Please provide your comments on the subject DRC petitions to the Growth Management Department
no later than 5:00 p.m. on December 11, 2007. Your comments must be forwarded to our office (attn:
Richard Marrero (rmarrero@pb tg l.com) in order to provide written comments to the applicant in
accordance with the timeframes established in the City's Land Development Regulations. Your
comments must be provided by the deadline stated above. Should you have no comments, please
indicate so next to your name on the second page and forward this memo to our office. Additional

MEETING DATE:
A Development Review Committee meeting will be held on Thursday, December 13 at 10:00 a.m.,
in the City Council Chambers to review the following development applications:
PALM BEACH GARDENS PETITION NUMBER: #PUDA- 07 -11- 000013- Donald Ross Village
PUD Amendment
A request by Marty R.A. Minor of Urban Design Studio, agent for the applicant, for an approval of a
Planned Unit Development (PUD) amendment to the Donald Ross Village PUD. The applicant is
requesting approval of a major amendment to eliminate the shared parking analysis for the project and
associated conditions of approval. This PUD request is for a 45 -acre site, generally bounded by Donald
Ross Road to the north, Central Boulevard to the west, and Military Trail to the east.
The applicant will be in attendance at this meeting. Our office requests your participation in the
review of this project. Please review this request and attend the meeting if possible. Receiving your
comments prior to the meeting will provide staff with the ability to give proper direction to the
applicant.

We have reviewed the following plans and information for the referenced project received on December
6, 2007
• Development Application dated November 13, 2007 prepared by UDS
• Request to Eliminate Shared Parking Analysis and Associated Conditions of Approval of Resolution
210, 2004 dated November 13, 2007 prepared by UDS
• Copy of Resolution 210, 2004
• Copy of Site Plan dated (revised) November 13, 2007 prepared by UDS
We have the following comments:
1. The applicant shall clarify the discrepancy between the approved number of parking stalls and the
number of parking stalls indicated. In the applicant's request narrative, they indicate 768 parking
spaces are provided under the chart for Shared Parking Calculations (July 8, 2004). However, on
page 1 of the narrative, they indicate 770 parking spaces are provided versus 721 required. The
applicant shall identify the location of the additional two (2) spaces noted.
The applicant shall provide a written response to all comments, indicating acknowledgement of each
comment and how each comment has been addressed
The applicant is reminded that all submittals are to be made to the City of Palm Beach Gardens Growth
Management Department.

McMahon Associates, Inc. (McMahon) has reviewed the documentation provided by Urban
Design Studio, dated November 13, 2007 and an accompanying site plan. A parking analysis
has been provided to show that shared parking calculations are no longer required for this
project. McMahon has reviewed the information provided and requires the applicant to
address the following comments:
1. Provide a copy of the City and County traffic concurrency approvals for the
development program identified as the revised program for this development.
2. The parking calculation does not indicate the inclusion of the required parking for the
2,400 square feet of outdoor seating shown in the site plan on Parcels A and B.
Furthermore, Parcel I of the site plan shows an optional outdoor seating area with an
unspecified maximum square footage. The analysis must be revised to include the
additional parking required for these areas or indicate how they are included. If Parcel I
will no longer permit outdoor seating, then the site plan should be amended to indicate
this.
3. The site plan must identify which parcels correspond to what use(s) and square footages
in the site data tabulation. All of the parcels on the site plan do not have their
corresponding uses identified.
4. Provide information confirming that all restaurant uses included as retail on the site
plan do not exceed 25 percent of the gross floor area of the retail area.

5. A count of the number of parking spaces provided on the site plan indicates that only
759 spaces are shown. Confirm the number of spaces being provided. We have
tabulated the numbers by parcel area and are available to go over them with the
applicant's consultant.
The request to remove conditions 50 through 53 of Resolution 210, 2004, related to the approval
of shared parking, cannot be approved until the applicant has sufficiently addressed these
comments.
