Summary Notes
Wednesday, January 9, 2000-L 1AIA-
The January 9, 200.1P, regular meeting of the PBG B &E Committee has called to
order by Donna Wisneski at 5:40 P.M. in the Growth Management Department
meeting room of the Municipal Complex located at 10500 North Military Trail,
Palm Beach Gardens, Florida. The following members were in attendance:
Connie Premuroso, Jeff Renault, Betty Marks, Richard Mulligan, William
Olsen, Richard Beladino and Donna Wisneski. City Council Liaison David
Clark and Staff Liaison Mark Hendrickson were present.
Public in attendance: Charlotte Faulconer
Approval of the minutes:
The November 7, 2001 meeting minutes were approved.

Councilmen Clark had no comments
Mark introduced Charlotte Faulconer representing the PBG Women's Club.
Mrs. Faulconer was invited by Donna Wisneski per the Committee's request.
Mrs. Faulconer explained who the PBG Women's Club is and what they do for
the City. Mrs. Faulconer heads up the Conservation section of the Club. She
listed all the trees that the Club has planted over the years in the City. She
also invited the Committee to the Arbor Day celebration that is planned for
January 18, 2002 at the Lake Catherine Park.
Old Business
a) Environmental Code Text Amendment: Mark had a brief history of the
role the Committee has had in advising City Council about
environmental mitigation. He explained why the developers have had
concerns and questions about gray areas of the code and the need to
update the code to address and clarify mitigation issues. The code
allows for land in- lieu -of and /or money in- lieu -of on site preservation.
He explained that locating and purchasing small acreage is very difficult in
Palm Beach Gardens. The payout option appears to be the best option but
very expensive. The appraiser staff had spoken to recommended the term
"market value" as the best method for determining a monetary value for a
parcel of land. He also mentioned a project that asked if an existing
preserve could be bought out. These type questions had never been
explored by staff or City Council.
At the end of the discussion, Donna suggested that the Committee
members needed more time to review the proposed language and
suggested tabling any comments until the next meeting. This was agreed
upon.
