Please be advised that Lucy Keshavarz of Art and Culture Group has requested a
discussion concerning public art inside of public buildings at the January 17, 2006, AIPP
Advisory Board Meeting.
As you are aware, Subdivision I. Art in Public Places, Sec. 78 -261. Definitions. (c)(5)a.
requires that "Artwork shall be installed to be visible to the maximum number of passers-
by." Based on this code requirement, it is staff's position that the placement of art outside
of buildings would provide maximum visibility to both pedestrian and vehicular passers-
by. It is also staff's opinion that the placement of art inside buildings does not meet the
intent of the cited code provision. Furthermore, because public art inside of buildings is
only visible to occupants and visitors, staff has serious concerns about art being removed
and or altered without City notification.

Re: AIPP inside of public buildings
Dear AIPP Advisory Board Members:
I request a discussion with the AIPP Advisory Board at the January 17, 2006
meeting as to when it is appropriate or inappropriate for public art to be placed
inside public buildings. Given what took place with Northern Palm Beach
County Improvement District ( Nothern) and the ambiguity that now exist as a
result, clarification is needed for me as a consultant going through the AIPP
art & cultural approval process with applicants and more importantly for the art in public places
program itself.

In review, an aipp location workshop for Northern's new EOC facility took place
design and on September 20, 2006. The following points where discussed with the AIPP
consulting Advisory Board and the Board agreed that the best place for the public art would
be inside the building.
• It is a public building
• There is a great deal of precedence that allows public art placement inside
public buildings throughout the United States. Two examples:
- City Hall, City of Palm Beach Gardens
- Art in State Buildings, State of Florida
• Very little vehicular traffic - the public facility is located on a cul du sac at
the end of a road
• Very poor site and site lines allowing little to no impact on the public if
the public art where placed outside:
- the building footprint and required landscape take up so much of
the site, there is very little room available to place public art
- front of the building faces inside the site and not towards the street
• Over 600 members (non - staff) of the public come into the building each
month
• More public interaction both in terms of length of time and degree of
contemplation could be achieved by placing the public art inside the
building
• As a public institution funded by taxpayer's money, it was felt the public

paintings on the walls of the lobby and public meeting areas and having an

artist design the terrazzo medallion in the lobby area. Images of these
works would then be used on Northern's web site, printed materials,
public information packets, etc. to further their mission while at the same
time creating a new public realm for the public art.
After this workshop, work began with Northern staff to further define the aipp
goals and locate an artist(s). Northern's Board of Directors assigned a Board
member as a liaison to work with staff through the approval process. By
November, we had located an artist and were preparing to move forward with the
approval process. About the same time, I was told by City staff that two City
Council Members were apposed to public art going inside a building. I left a
message for Vice -Mayor Eric Jablin requesting a meeting to discuss the issue. At
about the same time the Northern Board liaison was informed by a City Council
Member that there were Council Members opposed to the placement of public art
inside of buildings. This led to concern on the part of Northern that in order to
resolve the conflict much more additional time and effort on the part of
Northern's staff and Board would be needed and with little understanding of what
the final outcome would be. Northern felt even with further effort on their part,
the timing in resolving the issue would go beyond what is allowed or perhaps the
issue could not be resolved and in the end the proposed art would be voted down
by City Council. Northern therefore decided to simply contribute the Art Fee.
This turn of events on this project is disappointing on many levels. However,
resolving the conflict is essential to contiuing a healthy public art program in the
future. It is obvious that everyone involved in the above described events had the
City's best interest at heart and acted appropriately, but differing interpretations
and perhaps miscommunication has taken a toll that hopefully can be avoided in
the future. As a person that believes in the immense and far reaching benefits arts
have for society, I strongly suggest that the criteria or guidelines for when public
art is allowed or not allowed inside public buildings be discussed, agreed on and
added to the art in public places ordinance so there is no question in the fixture. I
would be happy to assist in any way possible.

SUBJECT: Gardens Station PUD: Public Art Workshop @ January 17, 20o6 AIPP
Please be advised that there will be a discussion relating to the public art for the Gardens
Station Planned Unit Development (PUD) at the January 17, 20o6, AIPP Advisory Board
Meeting.
The development plans for the Gardens Station PUD were approved by the City in
December of 2004 consisting of two (2) buildings (Gardens Station East and Gardens
Station West) located on opposite sides of the future RCA Center Drive. The buildings will
comprise 47,200 square feet of professional office use, 17,550 square feet of medical office
use, 15,075 square feet of general commercial use, and 2,500 square feet of financial
institution use. The building permits for the two (2) buildings are currently being reviewed
by the City and are expected to be issued in the very near future.
The applicant is proposing a pair of benches for the Gardens Station West building (four
(4) story building on the west side of RCA Center Drive) by Charles Sharrod Partin (see
attached artist resume). The benches are six (6) feet in width by three (3) feet in height
and would be comprised of steel reinforced, concrete covered with carved brick on the
front and back (please see attached image of the maquette in rough form). The benches
will be placed in front (street side) of the building across from each other and
perpendicular to the building.
The applicant is not proposing any artwork for the Gardens Station East building (one (1)
and two (2) story building on the east side of RCA Center Drive) at this time. The applicant
has indicated that they wish to obtain input and direction from the board before moving
forward with the design of the same.
The applicant's narrative indicates that the attached images of the proposed art are rough
in form. Staff will await more detailed images before issuing comments relative to the art.

Workshop — public art concept
Dear AIPP Advisory Board Members:
On behalf of John C. Bills Properties, I request a workshop with the Advisory
Board to receive input on the proposed public art for Gardens Station, west
building. Enclosed for your review is a site plan, building elevations and
maquette images. Below is a review and update of the project including a
art & cultural description of the proposed art in public places.
programming Project review & update:
Gardens Station is comprised of two buildings; east and west. These
design and buildings are located directly across each other on the east and west sides of North
consulting Corp Drive a block north of RCA Blvd.
The AIPP monies are in escrow for these buildings. Gardens Station west
is $32,856.00 and Gardens Station east is $18,570.00.
An artist portfolio review and public art "theme" workshop was conducted
with the AIPP Advisory Board on April 19, 2005. After reviewing the work and
resume of sculptor /architect Charles S. Partin the Board was positive in their
discussion and agreed he was a good choice. Mr. Partin carves brick to create a
variety of stand alone sculptures as well as high and low relief work. It seemed
the Board was both intrigued and excited by the medium and work of this artist.
Also discussed with the Board was the developer's directive to commission work
with a patriotic theme and in a realistic style.
Proposed work:
For the west building the developer would like to commission and install a
pair of benches. The benches would be six feet long by three feet high. The
structure would include steel reinforced, poured concrete foundations, a single
wyth of concrete backup and carved brick both on the back and on the back
support of the front side. Please see images of the maquette included in this
packet. Since maquettes are rough in form, an example of the final texture the
artist intends to acheive is shown on the same page.

benches will be placed across from each other and perpendicular to the building.
The signage seen on the building elevation would be changed to another location.
We do not have any work proposed for the east building. We prefer to
have input from the Board on what the deleveper is agreeable to prior to moving
forward.

RESUME
Charles Sharrod Partin
EDUCATION
Charles Partin studied with Bauhaus trained sculptor Fredriech Holschou and received his B.F.A. in
sculpture, and a minor in Art History, from Florida State University in 1965. He then spent five more
years at the University of Florida, where he received his B.A. in architecture in 1971.
CAREER
For over 25 years Mr. Partin was sole proprietor of a successful architectural practice in Pasco
County, Florida designing award wining schools, homes, office buildings and over 50 church
projects. He retired in 1995 to devote all of his time to his sculpture career.
For twenty two years, he served on the national board of directors for the Interfaith Forum for
Religion, Art and Architecture. For five years he served as a national design consultant for the
Disciples of Christ, working on projects as varied as the renovation of a 100 year old Seattle
church to helping a Miami church recover from Hurricane Andrew.
BRICK MURALS INCLUDE
- An 18'X24' water wall for Cavalier Square, a New Port Richey, Fl. city park. Mr. Partin, as
architect for the park, designed the huge wall as a stage proscenium
- A 16'x14' mural for the new auditorium of P.K. Yonge developmental school, the University of
Florida. The Piece was commissioned by the Art in State Buildings Program of the State of
Florida.
- A 4'x28' indoor residential mural which abstracts quaking aspens. Privately commissioned in
Silverthorne Colorado.
- A 6' foot high statue of "Hanuman, Lord of the Winds" for the Sivananda Yoga Ashram, Val
Morin, Quebec.
- Two exterior murals for "The Village of Coloroc," a park -like arrangement of 3/4 scale brick
facades designed by Mr. Partin to display brick for Coloroc Brick Distributors, Tampa. One of
these, a 3'x7' Florida landscape, adorns a monumental exterior fire place. The second, which is
a maquette for the afore mentioned water wall, is an operating fountain.
- A 5'x5' abstract fireplace mural for a private residence, New Port Richey, Fl.
- Numerous "temples" and pagoda -like fountains which grace ponds and gardens throughout the
country.
- Design and rendering of a 12' obelisk mural for West Palm Beach Community Center.
- A 9'x 20' landscape mural, for a private Tampa community, depicting the varieties of local
Florida flora.
- A 16'x4' sculpted sign, for a private Tampa community, based on a three dimensional spiral.
- Selected as finalist for a 90' carved serpentine wall- Chapel Hill Aquatic Center - selection not
yet determined.
Mr. Partin produces his larger brick murals at the mural studios of Endicott Brick Company,
Endicott, Neb. and at Carolina Ceramics, Columbia S.C.
As a RAKU ceramic artist, he has exhibited in art shows and galleries in Florida, California,
Colorado, Arizona, New Mexico, Pennsylvania, South and North Carolina, and Quebec. He has had
one man shows at the Pottberg Library, New Port Richey, Fl., The Pasco College Gallery, Dade City,
Fl., LYA gallery, SantaFe N.M., and the Pasco Art Center, Holiday, Fl. He has exhibited in numerous
group shows with the Exhibiting Society of Artists, St. Petersburg, FL.
