Center at LA Fitness Plaza
The following comments are in response to the application received by the City on October 12 ,
201 2 and found sufficient on October 30, 2012.
Planning and Zoning Department
1. Please provide the required property owners list per City Code Se ction 78 -46(e)(12).
2. The proposed color scheme for the building is inconsistent with the color scheme approved
with Resolution 4, 2009 for the LA Fitness Plaza. Please revise all applicable plans to be
architecturally consistent with the rest of the shopping center.
3. Please provide color architectural elevations of all buildings and structures per City Code
Section 78 -46(e)(3)b. The elevations shall be three -dimensional and illustrate the building
elevations at ground level. Include color samples or paint chips for all exteri or colors,
including for exterior shade awnings and canopies. Include all proposed signage on
elevations and color details sheets for all proposed signage.
4. The proposed signage is not consistent with the master signage plan for the plaza or with the
cri teria for a ground floor tenant user in City Code Section 78 -285. The wall sign above the
entrance is considered one (1) sign, the T.L.E. alphabet/number blocks along the front
columns constitute two (2) signs, the T.L.E. numbers along the west elevation c onstitutes
one (1) sign, and the alphabet blocks along the right elevation constitute one (1) sign for a
total of five (5) signs. Please revise signage to be in accordance with the approved master
signage plan and City Code Section 78 -285, ‘Flat/Wall Sign for Ground Floor Uses’.
5. Please review the location of proposed signage to avoid conflicts with existing and proposed
trees in the parking area . In addition, please consider the potential use of directional signage
to assist drivers in locating the build ing.

6. Staff has concerns with the potential parking demand on the 50 existing parking spaces in
the northern section of the plaza’s main parking area considering the current high utilization
of the center at peak hour parking times . (The Applicant shou ld consider requiring
employees to utilize the parking spaces in the rear of the plaza .) Please address and consider
providing a pedestrian connection from the rear of the property to the front to encourage
better utilization of the parking spaces.
7. The following comments pertain to the Project Narrative:
a) Parking
a. Please state that the existing 19 parking spaces located in the rear of the plaza will
be reduced to 14 parking spaces and relocated to the front of the proposed day -care
building. Pursuant to S ection 78 -345, Table 33, the required number of parking
spaces shall be based on gross square feet. The total required parking spaces for
the existing uses should be based on a total gross building area of 130,567 SF, this
equates to 640 required parking s paces. The proposed 10,000 SF child care center
requires 37 parking spaces. The plaza is required to have a total of 677 parking
spaces. Please revise accordingly.
b. Please provide the parking survey observation dates.
c. Please revise the last sentence describing the drop -o ff process to state that only the
seven (7) parking spaces across the drive aisle are connected to the day care
facility with a 10 -foot wide paver crosswalk.
d. Please clarify or provide additional information on the statement, “The numb er of
visitors to LA Fitness continued to rise as the estimated number of parent pick -ups
to the child care center decreases.” The chart depicting the distribution of children
to be picked -up based on “previous experience” depicts and initial decline in th e
number of children being picked -up from 5:30pm to 6:00pm, however, the number
of children being picked -up between 5:30pm and 6:30pm remains constant as the
number of LA Fitness users increases.
b) Site Analysis Table
a. R evise the required number of parking spaces to be consistent with the number of
parking spaces based upon gross building area.
b. T he Learning Experience is not proposing to have a parking space for a van or bus.
The Applicant indicated at the Informational meeting held on September 20, 2012
th at the day -care facility would have van. Please clarify.
c) Please be advised that certain parts of the project narrative may need to be revised to
address the comments below.

8. The following comments are based on the Applicant’s response to the Major Conditional
Us e criteria listed in City Code Section 78 -52(d):
a. The Applicant’s response to criteria No. 4 does not appear to demonstrate
compliance. Staff is concerned of the lack of pedestrian connectivity to the existing
built portion of the shopping pl aza. More consideration should be made toward
addressing pedestrian connectivity with the existing center and to the rear of the
center .
9. Waivers were submitted by the Applicant. Staff will review the provided justifications and
make recommendations prior the any public hearing.
10. Please be advised that all proposed exterior canopies in the playground area are required to
be constructed of 17 -ounce reinforced grade vinyl.
11. Please remove the ‘Final Approval City of Palm Beach Gardens’ stamp from Sheet SDP -1.
12. Please submit a lighting/photometric plan in accordance with City Code Section 78 -182.
13. Note No. 2 on sheet SP -1 states all light poles to be field located. No light poles are
illustrated on the plans. Please clarify.
14. Please provide color photogra phs and details of all proposed play equipment and proposed
outdoor furniture.
15. Please be advised pursuant to Section 78 -377, all mechanical and service equipment must be
screen ed from public view.
16. Plan sheets SDP -1 and SP -1 do not illustrate any loading zones. Please clarify how the
facility will coordinate and receive deliveries.
17. Please illustrate all easements and utility lines on Sheet SDP -1 , SP -1, and LA -2 and the
boundary survey . Please indic ate the easements an d utility lines in the area around the first
row of seven (7) curbed parking spaces across from the front entrance.
18. Please correct the site data table on Sheet SDP -1 to have the correct number of 49,577
square -feet for ‘Retail, Genera l’ line item. Please revise other totals as appropriate.
19. Sheet SDP -1 list the total number of ADA parking spaces to be 22 but only 20 ADA parking
spaces are depicted on the plan. Please revise or clarify.
20. Please provide dimension measurements for 14 pa rking spaces in the front of the building
on Sheet SDP -1. City Code Section 78 -344(l) requires parking stalls to be measured from
the centerline between the double stripes.

21. There is a rear playground gate entrance/exit that is depicted on Sheet C -1. Please revise all
applicable plans to reflect this entrance/exit or remove if not intended to be installed.
22. Please clarify if it is the Applicant’s intent to utilize the exist in g on site dumpsters for waste
disposal.
23. Please be advised that all submitted plans and surveys shall be consistent with the final
subdivision boundaries approved as part of the recently approved metes and bounds petition.
24. Please provide additional det ails, description, and a sample of the “Poured in place surface”
proposed in the playground area on Sheet C -1.
25. The proposed elevations, Sheets A -5.1 and A -5.2, are not consistent with Site Plan Sheet
SP -1, SDP -1, or Landscape Plan Sheet LA -2. The number o f entrance and exit doors
depicted on the submitted elevations does not match. Please clarify and/or revise all plans
accordingly.
26. Please revise the tabular data on Site Plan Sheet SP -1 to be reflective of the entire LA
Fitness PUD.
27. Please include the approved existing building setback line on Site Plan Sheet SP -1 for the
LA Fitness PUD.
28. Please be advised that City Code Section 78 -159, Note (35)(h), requires the outdoor activity
areas of Day -care facilities have one (1) shade tree per 1,500 square feet of outdoor play or
activity area. Please revise applicable plans.
29. Please ensure that all resubmitted plans contain revised plan revision dates and
bubbling/clouding around areas revised.
30. Please provide an electronic copy of your submittal.
Forestry De partment
31. In accordance with Section 78 -305 of the LDR, landscape plans should clearly delineate and
key landscape areas, landscape materials, and square footage of open space and impervious
areas. The applicant shall clarify what areas were used in the ca lculation of required open
space. The applicant shall provide documentation showing what areas were designated as
open space. The Open Space plans shall be submitted in CAD format on CD ROM at the
time of initial application submittal and subsequent resubm ittal, the CAD file will contain
the DWG, DXF, DGN file extensions in version 2008 or earlier. The CAD files shall
contain drawings of the following: Property boundary, Impervious Areas, Pervious Areas,
Total Open Space, Open space for landscape points, an d Sod Areas. Each layer shall be
clearly labeled using the drawing names outlined above. If a different naming convention is
utilized, the applicant shall provide a list that describes what layers pertain to each drawing.
The drawings shall be defined as c losed polygons and accurately reflect scale, area and

include text and annotation clearly labeled and legible. Please submit the $300.00 CAD
review fee.
32. Please indicate the following on the site plan and landscape plan in accordance with Section
78 -305:
Show the water and sewer utility connections and associated valves on the landscape
plan with required screening.
The water supply for irrigation, and show the location for irrigation pumping
equipment.
33. Please revise the site plan and landscape plan to show lighting locations consistent with the
exterior lighting plan and adjust to avoid conflicts with the placement of light poles or wall
mounted lighting with proposed palms and trees.
34. Please indicate on the landscape plan all trees that require a root barrier in accordance with
Section 78 -327(d).
35. Please revise the landscape plan to demonstrate that the proposed parking spaces along the
front of the building meet the shade tree distance requirement of 40 feet from center of a tree
to the center of the p arking space per Section 78 -315 (a).
36. Please consider relocating the fence along the north side of the building to allow a hedge on
the outside of the fence to provide screening per Section 78 -322(a).
37. Please revise the landscape plan and site plan to mat ch the south elevations for the building
showing only one entrance, and provide foundation landscaping.
38. Please indicate the locations of awnings on the landscape plan as shown on the south
building elevation and adjust tree and palm locations to avoid con flicts.
39. Please revise the landscape plan to show all existing and proposed landscaping, including
for the car wash, that is located within 50 feet of the perimeter of the parcel in accordance
with Section 78 -305(c)(5)h.
40. Please clarify the landscape and s ite plan regarding the landscape island area in front of the
main entrance of the building. If the intent of the landscape island is to meet the required
landscaping requirements it must adhere to minimum size requirements in City Code
Section 78 -315(c).

Building Services Department
42. Pursuant to FBC -Accessibility 208.2 and 208.3, two accessible parking spaces are required
and must be located on the shortest accessible route from parking to the main entrance. The
proposed design does not meet this criterion.
43. In order to assure there are no fundamental defects in the building design, please provide life
safety tabulations to include: type of construction, and level of fire protection, in addition to
height, area, and occupant load and occupancy classification. Please include plumbing
fixture tabulation per FBC -P TABLE 403.1 .
44. Be advised th i s facility is subject to special detailed requirements found in FBC SECTION
436 DAY -CARE OCCUPANCIES.
45. Please include a life safety exit strategy plan to include demonstrated compliance with FBC
1029.1 EMERGE NGY ESCAPE AND RESCUE. Please indicate how emergency escape
and rescue openings open, without constraints, directly into a public way or a yard or court
that opens to a public way.
46. Please indicate the location of mechanical air conditioning units or other equipment. If
rooftop, please demonstrate compliance with FBC -M 306.5 for ladder access. If exterior,
please indicate the ladder location on the applicable elevation drawing. Add itionally, be
advised mechanical units are required to be screened from public view. Please incorporate
any contemplated architectural screening treatments into the applicable elevation drawing as
may be developed.
47. Please indicate the full use of the a rea labeled “MAIN PANTRY” on sheet A -1.1. Indicate
if such use will require the installation of a grease interceptor. If so, indicate the location of
the interceptor upon the site plan.
48. Please note that a site visit conducted on November 6, 2012 indi cated some existing
accessible parking spaces have been altered and are not consistent with sheet SDP -1.

Seacoast Utility Authority
50. The Applicant needs to submit a property questionnaire to Seacoast as soon as possible.
51. The Applicant needs to provide a suitable location on the site plan for an exterior grease
trap to receive kitchen waste.

52. Once detailed water and sewer plans are available we will be able to provide further input
on this project.
Police Department
53. A separate Comment Letter outlining the CPTED guidelines and recommendations was
sent to the Applicant on November 21, 2012.
Fire Department
No Comments.
City Traffic Consultant
54. The current approval does not contain a “Pharmacy with Drive -Thru.” The old Walgreens
was addressed as part of the in -line retail, and it did not have a drive -thru. Additionally, it is
now closed with proposed retail going into that space. P l ease revise the trip generation and
text accordingly.
55. The net trip generation of 56 p eak hour trips results in a one mile radius, not a half -mile
radius as shown. Please revise.
56. Backing up of vehicles from the daycare parking lot into the main drive aisle is not optimal.
Please address this issue.
57. Provide signage for the daycare crosswal k area.
58. The Pavement Marking Plan shows a new stop sign and stop bar just northwest of the
daycare. This is not shown on other site plans. Consider making this a four -way stop.
Palm Beach County Traffic Division
59. It must be noted based on results of peak hour analysis conducted for the intersection of
PGA Boulevard/Florida Turnpike (as part of this project review process), it was determined
a simple re -configuration of the NB approach (Fairway Drive to one shared left -through lane
and two exclusive ri ght -turn lanes would significantly reduce the average delays on the
approach and overall intersection. While we do not consider this a TPS related responsibility
for this development, we do strongly suggest this potential improvement measure to be
further evaluated by the related City and State agencies and considered for implementation.
The applicant shall provide a written response to all comments, indicating
acknowledgement of each comment and how each comment has been addressed.
Compliance will expedite the subsequent review. It is suggested that the applicant clearly
identify all chan ges to the plans by either “clouding”, or highlighting, the location of all
changes to further expedite the review.
City staff reserves the right to make additional comments throughout the review process.
