Ferris [X] Not Required Meeting Date: April 14, 2009 Petition MISC-08-12-000053 BACKGROUND On November 20, 1997, City Council adopted Ordinance 20, 1997 to allow Christ Fellowship North Campus to rezone twenty (20) acres of land located on the northeast corner of Northlake Boulevard and Gibson Road to a Planned Unit Development (PUD). Subsequently, on June 18, 1998, City Council approved the Plat of Christ Fellowship North Campus per Resolution 57, 1998. On July 15, 1999, Ordinance 23, 1999 was passed, amending Ordinance 20, 1997, to allow minor changes to the elevations and floor plans of buildings A, B and C in the Christ Fellowship North Campus PUD. On November 17, 2005, Ordinance 18, 2005 was passed, allowing a parcel of land, approximately 20 acres, to be rezoned from Residential Low Density-3 (RL3) to a Planned Unit Development (PUD) overlay with an underlying zoning of RL3 and to be included in the Christ Fellowship North Campus PUD. The site is located on the north side of Northlake Boulevard approximately one (1) mile west of Military Trail. On November 17, 2005, Resolution 83, 2005 was passed allowing the Christ Fellowship North Campus PUD to incorporate an additional 20 acres and to allow the development of a 127,708 s.f. expansion. On December 1, 2008, the City received the subject request from Kathryn Hill of Christ Fellowship Church for approval of a master signage program for the Christ Fellowship North Campus PUD. The goal of the master signage petition is to alleviate existing traffic circulation issues and aid Emergency Service Vehicles through the use of directional and other way-finding signs within the site. LAND USE & ZONING The subject site has a Planned Unit Development (PUD) zoning with an underlying zoning of Residential Low Density-3 (RL3). PROJECT DETAILS Buildin Site The subject site is approximately 40 acres and contains 212,908 s.f. of various uses that include: the church sanctuary; meeting rooms; administrative offices; a youth theater and choir suites. There are 1,866 parking spaces on the site (1,088 grass and 781 paved) and the main sanctuary contains 1,750 seats. No changes to the approved site plan are being made with this request. Signa� The subject petition will be the master signage package for the Christ Fellowship North Campus PUD. The package includes 15 directional signs and six (6) building identification signs. Because City Code allows four (4) directional signs and four (4) building identification signs, the applicant is requesting waivers with this petition (please see waiveN section). The proposed directional signs are 29 inches wide by 42 inches tall, approximately 8'/2 s.f. in overall size and are elevated six (6) inches above the pavement, which is consistent City Code Section 78-285. The copy area of the directional signs ranges from two (2) s.f. to seven (7) s.f. and will utilize directional arrows and text to guide visitors through the site. City Code permits a copy area of no more than four (4) square feet. Therefore, the applicant is requesting a waiver from this section of the Code (please see waive�^ section). The proposed sign background color is dark beige with black lettering (please see attached sign details). It is staff's professional opinion that this waiver should be permitted due to the size of the site and the number of people who visit the site on a regular basis. The subject site is approximately 40 acres, contains 212,908 s.f. of various uses and seats 2,284 people per service, with services occurring on Saturday nights, Sunday mornings and mid-week evenings (please see Resolution 83, 2005). Such circumstances require way-finding tools to facilitate the safe and effective flow of traffic throughout the site. The proposed directional signs convey vital information to drivers, indicating directions of one-way roads and proper exit lanes to Northlake Boulevard. Furthermore, the applicant has reduced the number of additional directional signs from 30 to 11 signs per direction from City staff. 2) The applicant is requesting a waiver from City Code Section 78-285, Table 24, Directional signs, to allow a three (3) s.f. increase in copy area to be permitted. It is staff s professional opinion that a larger copy area is necessary to vehicular safety and way- finding. Due to the number of uses and activities taking place on the site, more text is required on the individual directional signs. In order to communicate the proper information at an appropriate letter height, an increased copy area is essential. Furthermore, the applicant has reduced the additional copy area from 15 s.f. to 7 s.f. per direction from City staff. 3) The applicant is requesting a waiver from City Code Section 78-285, Table 24, Flat/Wall Sign, to allow two (2) additional wall signs on the rear of the buildings. It is staff's opinion that such signage is essential for those visiting the site on a regular basis, as well as, for emergency personnel. With most of the parking located on the rear side of the buildings, additional signage will help guide visitors to the correct destination. For emergency personnel, who need to quickly identify where a situation is occurring, the rear wall signs are of a benefit. For this reason, the additional building signs were also a recommendation from the City's Police Department. COMMENTS FROM THE DEVELOPMENT REVIEW COMMITTEE (DRC) On March 25, 2009, the subject petition was reviewed by the DRC committee. To date, no obj ections have been received. STAFF RECOMMENDATION Staff recommends approval of petition MISC-08-12-000053 with three (3) waivers and the following condition: 1. (City Forester) 2. A separate building permit application is required for the sign package. (Building Department) Page 6 of 6 Narrative Christ Fellowship is proposing a comprehensive exterior wayfinding/signage program consisting of parking lot directional signs and wall mounted building signs. All of the signs have been developed with the guidance of Innerface Architectural Services, a firm specializing in wayfinding. The proposed signs are a combination of their recommendations based on traffic flow, people flow, life safety and Christ Fellowship's design desires. The parking lot signs are designed to be seen safely from a moving vehicle and to highlight the most necessary directions for guests and EMS. The directions given on the signs are in keeping with the traffic & parking plan. The wall mounted building signs are positioned over main entrances and the parking lot perimeter to distinguish the buildings. Below you will find responses to staff comments from the original submission and waiver justifications . Waiver Justification Section Waiver Request for additional wall mounted signs — In agreement with Staff Comment #1, we believe that building signage should be placed at main entrances for the benefit of Police/EMS and the public. Waiver Request for additional directional signs— These signs were strategically chosen and designed to work in conjunction with our traffic plan to assist the public in finding their destination as easily as possible, This also applies to exiting the property, the signs are intended to provide easy to follow guides to Northlake Blvd. The number of signs is appropriate for the size of the campus and specifically the parking area. Waiver Request for additional square feet of copy on signs - The size of the parking lot directional signs is based on the need for people to safely see the words on the signs while in their vehicle and moving around the parking area. We feel that smaller signs would be unsafe and ineffective. The signs that are closer to the buildings are designed to be clear and provide one location for guidance rather than several signs. The owner or successor shall utilize police or equally-trained officials at all ingress and egress points along Northlake Boulevard for the management of traffic flow and direction before and after all events, including regularly scheduled events. The petitioner shall maintain a minimum of four (4) police or equally-trained officials at all times for the direction and control of traffic entering and exiting the site in accordance with the recommendations made by the City's traffic consultant, MTP Group, Inc., in the memorandum dated March 15, 2005, prepared by MTP Group, Inc., on fils with the City's Growth Management Department. The petitioner shall adjust and provide the appropriate number of police officers required for traffic circulation management as based on the varying field conditions and police officer recommendations. As a guideline, traffic on Northlake Boulevard shall not be stopped for more than ninety (90) seconds during the traffic control period. Priority shall be given to Hunt Club Drive with regard to traffic management and access onto Northlake Boulevard in an effort to minimize the impact on surrounding residents. (Planning & Zoning) 3. This condition shall not be construed to prohibit the broadcast or webcast of such services to other remote locations or to individual personal computers or other efectronic devices. Currently, the applicant is seeking to provide quality, decorative banners along the streets, pedestrian areas, and parking areas of the commercial portion of the Legacy Place PCD. Section 78-284 of the City's Land Development Regulations requires City Council's approval for the placement of banners within the City. Therefore, the applicant is requesting approval for the installation of a total of sixty-five (65) banners. BACKGROUND On May 3, 2001, the City Council approved Ordinance 10, 2001, establishing the Legacy Planned Community Development (PCD), consisting of 399,000 square feet of commercial space, 69,000 square feet of office space, and 384 residential units on approximately 74 acres of land. On July 1, 2004, the City Council adopted Resolution 129, 2004, thereby approving the amended site plan for the commercial portion to allow for the construction of 399,000 square feet of commercial space and 69,000 square feet of office space. On August 4, 2005, the City Council adopted Resolution 108, 2005, thereby approving an amendment to the development order for the commercial portion of the PCD related to conditions for the landscaping. On September 6, 2006, City Council approved Resolution 94, 2006, thereby modifying the development order conditions and removing all requirements associated with shared parking. To date, that there are two (2) locations where permanent banners have been approved and provided on light poles within the City. One is in the Plaza at City Hall Municipal Complex and the other is at one commerciaUretail site, PGA Commons. At the City Hall Complex, the banners were approved and installed for a public purpose of delineating the boundaries of the Veteran's Plaza. At the PGA Commons site, nine (9) banners were approved in Parcel l, eight (8) poles in Parcel2, and fourteen (14) banners in Parcel 3 for a total of thirty-one (31) banners for the total project. To date, the approved banners for PGA Commons have not been installed. SUBJECT REQUEST The applicant is asking foi• a total of sixty-five (65) banners to be placed on decorative light poles and pedestrian-orientated light poles. This request is in order to provide quality, decorative banners along the streets, pedestrian areas, and parking areas of Legacy Place as an overall branding and identification for the project as a gathering place in the City. The applicant states, "The proposed banners are an essential part of creating and maintaining a vibrant, pedestrian-orientated atmosphere". The locations of the banners include twenty-five (25) decorative light poles and forty (40) pedestrian light poles with one (1) banner on each pole for a total of sixty-five (65) banners at sixty- five (65) locations. For the decorative light poles, the typical banner size will be 30" by 80" which has a copy area size of 16.7 square feet. For the pedestrian light poles, the typical size will be 15" by 40", which has a copy area of 4.17 square feet. The applicant is proposing placing the banners at locations that are interior to the site and are not near any of the adjacent right-of-ways. The applicant is also requesting two (2) designs, the permanent designs and the holiday designs. LAND USE & ZONING The property has an existing Mixed-Use (MXD) land designation, and has an existing Planned Community Development (PCD) zoning designation. ANALYSIS Per Section 78-284 (h)(2), Prohibited signs and prohibited sign locations, "the city council may approve the use of pole-mounted banners". Due to the fact that the Legacy Place PCD is a commercial/retail site, staff's analysis was based on listening to the discussions that took place by the City Council on September 4, 2007, when the PGA Commons banners were approved. It is important to note that the PGA Commons, after City Council's approval, to date have decided not install the banners at the three (3) PGA Commons parcels, although no answer was given as to the reason. (The City Council's concerns and discussions from the meeting are bolded and the responses are in italics). The City Council approved the PGA Commons banners because they provided clari�cation on the direction, (East, Central, and West) which Council felt was necessary for public purpose because the project parcels are separated by a residential community and it assisted with the west parcel being a part of the overall projeet. The Legacy Place PCD is one project site and therefore directional infor�nation (East, Central, and West) is not appNOpriate o�^ necessaNy. The City Council was adamant that the banners provided direction and were not only advertising for the site. The proposed banners do not feature any adveNtising for any particular tenant within the mixed-use project. The applicant feels that the banneNS emphasize the branding of its logo, which is a script letter "L " within a circle, as well as establishes the pNOject as a mixed-use pNOject, "Shop ", "Dine ", &"Fun ". In the p��evious approval for the PGA Commons, the logo of the geometNical representation of a butterfly and the name of the Commons phase (i. e. PGA Commons West) we�e placed on the banners for distinct branding and identification. The City Council felt that the PGA Commons banners were informative because they had the PGA Commons logo and a location which assisted the patrons on direction which served as a public purpose. As mentioned before, the directional information is not necessaNy; however, similar to the PGA Commons, the banners do have the Legacy Place logo foN bNanding on the design. Staff has worked with the applicant in reducing the proposed number of banners on the site and making sure they are not visible from the road rights-of-way. Staff also was concerned that the banners on the light poles close to the Art in Public Places may block the view of the art. The applicant has worked with staff and eliminated the proposed banners located within the medians leading up to the artwork located within the project's traffic circle, which allows for uninterrupted view of the artwork for motorists entering the site. The proposed design is consistent with the similar approval for PGA Commons. STAFF RECOMMENDATION Currently, in the City's Land Development Regulations, there are no guidelines or criteria for staff to follow for banners. The Code specifies that the approval of banners is at the discretion of the City Council. Therefore, staff is limited in the ability to approve or deny the requested application. 3 Meeting Date: April 14, 2009 Petition: MISC-08-12-000054 However, should there be a recommendation to the City Council of approval by the Planning, Zoning and Appeals Board for Petition MISC-08-12-000054 to allow the placement of twenty-five (25) decorative light poles and forty (40) pedestrian light poles with one (1) banner on each pole for a total of sixty-five (65) banners at sixty-five (65) locations at the Legacy Place Planned Community Development (PCD) staff would recommend the followin� conditions: 1. The installation of the holiday banners shall not exceed ninety (90) days during a calendar year. (Planning and Zoning) 2. The City may request the removal of any banner should the City find the banner not being maintained appropriately in excess of the accepted maintenance standards. This is a request to provide quality, decorative banners along the streets, pedestrian areas and and parking areas of Legacy Place. Section 78-284 of the City's Land Development requires City Council approval for the placement of banners within the City. The banners will be attached to the decorative light poles within the project. Banners have been used throughout successful communities as a means of creating an attractive and unifying connection and identification for districts and neighborhoods. Such banners have been used in districts and neighborhoods in Palm Beach County and are now currently being used within the Palm Beach Gardens Municipal Complex. The banners requested will help identify the Legacy Place mixed use districts in an attractive and pleasing maru�er. Banners generate pedestrian activity and community identity and are recommended by the National Main Street program. We believe the use of banners will enhance the atmosphere at Legacy Place and, therefore, the community as a whole. On the attached documents, 115 possible banner locations have been identified. These are located on the decorative light poles and the pedestrian-oriented light poles. For the light poles, the typical banner size will be 30" x 80". For the pedestrian light poles, the banners will be 20" x 48". These banners will not be located within the PGA Boulevard Corridor Overlay's required 55-foot buffer. Within the attached documents, an example of the type of banner being requested in indicated. The applicant would also request that these banners be substituted during the year to address special events, seasons of the year and holidays.
