The two staffs were directed to meet to discuss issues, consider remedies for the respective concerns, and to attempt to come to a mutual recommendation for an alignment. The staffs met on January 12, 1999, Palm Beach County Engineering staff was also in attendance. A summary of this meeting, prepared by Palm Beach Gardens, is attached, as well as the backup from the December joint meeting. To summarize, the staffs were not able to come to an agreement on a single alignment which could be recommended to the two elected bodies. U �, Joint City Council Meeting City of Riviera Beach and City of Palm Beach Gardens December 14, 1998 Northlake Reliever Discussion At the January 29, 1998 joint meeting of the City Councils, the staffs were directed to meet jointly with county and FDOT staff to revisit the southerly alignment for the Northlake Reliever (see meeting minutes). Palm Beach Gardens staff has attempted to schedule this meeting, however. Riviera Beach staff has not been available to meet. Attached for your convenience is a map and staff analysis prepared by county engineering which summarizes the two alignments. Palm Beach Gardens City Council has concerns regarding the northerly alignments proximity to the Grove Park elementary school. The northern alignment would begin approximately 1/z of the distance between the proposed extension of Silver Beach road and Water Tower road to Congress Avenue extended and would continue in a relatively straight line along Investment Lane to Military Trail next to the south side of the Grove Park Elementary School in Palm Beach Gardens. • The southern alignment would also begin at Congress Avenue extended approximately 1/z of the distance between Silver Beach Road and Water Tower Road would continue along Shares Place to Military Trail at the northern boundary of the Woodbine Planned Unit Development in Riviera Beach. • The attached copy of a letter dated May 16, 1997, from the Florida Department of Transportation indicates that agency's support for the northern alignment. • The attached copy of a City of Riviera Beach Resolution No. 93 -97 indicates the City opposes the southern alignment. • The southern alignment would create double - frontage lots along Leo Lane and would preclude a traffic signal at Woodbine Trail North and Military Trail. • The School District of Palm Beach County dedicated the right -of -way for this roadway along the south side of the Grove Park Elementary School, when that facility was constructed several years ago. • The Palm Beach County Commission voted 6 -1 to construct the roadway in the northern alignment. These comments are limited to access management only. Southern Alignment This proposed connection is 700 feet north of the intersection at Leo Lane. This altern ate does not meet the minimum spacing requirement of 1320 feet between adjacent full median openings. A distance of 1320 feet is also the minimum spacing standard between adjacent traffic signals. The Department will not issue a connection permit for this proposal to its proximity to_ Leo Lane. P Orthern Alignment The Department finds this proposal feasible. WHEREAS, the Palm Beach County Traffic Performance Standards 3` Ordinance establishes acceptable levels of service for all state and county roadways in Palm Beach County; and WHEREAS, Northlake Boulevard, Congress Avenue and Silver Beach Road are under the jurisdiction of the Palm Beach County Traffic Performance Standards Ordinance; and WHEREAS, Silver Beach Road and portions of Congress Avenue are located within the City limits of Riviera Beach; and WHEREAS, the Palm Beach County Board of County Commissioners is to consider two alignments for a Northlake Boulevard reliever roadway between Congress Avenue and Military Trail. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVIERA BEACH, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. The Riviera Beach City Council supports the proposed extension of Congress Avenue between Blue Heron Boulevard and Northlake Boulevard, as well as the proposed extension of Silver Beach Road to Congress Avenue. However, the Riviera Beach City Council opposes the proposed southern alignment of the Northlake Boulevard reliever roadway, as indicated by attached Exhibit "A." This opposition is based on the detrimental impact on properties on the north side of Leo Lane and the close proximity of the intersection of this roadway with Military Trail and the adjacent intersection of Leo Lane/Woodbine Trail and Military Trail. Section 2. The City Manager is hereby directed to forward a copy of this resolution to the Palm Beach County Board of County Commissioners Section 3. The east and west approaches to I -95 require embankment and retaining walls to accommodate the bridge over I -95. East of I -95 the alignment follows Investment Lane to Garden Road, requiring frontage roads to access businesses from I -95 to Monetary Drive, and continues east crossing over the C -17 Canal and intersecting the proposed extension of Congress Avenue South of Water Tower Road and north of Silver Beach Road. Southern Alignment The southerly alignment begins at Military Trail, south of Northern Palm Beach County Water Control District E.P.B. 6 Canal (located south of A Garden Walk Mobile Home Park). The alignment continues easterly requiring land acquisition from all the properties south of the canal, west of I -95. In the approach to I -95, the alignment curves to the north requiring filling in and culverting the existing canal. The road crosses over I -95 and also requires filling in and culverting a segment of the canal east of I -95. The alignment then curves first to the north and later to the east to follow the existing Shares Place alignment, allowing the canal to remain to the south The alignment intersects Garden Road at the present Shares Place intersection. After crossing the C -17 Canal, the alignment curves first to the north and later to the east to intersect Congress Avenue just north of the Silver Beach Boulevard extension intersection. The City of Palm Beach Gardens, at a joint meeting on January 29, 1998, expressed a desire that the City Council of the City of Riviera Beach consider an alternate alignment for the \orthlake Reliever, other than the northern alignment already approved by the Palm Beach County Board of County Commissioners. The Citv Council agreed to revisit the issue -Mth all of the parties involved. However, the south alignment still remains unacceptable to the City of Riviera Beach. An agenda item discussed was the choice of alternatives for the Northlake reliever. Both Councils directed their staff to meet and discuss solutions that were acceptable to both municipalities. As you know the City of Palm Beach Gardens favored an alignment that was not adjacent to Grove Park Elementary School. Riviera expressed a desire to have the relieve; exit at an entrance to the subdevelopment of Woodbine.
