DATE: November 2, 2012 FROM:Richard Marrero,PrincipalPlanner SUBJECT:Staff Comments: Regional Center Development of Regional Impact (DRI) and Planned Community Development (PCD) The following responses are issued by the City staffbased on your submittal on April 30, 2012 and found sufficient on October 10, 2012. PetitionNo.PCDA-12-05-000015 and MISC-12-05-000085 Planning &Zoning Richard J. Marrero, Principal Planner Mark Hendrickson, City Forester 1.Please provide all re-submittals in an electronic format on a CD-ROM. Also, please provide the draft resolutions and exhibits in MSWord format. 2.The applicant shall submit a status report of all conditions of approval contained within the DRI and PCD Development Order and any subsequent amendments.The status report should be formatted to include the condition of approval and a brief summary of whether the condition has been satisfied or not. Also, any conditions of approval to be deleted or modified should be shown in strike through and underline format. 3.Pursuant to Resolution 62, 1984 that the Garden’s Mall is not part of the Regional Center PCD. Based on the proposed Master Plan and land description (Exhibit “A”), the applicant has included theGarden’s Mall PUD within thePCD. There are six (6) parcels that make up the Garden’s Mall, which are all owned by Gardens Venture LLC. Please clarify. 1 4.Please be advised that as additional information is provided to staff during review of this petition, conditions of approval may be added or modified. GIS Division,Aries Page 5.No comments at this time. Once water and sewer plans are received more comments may be forthcoming. Exhibit B: Please correct the Parcel Names to the Approved Names on record with the City of Palm Beach Gardens. These would include: Ba) Gardens Corporate Center (Gosman Parcel) o Bb) Financial Center at the Gardens (Gardens Court) o Bc) Financial Center at the Gardens (PGA Acquisition) o D) PGA Financial Center o E) Professional Centre at the Gardens o G) Gardens Business Center (Parcel 27.05 / 27.06) o H) University MRI/Laser & Surgery Center o J) Parcel 27.04 (SunTrust/Wells Fargo Bank) o 6.Exhibit B: Please add the Following Street Names to the Exhibit Lake Victoria Gardens Ave o Kew Gardens Ave o Fairchild Gardens Ave o Valencia Gardens Ave o Minsk Gardens Blvd o Westport Dr o San Cristobol Gardens Ave o 7.Exhibit B: Alignment of Gardens Parkway at Prosperity Farms Road is incorrect. Correct the alignment of the roadway and buffer area. 8.Exhibit B: Alignment of PGA Blvd and Alternate A1A is incorrect. The map should include the PGA Pass, the PGA Flyover and new alignment of the adjacent roads. 9.Pursuant to Resolution 62, 1984, The Gardens Mall was removed from the Regional Center PCD. According to said document: “THOSE LANDS DESCRIBED ON EXHIBIT “A” ATTACHED HERETO FROM THE ZONING CLASSIFICATION OF PLANNED COMMUNITY DISTRICT AND RE-CLASSIFYING SAID LANDS AS A PLANNED UNITE DEVELOPMENT FOR A REGIONAL SHOPPING MALL…” 10.Please provide clarification as to whether the Gardens Mall will be incorporated back into the PCD. 2 11.There are three (3) undeveloped parcels within the Regional Center that are yet to be built, not just one. Engineering Department, Todd Engle, P.E. 12.The Engineering Department will provide comments based on the additional information to be included by the Applicant within the status report.
