Boards & Committees CITY OF PALM BEACH GARDENS MEMORANDUM TO: Mayor and Council FROM: Ron Ferris, City Manager SUBJECT: Boards and Committees DATE: March 27,2008 At the March 20, 2008 Council meeting, Council postponed the appointment of liaisons to boards and committees and directed staff to evaluate the current board and committee structure. The City has the following six (6) boards and committees, comprised of residents and business owners: 0 Art in Public Places (AIPP) Budget Oversight Committee (BOC) Community Aesthetics Board (CAB) Economic Development Advisory Board (EDAB) 0 Planning, Zoning and Appeals Board (PZAB) 0 Recreation Advisory Board (RAB) These boards and committees generally meet one time per month (PZAB, twice per month). in addition to Council liaisons, staff liaisons are also assigned to each board and committee. Staff from the City Clerk's office also attends to record the meetings, attendance and voting records, and prepare the minutes. Given recent input and feedback from board and committee members regarding the lack of new business for their consideration, and the potential impacts the City's response to the passage of Amendment One will have on staff resources, staff recommends that the City Council review the cost effectiveness and efficiencies of the current board and committee configuration, and consider alternative configurations which will combine and expand existing board and committee purviews and be more cost effective for the City. Following are two examples of the consolidation of board and committee resources: Boards and Committees 032708 Page 2 of 2 CAB and RAB Aesthetics and Recreation Board (ARB) BOC and EDAB Economic Advisory Board (EAB) The above examples are used because these particular boards and committees have related purviews. AIPP and PZAB would continue to exist as they do today. However, for all boards, quarterly meetings (with meetings scheduled as needed to address major issues) could replace monthly meetings. Currently, in accordance with Council policy, there is no Council liaison to PZAB. Should Council wish to consolidat e the six existing boards/committees into four, one idea for consideration would be that the appointed Mayor and Vice Mayor not be appointed as liaisons, thus allowing each Council Member to serve as the appointed liaison to the three (two new, one existin g) boards. This recommendation intends to maximize the resources of the City’s boards by utilizing the volunteer members’ time and talent more efficiently. In addition, it will utilize those staff members who work with the boards in a more efficient and cost effective manner. Clark, P.E.; City Engineer T\,c SUBJECT: De Minimis Traffic CRALLS Presentation DATE: March 26, 2008 I will prepare a brief presentation on De Minimis Traffic CRALLS for the workshop on April 3rd. Below is an outline of the salient points on the issue. De Minimis Traffic in Palm Beach Gardens 1. Explain Volume and how it's calculated (V) a. V = Background + committed un-built + proposed new b. Explain de minimis as 1% of road capacity or less c. Explain how de minimis can have a larger effect on volume 2. Explain new DCA requirements for de minimis traffic when volume/capacity ratio (V/C) is greater than 110% 3. Discuss two road links within City that have a V/C greater than 110% 4. Options are to: a. Establish policy of no CRALLS for de minimis impacts b. Address as specific projects come forward without global CRALLS c. Ask County to adopt de minimis CRALLS for these links 5. The PowerPoint Presentation is attached and will be used for discussion purposes at the April 3,2008 workshop. Neighborhood Services Division Code Compliance Trends and Issues Report City of Palm Beach Gardens City Council April 3, 2008 Ba c kg rou n d On May 4, 2006, City Council approved the new Property Maintenance Standards (Ordinance 6, 2006.) Per Council's request, staff conducted 12 public meetings and mailed out approximately 45,000 letters. Included in each letter was an informational brochure that provided information about the new Ordinance. At each hearing, staff provided additional information such as Top 10 Violations and Check Your Property brochures, which are also posted on the City's website. Property Maintenance Standards Developed from the 2003 International Property Maintenance Code (IPMC) Purpose and scope: - To establish uniform minimum standards Compliance and Enforcement Process: - Correction Request Notice - Courtesy notice providing time to comply and an opportunity to discuss the violation. - Notice of Violation - Official notice providing additional time to comply as required by Code and Fla.Sktt& 162. - Notice of Hearing - Official hearing notice providing additional time to comply; sets hearing date as required by Code and Fla.= 162. - Code Enforcement Special Master - Provides due process. Administrator Stacy Rundle, Assistant to the City Manager During various meetings with representatives of the Palm Beach Gardens Residents Coalition (Coalition), City staff and Coalition representatives came to an agreement on a proposal to provide height limitations to future non-residential development in the City. The Coalition has requested an outline of the verbal proposal discussed to limit the height of non-residential buildings within the City. The proposed changes to the City Land Development Regulations can be accomplished consistent with Ordinance 8, 2007, which provides for limits to the maximum height of residential buildings within the City. Limitations on Maximum Height West of 1-95 As discussed during negotiations with the representatives from the Coalition, the following parameters are proposed to be part of the amendment: All zoning districts located west of Interstate Highway 95 shall be limited to a maximum building height of 25% in excess of the height limitation in the applicable zoning district. This applies to all development and redevelopment that occurs in the geographic areas of the City that lie west of Interstate Highway 95, regardless of land use or zoning. ting Height Limi This proposed language will provide for a limitation to City Council’s ability to grant a non- residential height waiver west of 1-95. It limits the overall height of the building, as well as the geographic location where the waiver can be applied. Limitations on Maximum Height East of 1-95 No further limitations are being proposed for development located east of 1-95 in order to preserve future economic viability for the City.
