Minutes
The Community Aesthetics Board (CAB) met on Wednesday, September 5, 2007. The
meeting was called to order by Chair William Olsen at 5:30 p.m. in the Council
Chambers of the Municipal Complex located at 10500 North Military Trail, Palm Beach
Gardens, Florida.

5. ITEMS BY COUNCIL LIAISON
• Jody Barnett, Councilmember, Council Liaison, conveyed that the City Council
has approved the project to green the outside of City Hall. This project is possible
through a donation from Menin Corporation. Concrete and drainage work will be
done, outer rings will be greened and a veterans memorial will be added. Each
branch of the armed forces will be represented.

■ Everything in the store is designed to be environmentally friendly.
■ All Publix stores in Palm Beach Gardens have had generators
installed.

• As one drives around the mall most of the drive lanes take you to
the entrances and, unless you are going to a service area, you will
not notice them.
• The cleanliness at the Gardens Mall is exemplary.
• Heavy landscaping including palm trees and tasteful signage.

• Roadway beautification is a code requirement that developers understand when
they come to the City. Central Boulevard is maintained by the bordering
communities. Mirasol will landscape the PGA median West to the turnpike.
8. NEW BUSINESS
• Greening of the plaza can be added to the next meeting agenda.
9. COMMENTS BY THE PUBLIC
• Fran Heaslip, Bent Tree, complained about the news racks at the end of the canal
on Central Boulevard.

• Staff will research the property ownership.
• Mark Hendrickson said that there is an ordinance that covers news racks.
He will discuss the situation with Code Enforcement and report back.
• Question raised regarding the status of the art on the Alt Al A flyover.
o Councilmember Barnett explained that the City had its own engineer
review the project. A letter was sent to the artist advising that she has 30
days to respond to the City. Two weeks remain and her reply has not yet
been received. If we do not receive a satisfactory reply, further action will
have to be taken.

Minutes
The Community Aesthetics Board (CAB) met on October 3, 2007. The meeting was
called to order by Chair William Olsen at 5:32 p.m. in the Council Chambers of the
Municipal Complex located at 10500 North Military Trail, Palm Beach Gardens, Florida.

• Mark Hendrickson, City Forester, Staff Liaison, addressed the issue raised by
Fran Heaslip at the last meeting, of news racks near Bent Tree and within the
City.
o Code Enforcement is aware of the problem, but is currently focusing
attention on other issues throughout the City and will address in the near
future.

• Mark Hendrickson introduced Ray Caranci, Forestry Technician.
• Mark Hendrickson volunteered for himself and Mr. Caranci to go around
the City and take pictures of the racks and place them on a map.
• Code Enforcement can then follow up and determine if they do indeed
meet code.

Plaza. Pfaff proposed using' a portion' of the Merlin donation and
combining it with" Money set aside for the trip hazard repairs.
o Gail Vastola, Vide Chair, stated bat her son is a U.S. Marine Lieutenant
and she watts to thank:;all involved. The park means a lot to veterans and
stated that Councilmember Valeche, who is also a
veteran' :initiated tl iN;idea.
David Anderson, 2nd Alternate, expressed his appreciation for the
Veteran's Plaza.

Gail Vastola:i tit' forth a motion to give Council approval and thanks for the
Veteran's Memorial. Motion seconded by William Olsen. Motion unanimously
approved.
• Brief discussion ensued of upcoming golf tournament. Councilmember Barnett
stated that all information can be found online at the City's web site.
8. NEW BUSINESS
• Mark Hendrickson stated that the new plan for Palm Beach Gardens High School
has been approved. He will bring it for next month's meeting.

• Compliment on the beautification of the Burns Road park.
• Compliment on the new Publix Greenwise market on PGA Boulevard.
• Discussion ensued regarding the property at the North East corner of PGA
Boulevard and Central Boulevard.

DIVISION 3. COMMUNITY AESTHETICS BOARD
Sec. 2-115. Creation.
There is hereby created the Community Aesthetics Board.
Sec. 2-116. Purpose.
The purpose of the community aesthetics board shall be to provide
recommendations to the City Council with a broad outlook towards present and future
community improvements which aesthetically enhance the neighborhoods and open
space within the City.
Sec. 2 -117. Powers and Duties.
The board shall have the following powers and duties:
(1) At the request of Council, review and provide recommendations on
public roadway beautification projects.
(2) Approve community and neighborhood improvement grant
applications.
(3) Review and provide recommendations on public environmental
projects.
(4) Issue City beautification and/or environmental awards.
(5) Represent the City as the official "Tree Board" in developing a
comprehensive community tree management plan for the care of trees
on public property.
(6) Report to the City Council as requested on special projects relating to
community aesthetics and open space.
See. 2-118. Membership.
(a) The board shall consist of seven (7) regular members and two (2)
alternates. Initial appointment of members of the board shall be for the
following respective terms: four (4) regular members and one (1)
alternate for two (2) years; three regular members and one (1) alternate
for one (1) year; thereafter, all appointments shall be for a term of two
(2) years.
(b) Appointments shall be made by the City Council based on experience
and interest in improving community and neighborhood aesthetics and
shall, whenever possible, include members with a background in
building construction, architecture, urban design, horticulture,
landscaping, and related fields.

Meetings shall be at the call of the chairperson, provided the board shall
convene no less often than once every two (2) months.
