Ferris [X] Not Required Date Prepared: December 7, 2006 Meeting Date: December 19, 2006 Petition AIPP- 06 -01- 000012 BACKGROUND On December 16, 2004, the City Council adopted Ordinance 43, 2004 and Resolution 217, 2004 providing for a rezoning and master plan approval for the Gardens Station Mixed -Use Planned Unit Development (MXD/PUD). Gardens Station consists of two (2) buildings containing a total of 15,075 square feet of general commercial use, 17,550 square feet of medical office use, 47,200 square feet of professional office use, and 2,500 square feet of financial use. DISCUSSION The art consultant for the owner of the property, Lucy Keshavarz, met with the Art in Public Places Advisory Board for an artist's portfolio review and "theme" workshop on April 19, 2005. Two art- concept workshops were later held on January 17, 2006 and July 18, 2006 for further input and discussion from the Board. Two "Flagbenches" carved from brick placed across from one another are selected to be proposed for the public art for this project. These benches are approximately eight (8) feet long by four (4) feet high and are located adjacent to RCA Center Drive. PROPOSED LOCATIONS FOR ART The applicant is proposing one (1) location for the public art: 1. The two "Flagbenches" are placed across from one another and oriented between the Gardens Station East building and the adjacent RCA Center Drive. The proposed location is consistent with Land Development Regulations Section 78- 261(b)(5) as follows: • Visibility: The proposed public art location is visible to both internal and external pedestrian and vehicular traffic. • Planning Integration: Again, the proposed public art locations are highly visible and serve as integral components of the proposed development. • Landscape Integration: The landscaping has been designed to complement the proposed art location and will serve to "frame" the proposed "Flagbenches" against the Gardens Station East building. • Lighting: All proposed public art will be tastefully lit in an unobtrusive manner through the use of up- lights. FA Date Prepared: December 7, 2006 Meeting Date: December 19, 2006 Petition AIPP- 06 -01- 000012 ART IN PUBLIC PLACES ADVISORY BOARD As a result of the two art- concept workshops, the Art in Public Places Advisory Board raised the following concern regarding the public art selection. Some Board members were concerned that US Veterans may be offended by someone leaning or sitting on a representation of the United States Flag. The applicant stated that the developer's father is a Veteran and saw no problem with the design. Furthermore, he actually felt that in the eyes of Veterans one does lean on the Flag as a symbol of strength and freedom. On October 17, 2006, the Art in Public Places Advisory Board was presented with the "Flagbench" for final recommendation to City Council. Lucy Keshavarz, on behalf of the Applicant, brought a maquette and additional samples of the artist's work for the Board to review. The Board stated that the "Flagbench" did not compliment the space and was out of scale in relation to the surrounding buildings. The Board decided to table the subject petition and allow Ms. Keshavarz to further discuss the "Flagbench" selection with her client. The artist, Charles Sharrod Partin, responded to comments that were raised by the Board in a letter dated November 6, 2006 (please see attached). Mr. Partin stated that it is difficult to accurately visualize the size of the art from looking at the small maquette that was presented to the AIPP Board. Mr. Partin assured the Board that the "Flagbench" will be of the same high quality as the rest of his works and will compliment the space at the Gardens Station site. Furthermore, Mr. Partin reiterated that consideration be given to the needs and wants of private developers as well. Ms. Keshavarz will be returning to the Board and proceeding with the "Flagbench" as previously submitted and reviewed by the AIPP Board. STAFF RECOMMENDATION Staff is recommending approval of the subject petition with the following conditions of approval: 1. The applicant shall be responsible for the maintenance of the works of art, and such maintenance responsibility shall be reflected in the POA documents. (Planning and Zoning) 2. The applicant shall submit digital photographs of the installed artwork within sixty (60) days of completion. (Planning and Zoning) 3. Prior to the issuance of the building permit for the installation of the artwork, the applicant shall submit a copy of its corporate logo and any mission statement of its organization, with authorization for the City to use such information in future publications. Prior to the issuance of the building permit, the applicant shall also submit to the City an unlimited, perpetual, non - exclusive, royalty -free, irrevocable ownership rights in any trademark, service mark, or trade dress rights 3 u Date Prepared: December 7, 2006 Meeting Date: December 19, 2006 Petition AIPP- 06 -01- 000012 regarding the artwork, pursuant to a license that shall be approved by the City Attorney. City approval of the artwork shall be deemed to be a grant of the artist for authorization by third parties to review and reproduce documents provided by the artist to the City which are deemed to be public records pursuant to public record laws of the state. (Planning and Zoning) 4. Graffiti -proof spray -on paint shall be utilized on all stucco areas of the "Flagbench" artwork. (Planning and Zoning) The applicant shall install the public art by August 30, 2007, with the ability for a time extension granted by the Growth Management Administrator, with adequate justification demonstrated by the applicant. In the event the public art is not installed by the timeline set forth in this condition, the City shall have the option to withdraw the public art escrow for the project and deposit said monies into the Art in Public Places Fund. Bills Properties, it is my pleasure to submit the enclosed information for your review and request a positive final recommendation to the City Council of Palm Beach Gardens for the proposed public art. i; 08 2006 PLANNING & ZONING DD Project review & update: art & cultural G Gardens Station comprises two buildings; east and west. These buildings are located directly across from each other on the east and west sides of RCA Center programming D Drive one block north of RCA Blvd. The combined art budget for Gardens Station is a total of 51,426.00 design and A An artist portfolio review and public art "theme" workshop was conducted consulting w with the AIPP Advisory Board on April 19, 2005. After reviewing the work and resume of sculptor /architect Charles S. Partin the Board was positive in their discussion and agreed he was a good choice. Mr. Partin carves brick to create a variety of stand alone sculptures as well as high and low relief work. It seemed the Board was both intrigued and excited by the medium and work of this artist. Also discussed with the Board was the developer's directive to commission work with a patriotic theme and in a realistic style. Two art concept workshops were held with the AIPP Advisory Board on January 17, 2006 and July 18, 2006 for input. During both of these workshops, benches made of carved brick were shown. During the July 18, 2006 workshop the sketch of what has become "Old Glory" was shown to the Advisory Board. During the July 18, 2006 workshop there was concern by the Advisory Board members that some people, in particular US Veterans may take offense to a person appearing to lean on a representation of the US Flag. From a design standpoint the artist had agreed to keep the carving of the flag only on the back of the bench; leaving the inside smooth and to elevate the flag portion so it would not appear to touch the ground. The Advisory Board asked the developer to ask Veterans what they thought. The developer's father is a Veteran and said he saw no problem with this design. Actually he felt that in the eyes of Veterans one does lean on the Flag as a symbol of strength and freedom. As requested by the Chairperson of the Art Advisory Board, 66 St. James Drive t this information was conveyed to City Staff so it could be communicated to the Palm Beach Gardens m members of the Advisory Board. We did not hear anything back and continued to Florida 33418 h h d forwar on e P 08 2006 PLANNING & ZONING DD F) Other questions and concerns of the Advisory Board were addressed by the artist and design team. Those of us working on the project including the developer felt that Mr. Partin did a wonderful job addressing the concerns of the advisory board while at the same time keeping the directive of the developer. Mr. Partin's maquette of "Old Glory" has the United States Flag carved on the back of the bench while at the same time giving the bench a very elegant shape and design from every angle. He has captured the fluid movement of a flag as it would float, curl and dance in the wind. The final submittal went before the Art Advisory Board on October 17, 2006. The decision was tabled and the Art Advisory Board suggested the proposed benches be abandoned and perhaps a wall with the relief of a flag could be created by the artist. It should be noted that during the two art concept workshops in which benches had been presented, the Advisory Board did not make such a request. After discussions with developer, artist and design professionals, it was decided to go forward with the proposed public art. The recommended approval process has been followed and input by the Art Advisory Board has been incorporated in revisions during this process. As a result a high quality, unique and site specific work of art has been designed that meets the needs of the public, developer and ordinance. Furthermore, it is felt by the artist, design professionals and the developer that a wall type structure with a relief design would not compliment the site nor provide a work for the public as good as the proposed benches. As has been indicated in previous documents, the proposed benches would be placed across from one another and perpendicular to and between the Gardens Station East building and the adjacent RCA Center Drive. Each bench will measure 8 feet wide by 3.5 feet deep. The height of the seating portion of the bench is 18 inches high with the height of the back and arm portions varying between 28 inches to 48 inches off the ground. The structure will be as previously indicated; include steel reinforced, poured concrete foundations, a single wyth of concrete backup and brick both on the back and on the back support of the front side of the bench. Engineering drawings will be provided to the city prior to the request for a building permit. Budget: Below is the estimated budget breakdown at completion of this AIPP project- Charles S. Partin (cost of benches & design fee) $ 39,000 Arts consulting fee $ 7,714 Art specific landscape/hardscape design & materials $ 5,000 Foundation and structural work $ 3,000 Engineering $ 4,000 Lighting $ 3,000 Total estimated AIPP costs $ 61,714 Timing: The development orders on this project state that the AIPP must be installed prior to a CO being issued. The buildings are expected to be ready for CO in January 2007. However, due to several factors, the benches will not be ready in time and we 3 are requesting an extension that would allow the CO to be issued prior to the completion of the AIPP portion of this project. Mr. Partin must create these benches at a brick yard and the one he is established with is in the state of Nebraska. Due to Nebraska climate, the artist is able to carve only in the spring and fall months of each year. He then spent five more years at the University of Florida, where he received his B.A. in architecture in 1971. CAREER For over 25 years Mr. Partin was sole proprietor of a successful architectural practice in Pasco County, Florida designing award wining schools, homes, office buildings and over 50 church projects. He retired in 1995 to devote all of his time to his sculpture career. For twenty two years, he served on the national board of directors for the Interfaith Forum for Religion, Art and Architecture. For five years he served as a national design consultant for the Disciples of Christ, working on projects as varied as the renovation of a 100 year old Seattle church to helping a Miami church recover from Hurricane Andrew. BRICK MURALS INCLUDE - An 18'X24' water wall for Cavalier Square, a New Port Richey, Fl. city park. Mr. Partin, as architect for the park, designed the huge wall as a stage proscenium - A 16'x14' mural for the new auditorium of P. K. Yonge developmental school, the University of Florida. The Piece was commissioned by the Art in State Buildings Program of the State of Florida. - A 4'x28' indoor residential mural which abstracts quaking aspens. Privately commissioned in Silverthorne Colorado. - A 6' foot high statue of "Hanuman, Lord of the Winds" for the Sivananda Yoga Ashram, Val Morin, Quebec. - Two exterior murals for "The Village of Coloroc," a park -like arrangement of 3/4 scale brick facades designed by Mr. Partin to display brick for Coloroc Brick Distributors, Tampa. One of these, a 3'x7' Florida landscape, adorns a monumental exterior fire place. The second, which is a maquette for the afore mentioned water wall, is an operating fountain. - A 5'x5' abstract fireplace mural for a private residence, New Port Richey, Fl. - Numerous "temples" and pagoda -like fountains which grace ponds and gardens throughout the country. - Design and rendering of a 12' obelisk mural for West Palm Beach Community Center. - A 9'x 20' landscape mural, for a private Tampa community, depicting the varieties of local Florida flora. - A 16'x4' sculpted sign, for a private Tampa community, based on a three dimensional spiral. - Selected as finalist for a 90' carved serpentine wall- Chapel Hill Aquatic Center- selection not yet determined. Mr. Partin produces his larger brick murals at the mural studios of Endicott Brick Company, Endicott, Neb. and at Carolina Ceramics, Columbia S.C. As a RAKU ceramic artist, he has exhibited in art shows and galleries in Florida, California, Colorado, Arizona, New Mexico, Pennsylvania, South and North Carolina, and Quebec. He has had one man shows at the Pottberg Library, New Port Richey, Fl., The Pasco College Gallery, Dade City, Fl., LYA gallery, SantaFe N.M., and the Pasco Art Center, Holiday, Fl. He has exhibited in numerous group shows with the Exhibiting Society of Artists, St. Petersburg, FL. To keep this project in limbo is hindering the cause of public art and is costing many people much time and money. I know that it's difficult to visualize a large, carved brick sculptural bench from looking at a small scale, schematic maquette, but I assure you that the resulting piece, with mortar joints accentuating the flowing lines, will be of the same high quality as my whole body of work. I've spent many hours of work on this project and have created what most that have seen it recognize as an exciting piece of functional art. Attached is a piece at the University of Florida which has similar waves. Envision that on our bench and I am sure you'll see the exciting visual impact it will have. When an artist is selected to create a specific work of art one looks at his previous work, his qualifications and at the recommendations of those who have worked with him. By doing so, you help protect the community from any bad surprises. You have done that with my work and have seen enough of my sculptures to know that you can feel comfortable that I will produce a piece of which you will be pleased and proud. I would ask that you approve "Old Glory." This work may not be what you personally want to see, but an objective view point is needed in public art. Due to Palm Beach Gardens' exceptional ordinance which requires public art of private developers, it would seem consideration should also be given to the needs and desires of the developer. The developer has come a long way through this process. We are very proud of "Old Glory"; we feel the public will be very happy with it and that it is very appropriate for the site. The notification was broadcast to over 600 artists and art- related vendors. Enclosed, please find copies of each submission received on December 19th, which is part of Phase I of the selection process. Each AIPP Board member is requested to review each submission and complete the attached Score Sheet as outlined below. The Score Sheet must be turned in at the conclusion of the December 19, 2006 meeting. At the meeting, the AIPP will begin with a discussion regarding any issues related to the submissions. Then, all Score Sheets will collected from the AIPP and totaled at the conclusion of the meeting. The AIPP can recommend no more than the three (3) of the highest- ranked semi - finalists. Each semi - finalist will be required to enter into an agreement with the City, which is scheduled for the January 18th City Council meeting. An honorarium of $3,000 will be given to each semi - finalist to develop the final proposal. The final proposals will be presented to the AIPP on February 20, 2007. The finalist recommendation is scheduled for City Council approval on March 15, 2007. E Selection Committee. INSTRUCTIONS FOR SCORING FLYOVER SUBMISSIONS Each submission has been listed by a number (randomly chosen) and the applicant's last name. Points for residents of Florida have been allocated on your sheets. The submission type (CD and /or slides) has also been noted. Several artists made copies of their CD for each member which you will be able to take with you. Original materials are with the City Clerks' office for recordkeeping purposes. ROSS December 10, 2006 The lake offers an interesting context for a sculptural composition around the theme of efflorescence, a botanical term for the unfolding or flowering of a plant. My preliminary concept responds to the natural setting and physical characteristics of the site as well as my recollection of the vibrant activity of bird and plant life I observed during my recent stay in the area. This initial concept for the lake environment is an expression of that energy. The preliminary design calls for two large — scale sculptural elements. The first sculpture is that of a "bud" swelling with potential. The sculpture, constructed of highly polished marine grade metal, would stand approximately 12' tall above the surface of the water. Its scale as well as the rhythmic linear pattern and kinetics within its construction would provide visual interest from various site lines. The second sculpture incorporates the existing fountain as the "pistil" of a flower, surrounded by a series of "petals" designed to take advantage of air currents for gentle movement as if the "bud" unfolded and was now caressed by the passing breezes. The arrangement of these curved elements alludes to a spiraling vortex — the energy force that underlies all growth and formation in nature. The design provides visual interest during the day and, by incorporating solar powered internal muted lighting, will offer a quiet and gentle glow at night with reflections from the lake's surface. The attached drawings illustrate: 1) a preliminary in situ scene at dusk, and 2) an overhead schematic showing the general location of sculptural elements. Since this project may be partially funded by a grant that calls for an educational component, I will provide a slidelillustrated talk to the public in conjunction with the dedication of the work. In general, my work is informed by the natural and physical sciences and over the years I have been invited to give talks at museums and other venues around the country on how this connection manifests in my work. Currently, the University of Arizona Museum of Art carries a pod cast of one of my talks that can be viewed on its site under "Visiting Artists ". In essence, my proposal for the artwork at the Lakeside site will use renewable wind and solar energy sources as well incorporate within its construction the same natural energy sources that power the botanical world. BACKGROUND INFORMATION WENDY ROSS- ARTIST, SCULPTOR, DESIGNER - BACKGROUND IN PUBLIC ART: Wendy Ross has over 35 years experience designing and executing private and publicly commissioned works of art. She has worked successfully with architects, design professionals, as well as state, municipal and federal art entities. "In much of my public art, 1 link lines, arcs, and curves to animate a space, blending the mathematical with the organic, and the industrial with the poetic. Most of my welded constructions are spatial and airy, embracing rather than displacing the surrounding environment. In developing a concept/design for a public setting, several elements come into play and are equally important. Context is a critical factor in siting a work - the setting, in effect, is an integral part of the composition" Ross' engineered open constructions belie their physical strength and have withstood the test of time, variable site environments and climatic conditions with minimal maintenance. She has recently been incorporating LED lighting as a sculptural element with unique applications. RECENT OUTDOOR PUBLIC ART (completed or under construction) In 2000, Ross won the national competition to design and execute a larger than life full -scale bronze likeness of founding father George Mason as the central feature for the GEORGE MASON MEMORIAL located on the National Mall in Washington, D.0 completed and dedicated in 2002. (The late J. Carter Brown, former director of NGA, described it in Washington Post as "one of the best pieces of public sculpture he had reviewed in his 30 years as Chairman of the Fine Arts Commission') In 2001, Ross was awarded the commission to execute her winning design of a 100' long welded bronze and stainless steel construction to be sited on the outdoor grand stairway of Boston's World Trade Center complex facing the Boston Harbor. The installation — LEVIATHAN — was completed and dedicated in December 2002. In 2002, as part of the redevelopment of Ballston Point, Ross was commissioned to design + execute a signature work marking the central pedestrian /vehicular intersection at a major business district in Arlington, VA. Her 30'H stainless steel work BUD /BLOSSOM was completed and dedicated in 2003. (Arlington County % for Public Art project.) In 2003, Ross was selected to design and execute the sculptural elements paving, seating and lighting, for the 10,000 square foot plaza area at the entrance of Oregon University's new Science Center The composition of elements entitled "CONVERGENCE" was completed and dedicated in 2004. (% public art project awarded by the Oregon Arts Commission) In 2004, Ross was awarded the commission to conceive and execute a design for the exterior facade of the corner building at Station Square in Arlington, VA. Her design "AS ON A DARKLING PLAIN" (title from the poem by Mathew Arnold) is a visual narrative using the lower building piers to tell a story. The design is an innovative surface application of porcelain tile with embedded and relief metal work. Installation was completed in September 2006. In 2005, Ross was awarded the commission by the City of Palm Beach Gardens, Florida, to execute her unique design entitled: "ASTRALIS" for the 4 towers located on the PGA Boulevard overpass Within each tower, she produced a computer sequenced interplay of LED color spectrum lighting within the suspended kinetic + sculptural elements to create an atmospheric gateway into the City. My name is James Vilona; I am a Bronze sculptor who also owns my own foundry. I produce sculpture for artists across America as well as my own works in Bronze, wood and steel. My philosophy regarding Public Artworks begins with the belief that people should be "wowed" by art. I love the ability to create works that will have a lasting memory, to be a part of a lasting reflection of a location's "essence ". My public art goal is to create an artistic and aesthetic "gift" given from a public space onto its visitors that blends, harmonizes and creates an artistic connection for all who visit. Bronze sculpture has a way of creating a communication bridge and a dialogue between artist and viewer. My theory seeks to reduce the "distance" between pedestrian and artwork and create a balance between the natural environment and the sculptures. I hold aesthetics to the highest regard and would create a site - specific sculpture or collection of pieces that would engage pedestrian hands -on use of the sculptures; to sit upon and reflect upon the environment within the lake area. My prior collaborations in creating works have included creating mineral sculptures with natural stone, site specific installations in California and Florida, and one of kind pieces in Corporate Headquarters at such locations as Tennessee and Colorado. My expertise also lies in my ability to cast the pieces I design myself, thus understanding the process from beginning to end and to finally create works that meet design engineering expectations and budgets. I work well in a team environment and would very much enjoy the opportunity to create a piece of bronze work for your Lake area. My prior work, submitted with this application, shows that I can incorporate the harmony and characteristics of each location with my specific installations of bronze sculpture. The public is invited to sit and engage in the beauty of each environment as they also engage themselves in the metal forms and shapes and function of my sculptures. They are for specific sites and suitable for public viewing from different vantage points. On the digital image list these are situated outdoors: Seven Dancers, Primavera, Airborn, Born Free, Caftan, Grace, Ascendence, Merle with Ribbon, and Sea Nymphs. The proposals are designed for placement outdoors. Proposed Work and the Proiects Goals and Guidelines All of these stated goals and guidelines would be met by the proposed artwork. They are original, site - specific designs and will also provide the public with a sense of identification with the City of Palm Beach Gardens Lake area facility. The artist's goal is to create a "signature" sculpture that would be a welcome symbol for visitors to the grounds. It is my belief that buildings, terraces, plazas, gardens, parks and artwork should invite a positive response in people. Public works need to encourage a sense of identification between the users and their environment. The proposed artworks have attempted to convey this message by combining the monumental sculpture with a tranquil view of nature. Fabricated materials will be bronze (jewel -toned patinas are available) or stainless steel with a granite base. The sculpture and installation will meet or exceed required standards for Florida's climatic and environmental conditions. Life span of these materials is known to be extremely durable with minimal maintenance; graffiti - resistant coatings can be applied to the sculpture. Many of the artist's artworks have been placed outdoors in Florida and California, some for many years. The drawings of the proposed sculpture Adam and Eve or Child with Dove represent the human family. Both would be three dimensional, viewed from several perspectives and could be placed on a landscaped terrace area seen on the latter drawing. It is suggested that the site be away from the main building on another expanse of lawn to encourage wider use of the scenic lake /fountain view. The base of Adam and Eve could be etched with native plantings or inscribed with the name of an organization or individuals. The sculpture — depicting a lute decorated with seven popular South Florida fruits —would be made of metal, set upon a concrete base, and powder -coat painted. Fruit Lute, The Music of the Gardens, is meant to be a lyrical 'emblem of "the Gardens." The stately lute evokes the sound of music, a welcome amenity in any community. The brightly colored fruit remind observers of the sweet abundance of delicious fruits that flourish all around us. Those represented include (from the center): Star Fruit (or Carambola), Oranges, Strawberries, Monstera, Bananas, Litchis and Pineapples. Signage would identify the fruits. I suggest placing the Fruit Lute near the corner of Military Trail and Burns Road on the northwest corner of the property. About 10 yards in from the corner there is room between the sidewalk and the lake for a sculpture of this size. From there, it will be visible to drivers on both roads as well as from a number of other vantage points. Since the site for the Lakeside Exterior Art Project is directly across the street from the Palm Beach Gardens Greenmarket (serving the community from the parking lot of the fire station throughout the fall and winter months), a natural community project would be to plant and tend specimens of the various fruit trees depicted on the sculpture. The garden might eventually include vegetable beds and serve as a demonstration to community members interested in growing local produce for the Greenmarket. I realize that my experience as a provider of art in public places is limited. However, perhaps my extensive experience as a designer and fabricator of structural furnishings for the aviation and medical industries will inspire the confidence necessary for consideration of this proposal. Unlike a commissioned sculpture that suddenly shows up one day to be installed, during an on -site carving the public, witnesses the transformation of raw blocks of stone into the sculptures that will eventually grace their lakeside. By talking and interacting with the public during the creative stages ideas are generated that catch the public's imagination. The event itself will be talked about for years to come and the sculptures will remain for centuries, testimonials to the shared experience of their making. Stone, either marble or limestone, has been use to create many of the most durable and beautiful monuments throughout history. It requires little maintenance and many would argue that they get better looking with time. I keep in mind, while creating, to always provide drainage for water and to give the appearance of delicacy while actually being robust and well designed to withstand time and the elements. I propose to bring in 3 — 5 blocks of varying sizes, but all of the same material, be that marble or limestone. In a corner of the parking lot I would set up a temporary carving studio with a defined space to maintain a safe distance between myself, and the public. I would then begin working and carve all the blocks simultaneously. Over the following months, out of each stone could come a different animal or groupings of figures. Local stories or legends have often inspired the theme of a given sculpture. Then when all are complete, yourselves and the public will start to have all sorts of ideas as to where they want to put each piece. The consistency of material and hand in working it would tie the various elements together giving the Lakeside Exterior Art Project a homogeneous look Each stage is an opportunity for public involvement. People start by coming once and soon they come daily to watch the progress of the work. By then they are invested in the pieces and want to see them properly installed. Mid way through the event, as each block comes alive, final placement for each sculpture is marked and structural foundations and permanent installation considerations are undertaken. The public identifies with the finished works. They tell their friends and families and perhaps show them a souvenir they picked up at the studio site. By marketing the event, organizers can begin to recoup costs before the sculptures are even finished. Corporate sponsorship can be elicited to underwrite marketing costs; tee shirts can advertise the event; photos can document the progress. Radio and Television media are drawn to the positive nature of the project making it a win, win situation with huge potential for community outreach and publicity for the City's art in public places program. The buildings are expected to be ready for CO in January to February 2007. However, due to several factors, the benches will not be ready in time and we are requesting an extension that would allow the CO to be issued prior to the completion of the AIPP portion of this project. Mr. Partin must create these benches at a brick yard and the one he is established with is in the state of Nebraska. Due to Nebraska climate, the artist is able to carve only in the spring and fall months of each year. He then spent five more years at the University of Florida, where he received his B.A. in architecture in 1971. CAREER • For over 25 years Mr. Partin was sole proprietor of a successful architectural practice in Pasco County, Florida designing award wining schools, homes, office buildings and over 50 church projects. He retired in 1995 to devote all of his time to his sculpture career. • For twenty two years, he served on the national board of directors for the Interfaith Forum for Religion, Art and Architecture. For five years he served as a national design consultant for the Disciples of Christ, working on projects as varied as the renovation of a 100 year old Seattle church to helping a Miami church recover from Hurricane Andrew. BRICK MURALS INCLUDE • An 18'X24' water wall for Cavalier Square, a New Port Richey, Fl. city park. Mr. Partin, as architect for the park, designed the huge wall as a stage proscenium • A 16'x14' mural for the new auditorium of P.K. Yonge developmental school, the University of Florida. The Piece was commissioned by the Art in State Buildings Program of the State of Florida. • A 4'x28' indoor residential mural which abstracts quaking aspens. Privately commissioned in Silverthorne Colorado. • A 6' foot high statue of "Hanuman, Lord of the Winds" for the Sivananda Yoga Ashram, Val Morin, Quebec. • Two exterior murals for "The Village of Coloroc," a park -like arrangement of 3/4 scale brick facades designed by Mr. Partin to display brick for Coloroc Brick Distributors, Tampa. One of these, a 3'x7' Florida landscape, adorns a monumental exterior fire place. The second, which is a maquette for the afore mentioned water wall, is an operating fountain. • A 5'x5' abstract fireplace mural for a private residence, New Port Richey, Fl. • Numerous "temples" and pagoda -like fountains which grace ponds and gardens throughout the country. • Design and rendering of a 12' obelisk mural for West Palm Beach Community Center. • A 9'x 20' landscape mural, for a private Tampa community, depicting the varieties of local Florida flora. • A 16'x4' sculpted sign, for a private Tampa community, based on a three dimensional spiral. • Selected as finalist for a 90' carved serpentine wall- Chapel Hill Aquatic Center- selection not yet determined. Mr. Partin produces his larger brick murals at the mural studios of Endicott Brick Company, Endicott, Neb. and at Carolina Ceramics, Columbia S.C. As a RAKU ceramic artist, he has exhibited in art shows and galleries in Florida, California, Colorado, Arizona, New Mexico, Pennsylvania, South and North Carolina, and Quebec. He has had one man shows at the Pottberg Library, New Port Richey, Fl., The Pasco College Gallery, Dade City, Fl., LYA gallery, SantaFe N.M., and the Pasco Art Center, Holiday, Fl.
