existing sign location and landscaping material surrounding the sign and indicate wha t will be preserved in place, relocated or removed. 13. Please revise the proposed landscape plan on Sheet LA -1 to include notes or illustrate any landscaping material that is proposed to be installed in the previous location of the sign. Building and Commun ity Services Department s 14. Please be advised that a building permit submittal is required for the proposed improvement. Police Department No comments at this time. Engineering Department 15. The relocation of the sign shall not adversely impact the existing dra inage patterns and the perimeter berm required for the project. Seacoast Utility Authority No comments at this time. Fire Department No comments at this time. PPUD -12 -07 -000041 Staff Comments 08.10.12 Page 3 of 3 The A pplicant shall provide a written response to all comments, indicating how each comment has been addressed and/or acknowledgement of each comment . Compliance will expedite the subsequent review. It is suggested that the applicant clearly identify all changes to the plans by either “clouding”, or highlighting, the location of all changes to f urther expedite the review. City staff reserves the right to make additional comments throughout the review process.
