The Pointe is located at the point of Military Trail and Interstate -95. The Pointe comprises two buildings on a 9.8 -acre site consisting of 150,000 square feet of professional office. The site includes one vehicular entrance, with a plaza adjacent to the north building and south building, which is where the applicant is proposing to locate the art. As you know, The Pointe PUD is currently being reviewed for site plan and PUD approval and we would like to go before the AIPP Advisory Board to solicit their input on the location and subject of the art for the project. The proposed PUD is a 9.18 acre site located at the point of the intersection of I -95 and Military Trail, just south of the Sabal Ridge development. The plan of development includes two 75,000 square foot four -story professional office buildings and a 4 % level parking garage. Due to physical constraints imposed on the property by the I -95 right -of -way, access and frontage on Military Trail is limited to a distance of 100' and the balance of the property is setback from the Military Trail right -of -way by almost 100'. The entrance location and configuration has been pre- determined by the existing curb -cut and median opening in Military Trail. These constraints together with utility line conflicts have limited the location options for the placement of the art at the entrance. The proposed site plan will be constructed in two phases with one office building and the ground parking being constructed initially, to be followed by the second building and the parking garage. The applicant intends to provide art for each separate phase of development. The impetus for the project name is the unusual shape of the property. The design of the site has taken advantage of the unusual shape and created a buffer and lake as the focal point of the project. A "giant" fountain has been included in the lake to further emphasize the open space feature. As part of the lake design, a bulkhead will flank the northern edge of the lake with bench seating and a large plaza area. As part of the plaza design, as an option, an area has been created to allow for the placement of the first phase of public art. The plaza will be visible from both the occupants of the building as well as the public along Military Trail. The plaza design is intended to invite and encourage it's use. This area will be a prominent location for all occupants and visitors into the site as it is in the center of the drive aisle, and directly in front of the building. At this point in time, no art has been selected. We would appreciate the input of the AIPP Advisory Board as to the proposed locations, as well as what they would like to see as the proposed art. Attached are 13 sets of site and landscape plans for discussion purposes. Please note that these plans are currently being revised to address the comments of the DRC committee, and are subject to change before final approval. Also attached are 13 copies of the architectural elevation rendering for their reference. If you would like any additional information, or additional copies, please let me know. The Northern Palm Beach County Improvement District is generally located northwest of the intersection of the Ronald Reagan Turnpike and Northlake Boulevard. The site is located on Lot 4 of the PGA National Commerce Park PUD, which is located within the PGA National Development of Regional Impact (DRI) and Planned Community Development (PCD). On March 17, 2005 City Council approved the 13,366 square -foot Northern Palm Beach County Improvement District ( NPBCID) Emergency Operation Center (EOC) through the adoption of Resolution 36, 2005. . Ferris [X] Not Required Date Prepared: September 6, 2005 Meeting Date: September 20, 2005 Petition AIPP- 05 -09- 000004 BACKGROUND The subject site is a 41.75 -acre parcel bounded by Hood Road on the north, Central Boulevard on the east and south, and Interstate 95 and Westwood Gardens /Westwood Lakes Planned Unit Development on the west. Land Design South, on behalf of EB Developers, Inc., is proposing to rezone the site in order to construct 181 condominium dwelling units, 99,934 square feet of commercial development, and a 141,706 square -foot parking garage. There will be three entrances to the site, one from Hood Road and two from Central Boulevard. Per Section 78 -262 of the Land Development Regulations, "Fee imposed on development," all budgets for new construction of private and public developments shall include 1% of the total budgets for vertical construction as a fee for art in public places. The subject fee shall be used by the developer for the provision of artwork on the project site, or the developer may choose to contribute one percent (1 %) of the total building construction costs directly to the City for the provision of art on public property. The developer will be providing three (3) works of art on the site, which will be brought before the Board at a later date. PROPOSED LOCATIONS FOR ART The applicant is proposing the following three (3) locations for the public art: 1. The main entry to the northern residential development; 2. The roundabout located within the central commercial development; and 3. The pedestrian plaza situated on the 1.56 -acre lake tract within the commercial development. The applicant states the proposed locations are consistent with Land Development Regulations Section 78- 261(b)(5) as follows: a. Visibility: All proposed public art locations are visible to both internal and external pedestrian and vehicular traffic. In addition, both locations adjacent to the commercial core serve as major focal points that have been incorporated into the overall development plan. b. Planning Integration: Again, all public art locations are highly visible and serve as integral components of the proposed development. c. Landscape Integration: All landscape has been designed to complement the proposed art locations and will be further refined upon the final selection of pieces. d. September 1, 2005 AIPP ADVISORY BOARD City of Palm Beach Gardens 10500 North Military Trail Palm Beach Gardens, Florida 33410 Re: North Palm Beach County Improvement District — New Facility Art in Public Places Review of proposed location & concept Dear AIPP Advisory Board Members: Northern Palm Beach County Improvement District (Northern) will soon begin construction on a building which will house its headquarters and emergency art & cultural operations center. This building will be located at 359 Hiatt Drive in Palm Beach Gardens. Hiatt Drive is to the north of and accessed by Northlake Blvd. and west programming of the Florida Turnpike. The land on which the new facility will be built is a design and narrow stripe of land at the end of Hiatt Drive adjacent to their current facility. A site location map is enclosed. consulting Northern Palm Beach County Improvement District is a taxing district and regulates building improvements within its district. Northern's mission is to provide excellent customer service relating to facilitating, financing, construction and operation of infrastructure improvements including storm water management systems, water and wastewater facilities, roads and environmental preserves and a continued commitment to education and outreach to the residents and landowners within the district. Please find information on this public entity enclosed; additional information can be found on their web site at www.NPBCID.org. Also enclosed for your review, is a landscape plan and construction documents. In looking at the landscape plan the new facility is indicated by NPBCID EOC. The front of the new building faces south and towards an existing parking lot. Due to the narrow tract of land, building orientation and required landscaping the front of the building has little to no exposure to Hiatt Drive. On the inside of the building one can see that the public areas, lobby, reception area and board room are spacious yet not overdone or wasteful. The placement of these public spaces in relation to parking and to the other areas inside the building brings efficient traffic and work flow as well as allowing interesting architectural 66 St. James Drive elements. In the lobby you will see a circular area with lettering stating "open to Palm Beach Gardens above." Terrazzo flooring has been specified for this circular area in the lobby of Florida 33418 Phone/fax: (561) 622 -9892 the first floor. In the second floor lobby above this, there is a circular opening with railing giving visual access between the first and second floor lobbies. 2 The interior walls are spacious and lighting is designed to be more than just functional. More information on the interior space will be provided at the aipp advisory board meeting on September 20. High efficiency and a pleasant sense of aesthetics have been achieved by the design team in the placement and design of the building on the parcel of land. However, the outside of the building and facility site does not offer a good location for a highly visible or beneficial art in public places piece. Northern's aipp budget will be approximately $45,000. Considering that Northern is a public entity, their facility a public building and their revenues generated from public taxes; Northern's board and staff feel an obligation to purchase and/or commission a work of art(s) that will relate and assist them in their mission, especially with "education and outreach." Keeping Northern's goals in mind and the Art in Public Places Ordinance, as well as considering the site limitations, we feel the best location for the public art will be inside the lobby of the new facility. Within the first floor lobby we have identified and prioritized three ways an artists' work can be integrated: 1. Creating the terrazzo flooring in the first floor lobby 2. Creating lighting which will be visually accessible from both floors 3. Artwork for the walls These areas listed offer interaction between the public and the artwork. In turn, this will bring multiple benefits to the public; significantly more than work placed outside and simply driven by. As seen on the map below Hiatt Drive is to the north of and accessed by Northlake Blvd., west of Florida Turnpike. Turning north onto Hiatt Drive off of Northlake Blvd., one would continue on Hiatt making the 90 degree turn east and continue to the very end where the new facility will be located at 359 Hiatt Drive. Inc. 9 III 1 IMM= YAM "S OPLAIM Ni prowwmm r"W CITY OF PALM BEACH GARDENS MEMORANDUM TO: Art In Public Places Board Members DATE: September 6, 2005 THROUGH: Jack Doughney, Community Services Administrato FROM: Angela Wong, Operations Manager ko SUBJECT: Outdoor Artwork Lighting PGA Flyover Shelf Artwork INFORMATIONAL MEMORANDUM: At the last AIPP meeting, the Board authorized staff to proceed with a recommendation to City Council for a contract award to Imperial Electrical, Inc. in the amount of $32,000 for the installation of lighting in the City Hall lobby, and a contract award to Salmon Electrical, Inc. in the amount of $43,500 for the installation of lighting for the "Contiguous Currents" artwork, to be funded from art impact fees. However, staff re- evaluated the lighting specifications for the "Contiguous Currents" artwork, and has obtained a reduced cost estimate from Salmon Electrical, Inc. for $18,300. The difference between the original specifications and the revised is that the new fixtures do not have internal ballasts, which are not needed. Excluding ballasts from the scope of work will require significantly less labor to install and require half as much maintenance throughout its useful life. Also, the bulbs can be changed depending upon wattage requirements for each fixture. The price difference between the two proposals is also based on name brand vs. generic. Therefore, due to the significant price difference and maintenance considerations, staff will be recommending to proceed with the revised proposal from Salmon Electrical, Inc. in the amount of $18,300 at the October 6`h Council Meeting along with the contract to Imperial Electrical, Inc. In addition, City Council authorized expenditures for a not to exceed amount of $16,280 from Art Impact Fees for the creation of four (4) bas relief sculptures for the PGA Boulevard Flyover Towers as recommended by the AIPP Board. However, the contractor, Designs and Signs, Inc., has proposed to add an "antiquing" finish to the sculptures for an additional amount of $2,600. This finish is created by a chemical aging process that creates a patina finish on the sculptures. The City's architect representative, OGS &P, recommends this finish since it will enhance the sculptures, and blend more with the bridge elements. Staff will be requesting this additional expense as well at the October 6`h Council Meeting. Since these contracts have already been considered by the AIPP Board, they will not be presented before you again. Ferris Date Prepared: August 31, 2005 Meeting Date: September 20, 2005 Petition AIPP- 05 -07- 000001 BACKGROUND On October 15, 1998, the City Council adopted Ordinance 21, 1998, which approved the Mirasol Planned Community Development (PCD). The Mirasol PCD is comprised of approximately 2,304 acres and was approved for 2,145 dwelling units, 105,000 square feet of professional office use, 15,000 square feet of commercial use, three golf courses, a clubhouse facility, 10,000 square feet of community facility use, a 5,000 square -foot sales center, a City park, and a school. On November 6, 2003, the City Council approved the site plan for Mirasol Town Square through the adoption of Resolution 194, 2003. Mirasol Town Square consists of seven buildings that comprise 105,000 square feet of professional office and 15,000 square feet of general retail on a 12 -acre site. In accordance with Section 78 -262 of the Land Development Regulations entitled Art in Public Places, Fee Imposed on Development, all budgets for new construction of private and public developments shall include one percent (1 %) of the total budget for vertical construction as a fee for art in public places. The subject fee shall be used by the developer for the provision of artwork on the project site, or the developer may choose to contribute one percent (1 %) of the total vertical construction costs directly to the City for the provision of art on public property. Under the provisions of Section 78- 261(a)(1) of the City's Land Development Regulations entitled Deposit of Funds, prior to the issuance of a building permit on site, the petitioner has placed $70,800 into an escrow account, which represents one (1 %) percent of the estimated total cost of vertical construction on site (please see the attached project budget breakdown). PROPOSED ART IN PUBLIC PLACES The proposed Art in Public Places designed by George W. Lundeen is described below (please see attached images and location maps): Thomas Jefferson The Thomas Jefferson bronze sculpture is a life -like statue that is approximately 54 "H x 60 "L x 39 "W. Thomas Jefferson is sitting on a bench, in informal attire, using a feather pen to write a rough draft of the Declaration of Independence. Several books are placed on his lap, which serve as his writing surface. He is looking straight ahead appearing to be in deep thought, while his work contains the verbiage for the beginning of our independence. At night, the sculpture will be illuminated via down lighting from the centralized specimen oak tree. Four Benches These four sandstone benches will provide a place for visitors to sit and ponder the early stages of our great nation and gratitude for our local troops. The southeast bench provides a place for the Thomas Jefferson sculpture to rest. Each bench is strategically placed under the centralized oak tree to provide shade from the sun. 2 Date Prepared: August 31, 2005 Meeting Date: September 20, 2005 Petition AIPP- 05 -07- 000001 Dedication Plaque The 2' x 2' dedication plaque is located east of the benches and Thomas Jefferson. The dedication plaque states the following: "Liberty Square is dedicated to the Fourth Anglico Marines and in honor of the men and women of our country that answer the call to defend and "secure the Blessings of Liberty to ourselves and our Posterity." Followed by Article 1 of the Constitution. The Declaration of Independence was the call to unite in the fight for freedom; The Constitution of the United States is the means of maintaining freedom. May we, the citizens of the United States of America, never cease to serve Liberty! Subsequent to this message, are several repetitive cartoon -like pictorials of everyday people. This plaque serves to correlate the importance of our local military personnel, the foundation for our country, and each American's duty. Fla,z Pole Immediately east of the dedication plaque, a 40 -foot high flag pole is proposed, which will display "Old Glory." Following a fight for our nation's independence in the War of 1812, a flag was hailed at Fort McHenry in Baltimore, Maryland, which inspired our national anthem by Francis Scott Key. This flagpole serves as a landmark for "Liberty Square" and will remind us of our independence that Thomas Jefferson helped commence. ARTIST George W. Lundeen is a statue designer and creator of art works for a wide variety of applications. Primarily oriented towards designing elements to enhance a sense of place, Lundeen's experience includes a statue named "Portrait of Elrey" at Denver International Airport; and other portrait sculptures of people on benches such as Benjamin Franklin, a family reading a book, and the "Niki Girl." He has also designed Art in Public Places programs for universities, municipalities, foundations, and corporations (please see attached artist resume). STAFF CONCERNS Staff has the following concern/issue with respect to the proposed Art in Public Places: 1. It is staff's opinion that the proposed cartoon -like pictures of people on the plaque create unnecessary clutter, detract from the dedication and messages, are too repetitive, and substandard. Staff recommends removing these pictorials from the plaque. STAFF ANALYSIS The petitioner has satisfied the requirements established in the City's LDRs relating to the provision of Art in Public Places. The art in public places portion of this project is guided by the same determination, perhaps art & cultural even more so, given the location of the public art. programming The AIPP budget for this project is approximately $160,000. This amount is the combined budgets of RAM Development and Palm Beach Community Church. design and At the beginning of the aipp process, prior to the call to artists, the partnership and consulting design team met and made an assessment as to the needs of the project and the possible outcomes as it relates to the art in public places. Consideration of public needs, the AIPP Ordinance and other public art placed in the city has been included through out the process. Given all the stakeholders and issues involved, it was determined during the initial stages that the public artwork should be unique, thoughtful, fun, intriguing, speak to a sense of community and non- representational in nature. Having a work of art that could be reasonably maintained and an artist able to go through a collaborative process was also very important. For these reasons and many others artist Terry Thommes was chosen to develop and create site specific public art for this project. As the public art has evolved so too has the partnership and development project. At different points in this time period we have "tried on" various sculptures in different location to determine what fits best and asked for input from many including the aipp advisory board. The sketch / sculpture idea that keeps rising to the top and demands our focus began as a sculpture to replace two trellises previously specified for the project.
