A Development Review Committee meeting will be held on Thursday, October 25. 2007 at 9:00
a.m., in the City Council Chambers to review the following development applications:
PALM BEACH GARDENS PETITION NUMBER: #PCDA- 09 -07- 000005- North County
Government Center Planned Community District Amendment and #SPLA- 07 -10- 000008- North
County Regional Library Site Plan Amendment
A request by Melanie Borkowski agent for the applicant, for an approval of a Planned Community
District (PCD) Amendment for the North County Government Center and Site Plan Amendment to the
North County Regional Library. This PCD is currently approved as a 33.698 acre campus with six (6)
separate parcels located at the southwest corner of PGA Boulevard and Campus Drive.
The applicant is seeking approval of an amendment to the North County Government Center Planned
Community to expand the Regional Library parcel from the existing 4.06 acres to 6.6 acres; the
addition of the east/west and north/south linkage roads through the North County Government Center
campus, relocation of the Environmental Preserve parcel to the west side if the north/south linkage
road, including a .566 acres expansion of the environmental preserve acreage within the PCD from
5.442 acres to 6.08 acres; elimination of the existing 6.958 acre DMV parcel fronting the PGA
Boulevard from the limits of the PCD; reconfiguration of parcel boundaries within the PCD;
elimination of two (2) passive parks from within the PCD; and designation of a 2.802 acre parcel for
future development.
In addition to the PCD Amendment, the applicant is seeking approval of a site plan amendment to
allow for the construction of 14,612 square feet additional interior space to expand the North County
Regional Library. The North County Regional Library currently exists as a 24,920 square foot
building. The overall library parcel is requested to expand from 4.06 acres to 6.6 acres in order to
accommodate the expansion. The 39,532 square foot library will be supported by 270 total parking
spaces. A storm water retention area, landscape areas and other improvements are also being proposed
as part of the building expansion and site plan amendment.
The applicant will be in attendance at this meeting. Our office requests your participation in the
review of this project. Please review this request and attend the meeting if possible. Receiving your
comments prior- to the meeting will provide staff with the ability to give proper direction to the
applicant.

Fire Rescue has reviewed the above referenced PCD and Site Plan petition
for the above referenced development and the following comments and concerns:
• The 15' -ft. radii at the north entrance need to be increased to 20'-
ft. Fire Rescue requires a minimum of a 20' -ft. inside radius with
a 45' -ft. outside radius for access.
• The existing median at the north end of the handicap spaces needs
to be modified to provide a 20' inside radius. Fire Rescue requires
a minimum of a 20' -ft. inside radius with a 45' -ft. outside radius
for access.
• The re- design of the book drop -off and loading area does not allow
access for a fire rescue vehicle.
• The applicant has not provided a water distribution plan for
review.

Date: October 22, 2007.
Based upon a review of the submitted documents I have the following
certification comments:
1. In order to ensure there are no defects in the footprint and conceptual
design, please provide a brief Building Life Safety Analysis to include
interior exiting strategies, and distances, as well as exit capacity
tabulations. Please include building height and area, including limitations
per Table 503 FBC, based upon building type, sprinklers and construction
type.
2. Site plan shows show Accessible parking spaces are not located closest
to the entrances to the building. FBC 11 -4.6.2 requires buildings with
multiple entrances with adjacent parking, accessible parking spaces shall
be dispersed and located closest to the accessible entrances.
3. Egress on the north side of the building does not show an accessible
means of egress to a public way as required by the Florida Building Code
1007 and 1023.6.
The following general comments affect this project should be duly noted by the
applicant:
1. Separate permit and application will be required for: paving, drainage,
water and sewer improvements, landscaping, irrigation, site lighting,
signage, fire sprinkler, fire alarm, and dumpster enclosures.
2. The detail of the H.C. curb ramp on page A -1.01 shows flared sides with a
ratio of 1:10. FBC 11 -4.7.5 requires flared sides of curb ramp not to
exceed a ratio of 1:12.

I have reviewed the Land Development Regulations for the above referenced petitions,
and provide these comments for the DRC:
SPLA- 07 -10 -08 North County Regional Library
Certification Issues
1. In accordance with Section 78 -313 (b) of the LDR, not more than 40% of the
total landscape area shall be covered with sod. Please revise to add more
landscaped areas to reduce sod. Possible areas would be the east side of the
building or the buffer along the east -west road.
2. On the plant list, there are several corrections or recommendations that potentially
will change the point totals to fall below the required amount:
a. A 5 inch DBH is not realistic for some of the tree species. The Geiger
trees will probably not achieve this size even at maturity.
b. Cattleya Guava and Satin Leaf are not recommended because of their poor
performance in the City.
c. A 5 inch DBH Live Oak or Red Maple may have a root ball too large to
allow planting in some of the parking lot areas.
d. Red Maples may not do well in this area, unless they are near the water
detention areas.
e. Sod points are calculated correctly, but the point column should be revised
to be .25 pts /10 sq ft.
Staff is available to meet and discuss solutions to these issues.
3. Staff can only confirm 84,249 sq ft for open space for landscape points, compared
to the applicant indicating 86,348. Please revise to correct this difference.
Non - Certification Issues
4. Please identify the reason for the mulched area surrounding the Paurotis Palms in
the landscape buffer at the northwest corner of the library parking field.
5. The Trees along the retention area to the west of the parking area could be more
diverse in species by including Sabal Palms and Cypress trees.
PCDA- 07 -09 -05 North County Government Center
Certification Issues
1. In accordance with Section 78 -324 of the LDR, conceptual cross sections of the
north -south and east -west roads with landscaping should be submitted to show the
design of the roadway beautification required.
2. In the sufficiency review by Keith and Schnars, P.A. of the environmental
assessment, questions have been raised regarding the possibility of wetlands
existing in the proposed preserve area. If ongoing investigations result in a
positive finding of wetland areas, further recommendations may be necessary.
3. If the area for the proposed preserve requires a berm or drainage structures within
the preserve, please indicate this on the landscape plan, but the preference would
be that they be located outside the preserve.
Non - Certification Issues
4. The approved plans include a passive park area. Staff suggests that rather than
eliminating these features, the passive park features be incorporated into the
proposed preserve area.
Also, please understand that additional information may be requested, and staff may have
additional comments as the review process continues.

Dear Mr. Hendrickson:
Keith and Schnars, P.A. is pleased to submit our Sufficiency Review of the Environmental Assessment
(EA) prepared for the North County Government Center and Library Expansion. The EA is dated
September 13, 2007. Our on -site review took place on October 18, 2007. We reviewed the EA, and found
that several items required by the City Code are missing or need further discussion. Our Environmental
Assessment Review Checklist is attached.
Some of the most important items that we believe should be addressed include the following:
• The EA describes the individual project parcel habitats and provides FLUCCS (Florida Land Use,
Cover and Forms Classification System) classifications for each habitat. However, the EA mostly
describes each parcel's functionality in terms of existing or potential gopher tortoise habitat. There
is no discussion of the parcels' other ecological functions, or of undesirable impacts that would be
caused by construction.
For example, Parcel No. 4 contains high - quality pine flatwoods, while the parcels slated for the
Environmental Preserve are relatively poor quality and will require intensive nuisance species
eradication. While Parcel No. 4 will remain undisturbed for the moment, a discussion of its future
development, and environmental impacts, is warranted.
The EA should note that the current stands of invasive Old World Climbing Fern (Lygodium
microphyllum) on the project site will be even more extensive at the time of development, due to
the aggressive growth of the species. If possible, it would benefit the City in terms of dollars and
work efforts to eradicate the vine at this time, or as soon as possible.
• The EA should include a list of threatened and endangered floral and faunal species listed for the
County, as well as their likelihood of occurrence on the project site. Coastal species do not need to
be included on the list.
• Stands of melaleuca ( Melaleuca quinquenervia) on the project site historically may have been
depressional wetlands (hydric soils are mapped on the site), and their status as possible
jurisdictional wetlands needs to be further investigated and discussed.
• Our Environmental Assessment Review Checklist includes other pertinent items.

CPTED Compliance:
Crime Prevention through Environment Design is a branch of situational crime prevention
that maintains the basic premise that the physical environment can be designed or
manipulated to produce behavioral effects that will reduce the incident and fear of crime.
The review performed by the police officer listed above shall encompass but not be limited
to the following principles: natural surveillance, natural access control, territorial
reinforcement and maintenance. The police department has reviewed the site plan and
strongly recommends the following minimum conditions be met.
PUBLIC /INSTITUTIONAL/ PCD
Non - Certification Comments
Provide natural surveillance throughout the site by:
a. Providing landscaping that does not create hiding spaces.
b. Providing clearly marked transitional zones that indicate movement from public to semi -public
through use of brick pavers.
c. Ensuring windows and exterior doors are visible from the parking areas.
d. If practical, designating separate parking area for employees.
e. Ensuring parking areas are visible from windows, and are not blocked by landscaping.
f. Restricting shrubbery to no more than three feet high for clear visibility in vulnerable areas.
Standard Conditions of Approval:
2. Prior to the issuance of the first Certificate of Occupancy, all on -site lighting shall be installed. All
exterior lighting shall utilize 20 foot light poles, and all on -site lighting shall consist of metal halide
or equivalent lighting approved by the Police Department and, shall not conflict with planted
landscaping. (Police Department)
3. Landscaping shall not obstruct the view from windows or walkways. Ground cover should not
exceed "36" in height and high branched trees should be trimmed to seven feet. (Police Department)
4. Prior to the issuance of the first Certificate of Occupancy for the Regional library building, the Applicant
shall provide photocell sensor engaged lighting above or near entryways and adjacent sidewalks for said
building. (Police Department)
Prior to the issuance of the first Certificate of Occupancy for the library building all entry doors(non-
glass single /double) shall be equipped with astragal over the threshold of the locking mechanism and
case hardened deadbolt locks shall be provided on all exterior doors with a minimum one (1) inch throw
or mechanical interlock. Doors secured by electrical operation shall have a keyed - switch or signal locking
device to open the door when in the locked position .Glass exterior doors should have a holding force of
at least 10001bs. Door hinges shall employ non- removable hinges, and the main entries to the library
building shall be wired for closed - circuit digital camera surveillance system. (Police Department)
6. Prior to the issuance of the first building permit, the Applicant shall submit a construction site security
and management plan for review and approval by the Police Department. Noncompliance with the
approved security and management plan may result in a stop -work order for the PUD. (Police
Department)
Prior to the issuance of a Certificate of Occupancy for the building, the following security measures shall
be installed, and reviewed and approved by the Police Department.
a. Buildings shall be wired for an alarm system.
b. Doors shall be equipped with metal plate over thresh- hold of the locking mechanism.
c. Interior doors to offices /meeting rooms shall have 180 degree peephole viewers or a vision panel.
d. Case hardened commercial grade dead bolt locks shall be installed on all exterior doors. The cylinder
shall have a cylinder guard and a minimum of five -pin tumblers.
e. Glazing in interior doors, or 40 inches within of any locking device shall be rated burglary resistant.
f. Restrooms shall be placed in central areas with maze entrances; avoid double door entry systems.
g. Exterior /interior pedestrian doors which provide access into parking lots shall be solid core and
where applicable emergency doors shall have no exterior handles. Panic hardware shall have self
locking mechanism, may have one locking point and shall have a protective astragal attached to the
exterior of the door, which will cover opening between the door and frame, it should extend one
inch beyond edge of the door to which it is attached.
h. Exterior pedestrian doors which provide access into the parking lot shall be constructed and
equipped with automatic hydraulic closure device and a minimum 100 square inch vision
panel, to provide visibility into area being entered.
i. A high resolution color digital video camera system with monitoring and photo processing
capabilities shall be installed. Cameras shall be above exit doors, service counters, and any
other area deemed necessary to provide for maximum coverage.
j. All hatchway openings to roof shall be secured from inside with a slide bolt or slide
bars.outside hinges shall be equipped with non - removable pins.
k. Prior to the issuance of the first Certificate of Occupancy, buildings with a total square footage
of at least 10,000 square feet shall have roof top numbers placed parallel to the addressed
street, only visible from the air. The numerals should be blocked lettered, weather resistant
material, four feet in height and 18 inches wide. (Police Department)

• Applicant proposes an amendment to the North County Government Center PCD and Master Plan,
including the removal of land and reduction of overall acreage; reconfiguration of the PCD Master Plan;
and other various modifications that are addressed in their application.
• In addition, the applicant proposes and amendment to the North County Regional Library Site Plan to
increase land area and add building square footage to allow for the construction of a 14,612 sq ft
expansion, including a waiver of the City's parking regulation to allow more than 110% of the required
parking for the library.
• The applicant has provided all materials in one packet, but for clarification we have provided two
separate reviews, one for each application.
Certification Issues:
1. The applicant indicates that they propose to reconfigure the parcels within the PCD. Therefore, the
applicant shall provide a replat of the PCD, as noted in the recommended condition of approval #3 of our
site plan review memorandum of this date for conformance with Section 78 -424 of the LDR.
2. The applicant shall review and revise the reference to Palm Beach Gardens Public Library in the
Surveyor's Report, item # 7 for conformance with Section 78 -46 of the LDR.

The applicant shall provide a written response to all comments, indicating acknowledgement of each
comment and how each comment has been addressed. Compliance will expedite the subsequent

We have the following comments:
• Applicant proposes an amendment to the North County Government Center PCD and Master Plan,
including the removal of land and reduction of overall acreage; reconfiguration of the PCD Master
Plan; and other various modifications that are addressed in their application.
0 In addition, the applicant proposes and amendment to the North County Regional Library Site Plan
to increase land area and add building square footage to allow for the construction of a 14,612 sq ft
expansion, including a waiver of the City's parking regulation to allow more than 110% of the
required parking for the library.
• The applicant has provided all materials in one packet, but for clarification we have provided two
separate reviews, one for each application.
Certification Issues:
1. The applicant indicates that they propose to reconfigure the parcels within the PCD. Therefore, the
applicant shall provide a replat of the PCD, as noted in the recommended condition of approval #3
for conformance with Section 78 -424 of the LDR. The applicant shall include the preserve area and
linkage road right of way with appropriate reservations and dedications in the plat.
2. The applicant shall review and revise the reference to Palm Beach Gardens Public Library in the
Surveyor's Report, item # 7 for conformance with Section 78 -46 of the LDR. We do not believe it is
"Palm Beach Gardens Public Library" rather "Palm Beach County Public Library ".
3. The applicant shall revise note # 16 on the site plan to agree with the following, "All pavement
marking and striping, excluding parking stalls, shall be installed with thermoplastic materials. Also,
paver bricks of appropriate color shall be used on paver brick areas, in lieu of paint or
thermoplastic material," in accordance with Section 78 -344 of the LDR.
4. The applicant shall revise note # 17 on the site plan to agree with the following, "Handicap parking
signs shall be placed behind the sidewalk in areas where sidewalk abuts the stall and outside the two
'and a half (2'/z) foot overhang area where wheel stops are not provided. " The 2'/i` overhang is to
be measured from the back of curb, edge of pavement or back of wheel stop as applicable per
Sections 78-315 & 78 -344 of the LDR.
5. The applicant shall add the following note to the landscape plan, "All trees and landscaping will be
field located to avoid conflict with the existing and proposed utilities, light poles, drainage lines and
lake maintenance easements."

6. The applicant is advised of a typo in the General Notes (SP Sheet A- 1.00). Note "0" is renumbered
"# 1 ".
7. The applicant shall clarify the intent of the proposed storm water storage areas for conformance with
Section 78 -563 of the LDR. The engineering plan (EP Sheet 2 of 5) designates the areas as "dry
retention" areas. However, retention areas are typically "lakes ", whereas detention areas can be dry
or wet (lake) areas for occasional short term storage of excess runoff. As such, lakes require the
applicant provides a minimum 20' lake maintenance easement (LME), as well as a 20' lake
maintenance access easement (LMAE). Section 78 -563 of the LDR also notes that LMEs and
LMAEs states that the placement of landscaping and permanent improvements within the 20'
LME /LMAE area is prohibited.
8. The applicant shall show, label and dimension the material, size and invert elevation of the discharge
line from the existing control structure shown at the southeast corner of the parcel for conformance
with Section 78 -46 of the LDR.
8. The applicant shall provide a copy of the SFWMD permit referenced in the Surface Water
Management Study: Summary of Calculations.
9. The applicant shall show and label the location and proposed pipe material for any proposed roof
drains on the engineering plan for conformance with section 78 -46 of the LDR. The applicant is
advised that the use of RCP, DI, SDR -26 PVC or C -900 PVC is considered acceptable materials for
roof drains under pavement sections.
10. The applicant shall show and label existing and proposed (site relative) signing and pavement
marking on the site plan (SP) and engineering plan (EP), or provide a separate signing and marking
plan for the project, for conformance with Section 78 -46 of the LDR. The signage shall include; stop
signs /stop bars, directional, restrictive and caution signage, handicap parking signs, pedestrian
crossing signs, and other signage as required or proposed for the site.
11. The applicant has provided a copy of a letter from PBC Engineering & Public Works addressing the
traffic impact study for the project. The letter is dated November 15, 1996 and notes a build -out date
of 1999. As the build -out date has expired the applicant shall provide a revised signed and sealed
traffic impact analysis, for the current project as proposed, for review and approval of the City and
PBC Traffic Division, for conformance with Section 78 -612 of the LDR.
12. The applicant shall identify the location of the nearest public building entry relative to the location of
the handicap parking stalls and the bicycle parking for conformance with the ADA and Section 78-
412 of the LDR. The architectural plan (Sheet A -2.00) implies that the only public entrance may be
the main entrance, which does not appear to comply with the intent of the ADA and the LDR
relative to the proposed handicap stalls and bicycle racks locations. The applicant shall revise the
plan for conformance with the intent of the ADA and the City's LDR.

Per Section 78 -412 of the LDR, "... Bicycle parking shall be located as close as is practical to
the entrance to the use served, but situated so as not 'to' obstruct the flow of pedestrians using the
building entrance or sidewalk ". Further, Per Section 78 -413 of the LDR, "... Wherever the
design of the building, or use being served by the bicycle parking facility, includes either
covered areas which could accommodate such facilities, as proposed or through economical
redesign, covered bicycle parking shall be encouraged."
13. While the applicant has identified the loading area, the applicant shall identify the 12' x 35' loading
space and 12' x 35' maneuvering area on the site plan and engineering plan for conformance with
Section 78 -362 of the LDR.
14. The applicant shall provide a detail to identify the truck turning movements for access to the loading
area for conformance with Section 78 -362 of the LDR. It appears that the curb radii may not permit
truck movements; therefore the applicant shall clarify if the intent is to back into the loading area
from the main north south drive aisle and demonstrate the access in the detail.
15. The applicant shall label the handicap ramps as "HR ", "HC", "CR" or other applicable designation,
or where it is proposed that the walk be flush with the pavement it shall be so labeled as "FW ", at the
time of the site plan review. At time of construction plan review FDOT Index 304 CR numbers shall
be identified for each location, in addition to the labeling of flush walk ( "FW ") where appropriate.
We request that the applicant so identify the ramp or walk area, as applicable, in the plan sheet
legend as well.
16. As the handicap ramp are not at this time identified on the site plan with the FDOT Index 304 curb
ramp numbers, the applicant shall verify the appropriateness of the ramps shown north of the
proposed bicycle parking area. A minimum four (4') foot landing shall be provided at the top of the
ramp, per FDOT Index 304.
17. The applicant shall provide a detail of the required truncated dome for the curb ramps conforming to
FDOT Index 304 and ADA Section 4.29.2, or add a specific reference to the requirement of the
truncated dome ramp surface on the detail sheet (EP Sheet 5 of 5) and (SP Sheet A -1.01) in
accordance with FDOT Index 304. While the applicant notes the need for truncated domes on the
engineering plan (EP Sheet 3 of 5), the applicant shall clarify the design shown on the details which
does not indicate the truncated surface requirement.
18. The applicant shall identify the width of all existing and proposed sidewalk for conformance with
Section 78 -506 of the LDR.
19. The applicant shall revise the "Typical New Parking Stall" & "Typical New HC Parking Stall" detail
(EP Sheet 5 of 5) and (SP Sheet A -1.01) to show that all parking spaces shall be double striped for
conformance with Section 78 -344 of the LDR. As an alternative to double striping, the city engineer
may authorize the use of contrasting paving materials, such as specialty paver bricks, as a means to
identify individual parking spaces.

20. The applicant shall revise the "Typical New HC Parking Stall" detail (EP Sheet 5 of 5) to show the
handicap parking sign behind the walk consistent with the plan view (EP Sheet 2 of 5) for
conformance with Section 78 -46 of the LDR.
21. The applicant shall revise the detail of the "Typical New HC Parking Stall" detail (EP Sheet 5 of 5)
and (SP Sheet A -1.01) to reflect that the handicap symbol shall be constructed with thermoplastic
materials, not painted. "All pavement marking and striping, excluding the striping of the parking
stalls, shall be installed with thermoplastic materials" in accordance with Section 78 -344 of the
LDR.
22. The applicant shall revise the photometric plan for compliance with the City's Lighting Regulations,
Section 78 -182 and Section 78 -751 of the LDR.
23. The applicant shall revise the photometric plan (Sheet E -0.01 & E -0.02) for conformance with the
City's Lighting Regulations, Section 78 -182 and Section 78 -751 of the LDR:
a. The lighting plan shall identify all pedestrian areas and shall provide the lighting levels for the
back side of the walk area.
b. The lighting levels shall be extended beyond the lot line to show the light drop off.
c. The applicant shall revise the numeric chart to indicate separate values for the pedestrian areas,
vehicle drive areas, parking areas and lot line values.
d. Photometric data and statistical analysis, including foot - candle values, the maximum to
minimum uniformity ratio, the average initial or average maintained foot - candles, the minimum
foot - candles, the maximum foot - candles, points of calculation for foot - candles, and similar
information required by the city engineer.
32. The applicant shall revise the lighting levels within the drive lanes for conformance with the City's
Lighting Regulations, which requires a minimum 1.0 fcs.
33. The applicant shall identify the existing and proposed tree line in the area of the proposed "dry
retention" area on the landscape plan for conformance with Section 78 -46 of the LDR.
34. The applicant shall identify the drainage control structures on the site plan and landscape plan by
labeling them "CS ", in accordance with Section 78 -46 of the LDR.
Waiver Requests:
1. The applicant is requesting a waiver from Section 78 -345 of the LDR regarding providing parking
spaces in excess of 110% of the required parking.

Non - Certification Issues:
NOTE: The applicant has submitted engineering/infrastructure plans for review. All
engineering/infrastructure plans are considered conceptual during the planning and zoning
review phase and are subject to further review during the final construction review. The applicant
shall revise the construction plans, as required, for consistency with the approved administrative
amendment.
1. We recommend that the applicant show pedestrian crossing signs for non - controlled intersections,
such as mid - block. The applicant has shown pedestrian crossing signs for the main north south drive
aisle, west of the building (EP Sheet 2 of 5). However, we would suggest that the applicant also
provide pedestrian crossing signs for the crosswalks within the parking areas west of the building.
We recommend that the applicant consider additional stop signs and stop bars at the intersection
northwest of the library, as currently only the north bound traffic is required to stop at this location.
We recommend that the applicant consider an additional stop sign and stop bar for the south bound
traffic in the east aisle of the parking lot west of the library, due to possible entering traffic conflicts.
4. We recommend that the applicant consider an additional stop sign and stop bar for the west bound
traffic at the south end of the east aisle of the parking lot west of the library, due to possible entering
traffic conflicts.
The applicant shall show and label the existing stop bar location at the exit unto Fairchild Avenue
for conformance with Section 78 -46 of the LDR.
6. The applicant shall provide loading space signage, to prevent vehicles from blocking the loading
space, for conformance with Section 78 -363 of the LDR.
7. The applicant shall revise the landscape plan (LP Sheet L -1.00) for consistency with the site plan
(SP Sheet A1.00) and the engineering plan (EP Sheet 2 of 5) to show the handicap parking signs
behind the sidewalk for conformance with Section 78 -46 of the LDR.
We recommend that the applicant revise the Sign Detail of the Handicap and Handicap Fine Sign
Details (EP Sheet 4 of 5) to show the Supplemental Panel location on the post for conformance with
Section 78 -46 of the LDR.
9. The applicant shall add the following note to the plan, "All handicap accessible ramps shall meet all
applicable local, regional and state accessibility guidelines and regulations. Any modifications shall
be approved by the engineer -of- record. "
10. The applicant shall modify the Backfill Notes on the engineering plan (EP Sheet 4 of 5) regarding
the requirement for the taking of tests to certify the minimum compaction specifications. The City's

specifications shall apply, except where the specific requirements of contract documents or Seacoast
Utility Authority are greater. The note shall read,
"Density Tests for trenches shall be taken in maximum one (I ) foot lifts, measured from the top
of pipe. The tests shall be taken, at a maximum spacing of every 300 feet measured from the
structure, or at least one test at the center of the pipe segment between two structures if less than
300 feet. Tests shall also be taken, on alternating sides of the structure with each lift tested. The
test location at the structure shall be within five (S) feet of the structure. The location and depth
of all tests shall be clearly indicated in the description area on the test report and /or on a
location map which shall be attached to the test report. Required testing at structures shall
include all inlets, manholes, culverts, vaults, and valves within any paved area."
The applicant is further advised that the testing lab or engineer -of- record shall certify, on the test
report, the lift thickness for all subgrade, base and pavement tests taken for construction.
11. The applicant shall add a note to the plan indicating that "All structure rim elevations shall be set to
finished surface grade, unless otherwise specifically noted on the plan. " Where the design proposes
that the structure rim shall be set above or below the finished surface grade, the applicant shall show
and label both elevations clearly on the plan view.
12. Prior to the issuance of the first land alteration permit, the applicant shall provide a copy of the
following approved permits, as applicable:
a. SFWMD
b. NPBCID
c. PBC
d. MOT
e. PBC Health Department /FDEP
f. NPDES
8. The applicant shall provide a cost estimate for the project, including public infrastructure and all
landscaping and irrigation costs for review and approval by the City in order to establish surety. The
cost estimate shall be signed and sealed by an engineer and landscape architect registered in the state
of Florida. Surety will be based on l 10% of the total combined approved cost estimates and shall be
posted with the City, prior to the issuance of the first land alteration permit.

We have the following comments on your transmittal dated October 5, 2007 concerning the referenced
project.
1. The applicant needs to address fire flow for the project.
2. The applicant needs to revise the boundary survey to properly identify certain easements. The
easements recorded at ORB 2741 Pg 1313, ORB 4994 Pg 1096, ORB 5015 Pg 1195, and ORB
9276 Pg 645 are all in favor of Seacoast for water and sewer purposes; none of these are public
utility easements.
3. The applicant needs to revise the topographic survey and plot the SUA easement recorded at ORB
9276 Pg 645 on same.
4. The applicant needs to revise the landscape plans to clearly depict all existing water and sewer
lines on the plans. It appears that there are conflicts between proposed landscaping and existing
water and sewer lines.
5. The applicant needs to replat the property or otherwise dedicate the 70 foot ROW for Campus
Drive from PGA Boulevard to the ROW described in ORB 2959 Page 202.

RE: Petition PCDA- 07 -09- 000005 and SPLA- 07 -10- 000008 North County
Government Center and North County Regional Library Expansion.
To Whom It May Concern:
The following comments will be addressed at the Development Review
Committee meeting for the Planned Community District Amendment to the North
County Government Center and the Site Plan Review for the North County
Regional Library petitions.
Petition PCDA- 07 -09- 000005- PCD Amendment
1. The applicant will be required to plat the subject site and master PCD site.
The plat shall be required to include the right of way required for the City
Center linkages that transverse through the site.
2. The previous site plan provided for a bus shelter on the county courthouse
site. Please provide a plan indicating the status of the bus shelter or an
alternate location on the site.
3. Currently the site plan depicts the end of the existing drive on the north
side of the library; please provide any intentions you have of extending the
roadway with this application.
4. Please provide a revised build out date for the project traffic concurrency
or a letter from the County permitting the City to issue permits. The City of
Palm Beach Gardens is not authorized to issue certificates of occupancy
or permits past the build out date, which is 1999 in the submitted
application.
5. The applicant will need to provide Art in Public Places because the
cumulative total construction cost for the entire PCD site exceeds one
million dollars.
6. Conditions from previously approved development orders and
administrative approvals shall be evaluated and applied to the proposed
development project.

SPLA- 07 -10- 000008- Site plan amendment
7. Please provide potential ingress /egress points for new roadways on to the
site.
8. Please provide the hours of operation, in order to assess conditions for
CPTED.
9. Please provide a connection of the sidewalk for Campus Drive along the
north side of the library.
10. Please indicate on the plan any plans for the phasing of construction,
staging of construction, and fencing for construction.
11. The North County Library is within the PGA Overlay; therefore, the
architecture must be in character with the design requirements of the
Overlay. The proposed roof structure is not in keeping with the style of the
existing project. Considering its high visibility due to its close proximity to
Campus Drive, the roofline and architecture are required to be consistent.
12. The applicant shall be aware that colored, three - dimensional perspectives
of major architectural elevations are required to be submitted prior to a
hearing before the Planning, Zoning, and Appeals Board.
13. The applicant shall set up a meeting with Seacoast, FPL, Bellsouth, the
Assistant City Engineer, City Forester and other City Staff to review the
proposed site plan and identify the locations of utilities on site in order to
avoid a reduction in landscaping in the future. The applicant shall be
advised that once the project is approved by the City Council, a reduction
in landscaping due the placement of utilities may require the approval of
the City Council.
14. If the applicant would like signage such as directional or way finding
signage on the site, please include with this application.
