HomeMy WebLinkAboutMunicipal Cpmplex Art Task Force 052802CITY OF PALM BEACH GARDENS MUNICIPAL COMPLEX ART TASK FORCE May 28, 2002 The regular meeting of the Municipal Complex Art Task Force of the City of Palm Beach Gardens, started at 6:12 p.m. in the Growth Management Conference Room at City Hall, 10500 North Military Trail, Palm Beach Gardens, FL Present David Porter Cynthia Grey Raymond Katz Caren Hackman Garri Katz Sheryl Wood Howard Ostrout Jeff Blakely Absent Ted Thoburn also present: Amy Stepper, GardensArt Specialist: Jack Doughney, Community Services Administrator Christy Wolnewitz, Special Events Coordinator Linda Huey, Resident Approval of Minutes: Both January 28`h & April 15`h meetings. C. Hackman found one word that was spelled incorrectly. A. Stepper made revision. Motion to approve minutes made by S.Wood .R. Katz did second the motion. All in favor and motion passed with a vote of 8 -0 Discussion: Public Art Schedules & Fees D. Porter confirmed schedules and fees for Varotsos sculpture. Payment schedule will be $5,500 for first drawings and $5,500 for final drawings and bids. Costs should come in within a certain percentage of what was originally estimated. A. Stepper asked about lighting costs. D. Porter said that lighting costs would be additional and has not been estimated yet. A. Stepper asked that introductions for Jack Doughney and Christy Wolnewitz be made at this time. J.Straus was called at approximately 6:30 pm. D.Porter said that the purpose of our meeting was to speak about a press release and how to promote our 2 public art pieces. He also said that the art impact fees could not be used for this expense. J. Straus said he would follow up and send us a list of publications that he felt should receive our press releases. He also said that we must follow up with phone calls to the various pubs to ensure we get coverage. He agreed with D.Porter that sending the press releases digitally was the best way to go. J.Blakely asked what is our intent concerning the actual press release. What do we want to achieve? J.Straus asked, "What is the news ?" How can we make our news unique? J.Doughney offered the idea that a local developer may want to lend their name and help us fund some of our efforts. C.Grey asked which art publications should we send to. R.Katz thought that most national magazines would not be interested and perhaps we should get into the local gallery guide publications. J.Straus thought we would want to get into Sculpture News Magazine. D.Porter suggested: state and regional art journals, local newspapers, PBC cultural council publications and then take a stab at some national magazines. J.Straus thought of a `theme' for our news: `Small city acquires well known international art'... We need a hook for our news. J.Blakely agrees and adds that we are a `new' city, a young city. We do not have large populations. D. Porter asks if we should publish the costs for our projects. C.Hackman thought that listing the costs would cheapen the project and we should speak about the aesthetics only. J.Straus said that we could say that the art comes from a million - dollar budget with more acquisitions to follow. S.Wood offered the headline, "Small town procures International Art" J.Blakely added that West Palm Beach has nothing like this. J.Straus thought we should contact the Greek Consulate and they may want to be involved or help plan a dedication. B. Hackman asked about Tim Prentice. J.Straus said that Prentice is not as unique. A.Stepper asked if press releases should be sent out together. J.Straus thought we should send Prentice out first. Then D. Porter and Straus shared their thoughts on what type of digital program to make available. D. Porter to prepare pr in Microsoft Word and C. Hackman will then convert it to HTML for direct e mailing to pubs. Photos of art as attachments will go out as JPG files and adobe PDF's. J.Blakely thought Varotsos' rep (Costas Grimaldis) could be helpful. J.Straus said he would get his list of pubs. He could also get a list from Prentice. S.Wood said that the press release draft that David prepared had an incorrect statement. This was not the 1St public Art project that the city has done. It is though, the first one that the city's art advisory board purchased. Then C. Hackman asked what about the banners. Those were purchased by the city first. Straus said we should reverse the order of the press release and name the artist and the city population, etc. first. Other publications mentioned were Art News, Art in America, Flash Art, and Sculpture News. Porter gave an update on the contracts with both artists. Prentice contract is signed and installation is targeted for October 2002. Varotsos contract has not been signed yet but should happen shortly. His schedule for completion is 4 % months from signature on contract, which brings us to October as well, but November — December is more likely. Porter asked J. Straus if Varatsos had started his drawings and would they come in with the bids. Straus said drawings would come with the final bids, per the agreement. Porter noted that we are $85,000 under budget. Straus summed up that he would get publications lists from the artists and confirm dates for drawings. Porter asked A. Stepper to consolidate a list of pubs. J. Blakely suggested that we contact FAU and PBCC and speak to their Art Department Heads: Kathy Russo, Phil Jackson, and Barry Rowsal? Also we can send our announcements to The Museum of Contemporary Art, Michael Rush Director, Ann Norton Sculpture Gardens and The Norton Museum of Art. D. Porter will re -write the press release for each artist and load up images of each art piece for the committee to review at the next meeting. C. Hackman stressed the need for good photography and suggested we load up everything onto our city server. She took the name of Eric Holdt, our MIS Manager. C.Grey volunteered to take photos and videos of work being installed. A.Stepper will e -mail everyone a new committee list complete with e -mail addresses for everyone except Ted and Cynthia. Discussion: Carpeted Walls in City Hall Lobby D.Porter updated committee on fabric walls for lobby of city hall. He explained the plan and the thought that the impact fees may be able to pay for this since the art exhibited is an Art in Public Places Program. J. Doughney thought that Public Works might assist in helping to hang the material. It was decided that they could possibly hang the wood panels but the fabric would need to be installed by a trained technician familiar with the product. Doughney also got up before the committee to explain the plans for the District Park planned for the city. S. Wood left at 7:31pm. Old Business: Artigras Banners Brief discussion regarding an apology letter that A.Stepper suggested should be written. Brandy Upright from the Northern Chamber of Commerce would be contacted and a letter from her to Marsha Christo should be sent immediately. Perhaps M. Christo could contact some of her graduating seniors and let them know what happened. J.Blakely made a motion to adjourn. C.Hackman did second the motion.
