A. One (1) original, two - dimensional visual artwork of any media created by a City of Palm Beach

size, year completed and sale price.; OR
B. Seven (7) color copies of one (1) photograph (no larger than 1 ") with the above - mentioned

ARTIST ELIGIBILITY
Open to all Artists at least 18 years old. Students are not eligible. Artists must be able to
demonstrate through the submission of proposal materials, a proven tract record for having
successfully integrated artwork and /or amenities into outdoor areas utilizing the materials
necessary to meet the project goals and guidelines provided below.
PROJECT GOALS
The goal of the project is to commission artwork for the Lake at Lakeside Building located at

(4) Image List: An annotated image list identifying slides /digital images by number,
artist surname, title of work/project, location of project, major materials used,
dimensions, project timeline (from contract to completion), budget, name of
commissioning agency, Project Manager's name and phone number, and
commissioning agency's goals for the project.
(5) Preliminary Concept Drawings: It is at the Artist's dis retion to submit no more
than five drawings to illustrate a preliminary proposal esign concepts. Bonus
points shall be awarded for submitted drawings demonstrate exceptional
aesthetic quality.
(6) Written Proposal: No more than two pages relationship between the

SELECTION PROCESS
The selection process will occur in two phases. In the first phase, the Art in Public Places
Advisory Board will review the submission material, and select no more than three (3) semi-
finalists. In the second phase, the semi - finalists will present an in- person, fully- conceived
proposal including images, scale models, or other materials which will illustrate the concept of
the proposal to the Board. An itemized budget must also be included in the orogosal. Each
semi - finalist that makes a live presentation will receive an ho m of $3,000.00 for all
materials, transportation and lodging for site visits and prese of the proposal, and any
other costs associated with the proposal. Following the preAmrs, the Art in Public Places
Advisory Board will select a finalist. The finalist's propos viewed by the Board for

notification of selection as a Semi - Finalist.
FINALIST'S REQUIREMENT
The finalist will be required to perform the work under contract with the City of Palm Beach
Gardens, a sample of which is attached hereto and incorporated herein as Exhibit D. Prior to
contract execution, the finalist will be required to seek input fro the Art in Public Places
Advisory Board, and to meet with the City of Palm Beach Garden, Manager to develop
a detailed plan, budget and timeline based on the proposal pr d. The contract fees, time
frame, installation /construction requirement will be negotiate en the finalist and the City.
Regardless of the foregoing, the Finalist shall be requir with the contract terms
including, but not limited to insurance and permit requi'e ts. U xecution of contract, a
Notice to Proceed ( "NTP ") will be issued.

The City is quired to ct semi - finalists nor is it under any obligation to select a finalist or
bring the prof com if in the City's sole judgment, Artists or proposals do not meet
eligibility requi s ct goals and /or guidelines. The City has the right to reject any
proposal, at any ti ning with the selection process through to installation on the grounds
that the proposal or ork, amenities or enhancements appear to have a fault in fabrication;
pose a safety hazard including but not limited to standards as defined by OSHA; are fraudulent
or non - authentic; require special maintenance or landscaping other than which had been
previously identified and agreed to by the City; does not meet project goals and guidelines. Any
substantial deviations from the Finalist's approved design must be approved by the City Council.

The provenance of the works is that Chihuly created them for his exhibitions so it is properly
titled as "collection of the artist ". In the fine art world in general, that is quite a bit more
attractive than a commissioned or secondary market work and usually regarded as more
valuable because the artist created it purely for posterity. The Green Tower, which I think is the
one that best fits this site, was exhibited by Marlborough Gallery in New York. The fact they
chose to have this particular object as a temporary installation is really the highest validation that
an important contemporary sculpture could hope for.
Here are details on the contract & payment structure:
"Once the client chooses a proposal we draft and send a contract, and send the first invoice to
the gallery (Paul Fisher, authorized representative for Chihuly). The contract outlines the
responsibilities of Chihuly Studio and the client, provisions for liability, warranty, copyright, and
other general business issues.
Additionally it includes terms of payment, including price of the artwork and the installation fee.
We ask that all client billing and payments for the commission go through the (Paul Fisher)
gallery.
The installation fee is 5% of the retail price of the commission and covers Chihuly Studio costs for
travel coordination, airfare, hotel accommodations, ground transportation and per diem for the
employees of the studio who will travel to the clients' site to install the sculpture. The installation
fee is added to the price of the artwork, and the total artwork and installation cost is billed as
follows:
■ 50% down upon signing the contract
■ 40% due upon approval of the 'mockup' (Client review of the artwork in the Studio)
■ 10% upon installation and final approval
■ Shipping charges are billed as a reimbursable after the installation is completed."

Please be advised that there will be a discussion involving the public art for Gardens Commerce
Center Planned Unit Development (PUD) at the July 17, 2007, AIPP Advisory Board Meeting.
The Gardens Commerce Center PUD is located on the west side of Riverside Drive, east of
Interstate 1 -95, north of Plat 5 and approximately 300 feet south of Burns Road. The development
plans for the Gardens Commerce Center PUD were approved by the City in March of 2007 and
included three buildings with 41,577 square feet of light industrial use and 27,718 square feet of
accessory professional office use on a 4.45 -acre site.

Dear AIPP Advisory Board Members:
On behalf of Pishon Partners, LLC, I look forward to reviewing the artists'
portfolios for this project. In review of the last workshop, the board agreed with
our proposed location (south side of main entrance) and the proposed art concept
(a non - figurative, abstract sculpture 10' to 20' in height). As you may recall, the
Gardens Commerce Center will be located at 10415 Riverside Drive in Palm
Beach Gardens. This is on the west side of Riverside Drive approximately one
block south of Burns Road. The zoning for this parcel of land is light industrial.
The architecture is described by the developer as a "modified Key West style."
There has been a significant change since the workshop of May 15, 2007. The
AIPP budget is $39,160.00 rather than $50,000.00 as first estimated.
Enclosed you will find a building elevation and a partial detailed site plan that
indicate the proposed location for the public art. Also enclosed is information on
three artists that have been considered for this project; Jorge Blanco, Bilhenry
Walker and Roslyn Mazzilli. As you will see from the information included, all
of these artists and their work are well qualified. Given the many circumstances
of this project, we have chosen Andalucia by Jorge Blanco.
I look forward to meeting with the members of AIPP Advisory Board on July 17`x'
to discuss the public art for The Gardens Commerce Center. I will provide more
detailed information at this meeting for our discussion.

For thirty years, Jorge Blanco (b. 1945 Caracas, Venezuela) has received recognition for his work as an artist, sculptor,
graphic designer, illustrator and humorist. Trained as an industrial designer, Jorge Blanco displays a mastery of
emblematic form in sculpture. In 1971 he received an academic degree in Industrial Design, from the Neumann
Institute in Caracas. Jorge moved to Rome, Italy in 1974 where he studied at the academy of Fine Arts. His first
sculpture exhibition in Europe was a one -man show at the Italian- American Institute in Rome in 1978. In 1979, his
sculptures and drawings were exhibited at the Contemporary Art Museum in Caracas. Since then he has participated in
over 100 group and solo exhibitions in Venezuela, Europe, Japan and the US. In the United States he has gallery
representation in Florida and California. His work is sold privately in Europe and South America.
Since 1999 he lives and works in Sarasota, Florida. In 2005 Jorge was highlighted by Florida International Magazine,
as one of the creative individuals that help make Florida a destination with unlimited potential. Jorge's sculpture "The
Roller" was featured on the cover of American Style Magazine's June 2007 issue about the Top 25 cities for Art.
During the last 11 years Jorge has directed his efforts to the creation of large -scale sculpture, convinced that through
works that are vibrant and full of optimism he can contribute to the cultural development of our communities. Blanco is
very proud of his skill as an artist, his dependability in meeting deadlines and the high quality of his work. This
dedication has helped him attain the experience and technical capability to design and construct large -scale sculpture.
The materials that he works with are of the highest quality; aluminum, stainless steel, powder coating or polyurethane
enamel are combined, achieving excellent results in withstanding the elements. Jorge has successfully installed large
scale and medium size works in different public and private sites.
