PARKS AND RECREATION ADVISORY BOARD MEETING
MINUTES
OCTOBER 21, 2002
The City of Palm Beach Gardens Parks and Recreation Advisory Board met on October
21, 2002. The meeting was called to order at 7:03 P.M.
II. ROLL CALL
Members Present: Tory Buckley, Mary Ann Hedrick, Phil Milton, Bert Premurosa
November 11, Wendy Walker, Dave Lill, Michael Axelrod, excused; George Schmidt.
The chair was addressed as to whether the Council Liaison was present; and Jack was
present.
III. FORUM REVIEW AND ANALYSIS
Richard Jackson, presentor from Glatting Jackson gave an overview of the Workshop that
was held on Saturday, October 19,2002.
Oaks Parks does not require capital improvements
Focus on new or improve
General beautification
Restroom upgrade
Municipal Pool- to upgrade the facility, have better adult usage such as: showers,
and lockers.
Lake Catherine —list as a separate item for discussion.
Riverside —two issues (1) building, (2) site, a need for a building and a site to
Accomdate.
Burns Road Community Center —what can this site handle? Is our main concern
Amphitheater —how this space can handle large crowd of people
District Tennis Courts —need more courts and pro shops
Richard Jackson apologized for calling the Tennis Court the District Tennis Court.
Gardens Park — beyond the fields a lot of work need to be done from the batting
cages and how people move around the fields. Signage and Way Find age is needed.
Plant Drive Teen Center —need a building for this site
PGA Park — access and operational
Sandhill Crane —it's a go
Our regular meeting should continue on the Third Monday of each month, so we will be
able to meet the City Council Meeting. It was also suggested that our next meeting is
scheduled for November 11th, which is Veteran's Day, the date will be changed.
IV PARKS DIVISION UPDATE
Tree re- located from 1 -95 to Holly Drive and I -95 from Northlake to PGA, survival
rate is 15 %.
Irrigation of Skate Park
The re- location of the trees has allowed us to save "thousands" of dollars.
V. RECREATION DIVISION UPDATE
Dedication of the first "Art" piece in the lobby, on Thursday at 5:30 p.m.
On October 30th, Volunteer Banquet will be held at the City Hall from 6:00 -8:00 p.m.
The Recreation Brochure will be available on November 7, 2002
Opening of the Skate Park —late November
Will be working with Police Dept. and the PAL Program to help with the teen at the
Skate Park
Had a Resident Day for Golf and a Reggae Concert( will keep the concert until the
winter months.
Position Open for a Cultural Art Coordinator
Position Open for a Senior Life Guard
Golf Court Manager
Capital Improvement Program
Upgrade Restrooms for Burns Road Center

VIII. COMMENTS BY THE BOARD MEMBERS
During the Workshop, Jack spoke to (Mike Rosa) from Broward County, he found
out this person can help us cut out a lot of red tape; maybe he can give us a presentation.
He will be placed on the 18th Agenda. This was agreed.
The Chair thanked everyone who played a part in the Workshop.

Dear Mayor /City Council,

1 would like to take this opportunity to strongly suggest that the City Council begin immediate and
agTessNO negotiations to purchase the property located at the northeast cornor ofNorthlake Blvd, and
MacArthur Blvd., just south of the Lake Catherine Sports Complex. The benefits to the City and our
existing residents in perpetuating our quality of life by purchase of this property far outweigh any cost
considerations or negative conversation that can be imagined,
Purchase of this property would put the entire eastern length of MacArthur Blvd. korn Riverside Dr. to
Notthlake Blvd. in the public domain. It would enhance opportunities to improve the Lake Catherine
Sports Complex, as well as, the possibly of joining with the School Board in an interlocal agreement to
create a recreational complex that would satisfy both governments' needs. It may even give more
credence to the recreational facillties bond referendum that was reported to being considered by the city.
Purchase of this property would significantly improve the traffic problems and concerns in our Plat #1
neighborhood by reducing the commercial densities and intensities intended to be developed on this
• property. Ingress and egress to this property is very confined and difficult while posing significant traffic
problems to Northlake Qlvd., MacArthur Blvd., Lighthouse Dr., and the Plat #1 neighborhood in general.
It would provide an opportunity to create a significant entrance feature into one of the original and first
areas of the City to be developed, such as, the waterfall, that long graced this property. The property could
elso be home to a future mini-Fire Rescue/ Police facility and passive park. The discussion of benefits to
the City by purchase of this property go on and on,
Funding sources should be of little concern. With all the new development, Impact fees for recreation
should be swelling the Recreation Land and Facilities Account. Funds from the recent sale of the Cultural
and Recreation lands in the Regional Center could be used. Some of our tax money could be allotted to
this endeavor. There may be some grant money available. County Commissioner Marcus could be
convinced that her discretionary funds are viable for this purchase. With imagination, creativity, and the
will to succeed, purchase of this property for the residents of Palm Beach Gardens should be a "no
brafttet ".
In conclusion, l would urge the City Council to give the highest priority to this suggestion. There is no
need for a committee, or delegation to staff for study. It requires the City Council to make a decision to
proceed As a longtime resident and past Mayor and Councilman I would suggest a publicly advertised
wofthop ►netting followed by a regular meeting to stake your decision.

Former star QB backs parks tax vote

FORT PIERCE — Bernie Kosar, the former
University of Miami quarterback who led
the 1983 national championship team, joined
local officials Tuesday to urge passage of a
park improvement ballot question.
"You hear people say, 'keep kids off the
streets, "' Kosar said. "But if there are no
parks and ballfields, where are they sup-
posed to go?
"It's up to us to do the best we can and
show kids the right expectations."
. Kosar has bought 350 acres on Okeecho-
bee Road just west of the turnpike and could
soon become a St. Lucie County resident.
He's considering plans for a 700 -unit resi-
dential development on the property.
"My wife and I are in deep negotiations
about moving up here," Kosar said. "I like it
out west but she likes to be near the ocean."
Kosar was the main attraction at what
county officials called the kick-off of a cam-
paign to get voter approval Nov 5 of new tax-
es for park improvements.
A tax -rate of 25 cents per $1,000 taxable
property value will raise about $60 million
over the next 20 years, officials said. The
owner of a $100,000 house with the home-
stead exemption would pay
$18.75 per year.
The voters' verdict isn't
legally binding, but County
=; f Commissioner Doug Ander-
son said he doesn't expect
commissioners to raise taxes
unless voters approve Nov 5.
St. Lucie sheriff's Chief
Kosar Deputy Garry Wilson ech-
oed Kosar on the need to
give kids a place to go.
"It's cheaper to build facilities for young
people now than to build jail cells later," Wil-
son said. "We need to keep them occupied
so they don't get into trouble."
"Our growing population has over-
whelmed our parks," County Commissioner
Cliff Barnes said. "Every day you hear of
soccer teams and senior softball leagues
that need fields.
"On the north end of the county Lake-
wood Park has only one field to serve all
sports."
Win Chesley, a senior softball league
player, urged people to write letters to news-
papers and urge their friends to vote for the
ballot question.
