We have the following comments: Certification Comments 1. The applicant shall provide topographic data on the boundary and topographic survey extending a minimum 100 feet beyond the parcel boundaries in accordance with Section 78 -80 of the LDR. 2. The applicant shall identify the date of the boundary and topographic survey on the face of the document in accordance with Section 78 -46 of the LDR, which indicates that "the survey shall have been completed within one year of the date the application is submitted. " 3. The applicant shall provide "complete horizontal control of the project sufficient to construct the project and determine the dimensions of all site improvements ", in accordance with Section 78 -448 of the LDR. The submission of either a separate horizontal control plan, or dimensioning of the paving, grading and drainage plan, will satisfy this requirement. However, the horizontal control shall be submitted along with the Construction plan review. 4. The applicant shall clearly identify the boundary of the proposed work, with a boundary line or by "ghosting" of the non applicable portion of the plan view on all plans, for conformance with Section 78 -46 of the LDR. 5. The applicant shall provide a drainage statement signed and sealed by a professional engineer registered in the state of Florida, in accordance with LDR Section 78 -46. The drainage statement shall state the drainage system will be designed to meet the stormwater management requirements of SFWMD, NPBCID, and the City's land development regulations, shall demonstrate the provision of a legal positive outfall meeting the adopted level of service, and shall identify the previously approved and proposed conditions and proposed land use allocations. 6. The applicant shall submit signed and sealed drainage calculations (for pipe sizing), along with a drainage area map indicating the drainage area for each contributing structure, for the review of the City. 7. The applicant shall provide cross sections of the site, at all boundaries (of the proposed work), clearly showing how the site matches existing conditions in accordance with Section 78 -46 of the LDR. 9. The applicant shall add an " Outfall at Lake - Section" detail (Sheet C -1.07) to indicate a minimum 2 -foot separation between the control water elevation and top of outfall pipe for conformance with Section 78 -46 of the LDR. 10. The applicant shall revise the proposed RWL (Sheet C1.01) to indicate approved materials under all pavement areas for conformance with Section 78- 46 of the LDR. The applicant is advised that DI, SDR -26 PVC or C -900 PVC are considered acceptable materials for under pavement areas. 11. The applicant shall identify the proposed/permitted construction access location(s) on the Pollution and Erosion Control plan (Sheet C1.08) and shall provide tracking pads for construction vehicles exiting the site for conformance with Section 78 -46 of the LDR. 12. The applicant shall show, label and dimension all existing and proposed easements on the engineering plan, site plan and landscape plan for conformance with Section 78 -46 of the LDR. 13. The applicant shall revise the note on the plan (Sheet C1.03) to read, "All pavement marking and striping, excluding parking stalls, shall be installed with thermoplastic materials," for conformance with Section 78 -344 of the LDR. 14. The applicant shall add the following note to the plan, "Handicap parking signs shall be placed behind the sidewalk in areas where sidewalk abuts the stall and outside the two and a half (2%z) foot overhang area where wheel stops are not provided. " The 2'/2` overhang is to be measured per Sections 78 -315 & 78 -344 of the LDR. 16. The applicant shall provide a note on the plan stating, "All handicap accessible ramps shall meet all applicable local, regional and state accessibility guidelines and regulations. Any modifications shall be approved by the engineer -of- record. " 17. The applicant shall show handicap ramps (identify as "HC" or "CR "), on the site plan, at all proposed curb locations where sidewalk intersects the raised curb. Where the walk is proposed to be flush with the pavement, to avoid the ramp requirement, the walk shall be labeled as flush walk ( "FW ") for conformance with Section 78 -46 of the LDR. 18. At the time of construction plan review the applicant shall identify all curb ramps with the appropriate MOT Index 304 curb ramp number for conformance with Section 78 -46 of the LDR. The applicant shall revise the photometric plan for compliance with Ordinance 26, 2006 and the City's lighting standards, which amends Section 78 -182 and Section 78 -751 of the LDR. 20. The applicant shall provide lighting level data for all applicable sections of the plan in accordance with Ordinance 26, 2006 and the City's lighting standards. This includes; a. Vehicle use areas: for which the City standards require a minimum initial level of 1.0 fc; a minimum average of 1.5 fc, a maximum average maintained of 10 fc; and a maximum allowed of 10 fc. b. Pedestrian use areas (pathways including sidewalks, pedestrian open space areas and outdoor seating): for which the City standards require a minimum initial level of 0.6 fc; a minimum average of 1.0 fc; a maximum average maintained of 10 fc; and a maximum allowed of 10 fc. c. Landscape buffers: for which the City standards require a minimum initial level of NA fc; a minimum average of NA fc; a maximum average maintained of 2.0 fc; and a maximum allowed of 5.0 fc. d. Lot line: for which the City standards require a minimum initial level of NA fc; a minimum average of NA; a maximum average maintained of 2.0 fc; and a maximum allowed of 5.0 fc. 21. The applicant shall modify the lighting levels for conformance with Ordinance 26, 2006 and the City's lighting standards, which specifies a maximum 10 fc for vehicle use areas (parking lot). The photometric plan currently shows lighting levels exceeding 16 fc. 22. The applicant shall provide lighting level data for the property line abutting the residential development, for conformance with Ordinance 26, 2006 and the City's lighting standards, which shall conform to those noted under the permitted levels shown for "Lot Line" above. 23. The applicant shall revise the plans for conformance with Ordinance 26, 2006 and the City's lighting standards, which specify that the height of the light fixture shall not exceed 25 feet in vehicle use areas or 12 feet in pedestrian use areas. 30. The applicant shall revise the height of the lighting fixture (Sheet E0.01) to conform to the City's lighting standard, which states, "The height of a light fixture shall be measured to the center of the lamp. The applicant shall revise the photometric plan (Sheet E0.01), for conformance with Ordinance 26, 2006 and the City's lighting standards, to include the following: a. The lighting plan shall identify all pedestrian areas and shall provide the lighting levels for the back side of the walk area. b. The lighting levels shall be extended beyond the lot line to show the light drop off. c. Plan view of all fixtures, including pole and wall- mounted. 31. The applicant shall provide separate lighting level data, in a "Statistics" table, for the following areas of the project; pedestrian areas, parking stall areas, drive aisles, lot line of abutting residential parcels. The following data shall be specified; the minimum fc, maximum fc, average fc, max/min ratio, avg/min ratio, minimum average fc maintained, maximum average fc maintained, minimum initial fc. 32. The applicant shall identify (draw and label) the extents of each area (i.e. calculation lighting area boundaries) on the plan. 33. The applicant shall verify that the lighting levels for all exterior lighting for the proposed project area are identified on sheet E0.01. It is unclear from the submittal, if pedestrian lighting is proposed for the courtyard area. 34. The applicant shall show, label and dimension all existing and proposed utilities on the landscape plan to identify potential conflicts per Section 78 -306 of the LDR. 35. The applicant shall remove all existing and proposed trees from the area of the control structure based on the following criteria: a. The applicant shall identify all drainage control structures on the site plan and landscape plan by labeling them "CS ", in accordance with Section 78- 46 of the LDR. b. The applicant shall provide a minimum clear zone around the control structures within an area that is equal to the radius of 11/2 times the mature height of the tallest tree specimen. (For a 20' high mature tree, the applicant shall provide a minimum 30' radius, clear of all trees, from the control structure). c. The applicant shall identify the full mature height and proposed distance from the control structure of all trees, which exist or are proposed to be located within a radius of two (2) times the height of the tallest mature tree, in a table on the landscape plan. The applicant shall clearly show, label and dimension, on the landscape plan, the minimum clear zone radius around each of the control structures, based on the above criteria. 36. The applicant shall add the following note to the Landscape Plans, "All trees and landscaping will be field located to avoid conflict with the existing utility, light poles, drainage lines and lake maintenance easements. " Non Certification Comments NOTE: All engineering /infrastructure plans are considered conceptual during the planning and zoning review phase and are subject to further review during the final construction review. These non - certification comments shall be satisfied prior to construction plan approval and the issuance of the first land alteration permit. 1. The applicant shall submit signed and sealed drainage calculations (for pipe sizing), along with a drainage area map indicating the drainage area for each contributing structure, for the review of the City. 2. The applicant shall provide a detail showing filter fabric, wrapped around all pipe joints, a minimum 2 feet wide on center and overlapped by 2 feet per MOT Index 280. The applicant shall also reference FDOT Index 199, which specifies the required geotextile material for the pipe wrap. 3. The applicant shall identify the method of abandonment of the existing extension of the 24 "RCP storm sewer to which inlet #39 is to be connected (Sheet C1.01). 4. The applicant shall label the area of the water surface at control/design elevation, the area of the bottom of the retention/detention basins and the elevation of the bottom of the retention/detention basins on the plan. 5. The applicant shall add a note to the engineering plan regarding the City's requirement for the taking of tests to certify the minimum compaction specifications. The City's specifications shall apply, except where the specific requirements of contract documents or Seacoast Utility Authority are greater. The note shall read, "Density Tests for trenches shall be taken in maximum one (1)foot lifts, measured from the top of pipe. The tests shall be taken, . at a maximum spacing of every 300 feet measured from the structure, or at least one test at the center of the pipe segment between two structures if less than 300 feet. Allamanda Elementary School Page 7 of 9 LBFH File No. 98- 005OGM / 24559 Tests shall also be taken, on alternating sides of the structure with each lift tested. The test location at the structure shall be within five (S) feet of the structure. The location and depth of all tests shall be clearly indicated in the description area on the test report and /or on a location map which shall be attached to the test report. Required testing at structures shall include all inlets, manholes, culverts, vaults, and valves within any paved area." The applicant is further advised that the testing lab or engineer -of- record shall certify, on the test report, the lift thickness for all subgrade, base and pavement tests taken for construction. 6. The applicant shall add a note to the plan indicating that "All structure rim elevations shall be set to finished surface grade, unless otherwise specifically noted on the plan. " Where the design proposes that the structure rim shall be set above or below the finished surface grade, the applicant shall show and label both elevations clearly on the plan view. 7. Prior to the issuance of the first land alteration permit, the applicant shall provide a copy of the following approved permits, as applicable: a. SFWMD b. NPBCID c. PBC d. FDOT e. PBC Health Department/FDEP f. NPDES 8. The applicant shall provide a cost estimate for the project, including public infrastructure and all landscaping and irrigation costs for review and approval by the City in order to establish surety. The cost estimate shall be signed and sealed by an engineer and landscape architect registered in the state of Florida. Surety will be based on 110% of the total combined approved cost estimates and shall be posted with the City, prior to the issuance of the first land alteration permit. The cost estimate shall be signed and sealed by an engineer and shall be posted with the City prior to the issuance of the first land alteration permit. The cost estimates shall be signed and sealed by an engineer and landscape architect registered in the state of Florida and shall be posted with the City, prior to the issuance of the first land alteration permit. " (City Engineer) 5. "The construction, operation and/or maintenance of any elements of the subject project shall not have any negative impacts on the existing drainage of surrounding areas. If, at any time during the project development, it is determined by the City that any of the surrounding areas are experiencing negative drainage impacts caused by the project, it shall be the applicant's responsibility to cure said impacts in a period of time and a manner acceptable to the City prior to additional construction activities. "Prior to issuance of the first land alteration permit, applicant shall submit signed/sealed/dated construction plans (paving /grading /drainage and water /sewer) and all pertinent calculations for review and comment. (City Engineer) 7. "Applicant shall comply with any and all Palm Beach County Traffic Division conditions as outlined in PBC Traffic Division equivalency and concurrency approval letters. " (City Engineer) 8. "Prior to construction plan approval and the issuance of the first land alteration permit, applicant shall schedule a pre permit meeting with City staff. " (City Engineer) 9. "Prior to the issuance of the first land alteration permit the applicant shall provide to the City letters of authorization from the applicable utility companies allowing landscaping and light poles to be placed within the utility easements. "Applicant shall notify the City's Public Works Division at least 10 working days prior to the commencement of any work/construction activity within any public right -of -way within the City of Palm Beach Gardens. In the case of a city right -of -way, the applicant has at least five working days to obtain a right -of- way permit. Right -of -way permits may be obtained at the Building Division. Failure to comply with this condition could result in a Stop Work Order of all work/construction activity within the public right -of -way and the subject development site. Specfically, Section 78 -182 of the City Code requires light levels in the parking lot not exceed 10 footcandles. Please revise accordingly. c) How tall will the flag pole be? (McMahon) has reviewed the above referenced traffic concurrency study prepared by Pinder Troutman Consulting, Inc., dated January 5, 2007. Our review has generated the following comments that must be addressed: 1. The County Ordinance that permits the allowance of a 30 percent increase in the adopted Level of Service requirements must be provided. 2. The study and the trip generation tables must use Palm Beach County trip generation rates and distribution percentages. 3. The area -wide growth rate calculation must be revised so that it does not include roadways with a negative value for historical growth. A minimum 0.5% value must be assumed. 4. Documentation from the Allamanda Elementary School administration must be provided to identify the utilization of the two driveway connections to Sienna Oaks Circle West /Allamanda Lane. It should specify how each driveway is used in terms of parent pick -up /drop -off and/or bus service. It should approximate the percentage related to each driveway for passenger vehicle and bus vehicle utilization. The study presumes a 50/50 percent split of driveway utilization without justification. 5. The study does not address the need for left -turn or right -turn lanes. The documentation provided in Appendix D, as justification for the CRALLS on Prosperity Farms Road, does not appear to be the final adopted CRALLS but rather a staff report. The official adoption of the CRALLS designation must be included if the increase capacity will be used in this analysis. 7. The turning movement count data for the intersection of Lighthouse Drive and Prosperity Farms Road is more than 18 months old and therefore cannot be used for the analysis. Turning movement data must be collected for the intersection, when school is in regular session. And used in this analysis. 8. The study indicates that its purpose is to show that the expansion of the school will meet traffic concurrency requirements and that operational issues will be addressed at a later date. However, and operational analysis must be performed before the City can approve the proposed expansion. The operational analysis may include, but is not limited to, the following: • A trip generation study for the morning peak arrival period • An operation analysis of the intersections in the immediate vicinity of the site using the proportionate increase of traffic based on the trip generation study • A parking/queuing demand study for the afternoon dismissal time for both parent and bus vehicles. • Identification and or definition of the safe routes to school for this elementary school. • Pedestrian crossing counts • Identification of the current use of police traffic control and/or the future need for peak hour police traffic control The traffic study for traffic concurrency cannot be approved until the comments are addressed. Although the project is seeking traffic concurrency approval, McMahon recommends that the City require an operational analysis to ensure that the expansion of the school does not cause operational or vehicle queuing issues that will affect the neighborhood immediately surrounding the Allamanda Elementary School. Please revise the plans to be consistent. • Nogal Circle can not be allowed to become one way. This is currently two way City road that is the access and parking for the City's Oak Preserve. The idea for a one way road through the school site to access the City's preserve should be abandoned. • It is my opinion that the proposed traffic circulation change from Nogal Circle being a bus loop road to a regular City road for all vehicles voids the previous "Tri -Party Agreement" dated November 29, 1989, and requires a new agreement between the City and the School Board. • Over the years, the required 25 -foot wide buffer installed by the developer of Siena Oaks has disappeared. If the School Board wants to continue to use Nogal Circle, and in my opinion increase the traffic circulation around the cul -de -sac, they should restore the 25 -foot wide buffer to protect the North Palm Beach residents of Pepperwood. • The proposed visitor and staff parking areas, dumpster pad, and drive lanes along the eastern side of the school site needs a substantial buffer of vegetation. The landscape plan indicates twelve (12) Green Buttonwoods. This area needs a six to eight foot high wall or hedge at a minimum to supplement the trees to protect the North Palm Beach residents of Pepperwood. The sidewalk location along the western perimeter is very problematic, and the proposed landscaping at either end makes it worse. I understand that currently a sidewalk exists to allow Siena Oaks students and North Palm Beach student pedestrian access to the school site, but it works under the current school site design. The proposed school location creates a roughly 540 -foot long and 25 -foot wide alley that can not be monitored 24 hours a day. This entire side of the site should be evaluated by the City's Police Department as well as the School's security using CPTED standards. In 1990, the bus loop (aka Nogal Circle) was constructed with a Gopher Tortoise underpass connecting the 3.5 acre City preserve with the approximately 5.0 acre retention pond and outdoor learning area on the Allamanda School site to provide additional habitat. To my knowledge, this work was done with a Gopher Tortoise Relocation Permit from the Florida Fish and Game Commission. It is the City's desire to coordinate with the School Board to insure that this connection remains open. Please indicate the pipe connection on the landscape plan and note its protection during construction. While safety at this location is often a high concern few desire installation of oppressive high security devices and programs. The varied hours and variety of patrons and activities make good design all that more important. The applicant should address the specific needs of common areas found in a elementary school environment, including parking lots, building lobby spaces, restrooms, and computer facilities. It should address standard equipment and design issues for each of these spaces. Common or shared spaces should be positioned within the buildings in a way that provides for a common entry, without the need to enter another's assigned space. CPTED guidelines are intended to be used during design phases, since they tend to affect site planning, use of space, and the positioning of the building itself. They are general in nature and permit a substantial degree of latitude in how objectives are accomplished. The site plan should maximize opportunities for natural surveillance, increase the sense of territorial control and identification of space, and enhance natural access control. CTPED considerations should include; landscaping, concealment, fencing, entry points, way finding, perimeter planning, unsafe areas, shared space, after hours operation, and other area specific concerns. Landscape design should address not only plant materials but their placement, density, and height. The design should minimize areas of cover that potential intruders could use thereby maximizing observation of areas by users. Plant material may be used to provide a physical barrier to unauthorized access but not close to entry doors and windows as it might offer concealment opportunities. The 25 proposed modernization consists of 122,497 square feet educational facility. 26 27 The Police Department reviewed the comments and their major concern was with 28 stacking issues and bus loops. It was noted that there needs to be sufficient stacking to 29 accommodate all the traffic flow. It was suggested that a one -way in and one -way out 30 easement be utilized in order to ease the traffic flow off of Allamanda East. There should 31 be two points of entry and access. The applicant will examine the stacking issues and 32 make the appropriate changes. The applicant will provide bus loops. 33 34 The Fire Department had no comments. 35 36 Dan Clark, City Engineer, reviewed the comments from engineering. Issue #5 was 37 questioned by the applicant. The City Engineer is asking that a drainage statement be 38 provided and signed and sealed by a professional engineer registered in the State of 39 Florida. The applicant has already submitted a signed and sealed drainage calculation 40 with a drainage area map indicating the drainage area of each contributing structure.
