EXECUTIVE SUMMARY
The subject petition is a request for approval of an amendment to the Doubletree Hotel Planned
Unit Development (PUD), which is located along the east side of Military Trail approximately 300
feet north of PGA Boulevard in the City of Palm Beach Gardens. This PUD Amendment will
permit the construction of a 15,000 square-foot Executive Meeting Center. Staff recommends
approval of the subject petition with one waiver and the conditions of approval provided herein.
BACKGROUND
The Doubletree Hotel PUD was originally approved as a Holiday IdMacArthur’s Vineyard in
1968. The development order was amended in 1997 by way of Ordinance 14, 1997 to allow for a
rezoning to PUD, and an expansiodrenovation of the hotel. Subsequently, on May 4, 2000, the
PUD was amended to allow for a 25,000 square-foot retail building and an 8,115 square-foot
restaurant on the 5.5-acre northern portion of the site. On December 7, 2006, the City Council
adopted Ordinance 33, 2006 and Resolution 128, 2006, which granted the approval for a PUD
Amendment for a modification to the northern portion of the site to allow for a 12,900 square-foot
drugstore and 154,191 square-foot self-storage building in-lieu of the previously approved retail and
restaurant buildings.
LAND USE & ZONING
The subject site has a zoning designation of Planned Unit Development (PUD) Overlay with an
underlying zoning of General Commercial (CG-1). The future land use designation is Commercial
(C). There are no zoning or land use designations amendments being proposed with the subject
petition.
. CONCURRENCY
Traffic
The PUD has traffic concurrency for a total of 418 guest rooms, 34,000 square feet of conference
space, a 12,900 square-foot drugstore and a 154,191 self-storage building. However, the existing
hotel is 280 rooms and there is no conference space. With this request, the Applicant is seeking site
plan approval for 15,000 square feet of the approved 34,000 square feet of conference space.
Drainage
The Doubletree PUD is under the jurisdiction of the South Florida Water Management District
(SFWMD), the Northern Palm Beach County Improvement District (NPBCID), and the City for
drainage purposes. The proposed storm water management system will be comprised of a network
of drainage inlets, reinforced concrete drainage pipes, ex-filtration trenches and yard drains will be
installed within the parking areas and open space to collect and convey drainage to the existing
drainage system prior to discharge into the Military Trail drainage system. A drainage statement has
been reviewed and accepted by the City Engineer.

PROJECT DETAILS e
Site Access
The PUD has three vehicular access points; two of which are located off of Military Trail and the
other off of PGA Boulevard. All PUD vehicular entrances meet the 100-foot stacking distance
provided for in the LDRs and will remain unchanged.
Condition No. 27 of Resolution 128, 2006 requires a turn lane analysis for all of the driveways
located on the subject site. The turn lane analysis was reviewed and accepted by the City Engineer
as part of the subject PUD amendment.
Site Plan
The site plan incorporates vehicular and pedestrian interconnectivity for all three uses. Pedestrian
accessibility has been provided through a linear brick paver pathway that connects the northern
buildings to the hotel. A pedestrian pathway has been provided north of the northernmost vehicular
entrance connecting the subject site to Military Trail. The vehicular entrance incorporates a
noticeable landscaped median area accenting this entry to the Executive Meeting Center.
The Executive Meeting Center (EMC) is located directly west of the existing Doubletree Hotel
building. The EMC building provides indoor meeting space as an ancillary use to the hotel. The
western elevation of the EMC building’s facade has been enhanced with architectural features and
the entry to the building has been significantly upgraded with landscaping. .a
Architecture
The architecture of the EMC building is derived from a modern minimalist design that incorporates
the surrounding environment into its design. The design of the EMC building also proposes to
address some facets of Sustainable Design and plans to construct a LEED (Leadership in Energy
and Environmental Design) certified facility.
On October 23, 2007, the Planning, Zoning, and Appeals Board directed the Applicant to revise the
architecture to add vertical articulation to the building’s architecture. The Applicant has divided the
building into proportionate masses that are connected by elements that are fiu-ther articulated by
using decorative banding. Also, there is a continuous band of clerestory window glazing, which is
protected by a continuous horizontal sun shade element that is similar to a louver accent. The EMC
building will maintain a color palette that will complement the existing buildings on site or match
them exactly.
Landscaaing & Buffring
The proposed site plan requests a waiver from City Code Section 78-315 (b), which requires a
landscape island for every nine parking spaces (please see waiver section). The Applicant has
provided a 15-foot wide minimum landscape buffer adjacent to Military Trail (55-foot required).

The Applicant has provided 35% open space instead of the 15% required by the City’s Land
Development Regulations. In addition, the Applicant is providing 35 new Live Oak trees on the site
and is providing more than 5,000 landscaping points.
Parkinx
The Applicant is required to provide 580 total parking spaces for the PUD and has provided exactly
580 spaces on the subject site. The Applicant has demonstrated that all parking requirements for the
hotel, office, meeting room, pharmacy and self-storage uses have been met.
Simaae
Five monument signs are allowed by Code for the subject site. Currently, there is one monument
sign existing on the site and three additional signs approved as part of the Doubletree North PUD
amendment. With this petition, the Applicant is removing the monument sign located on PGA
Boulevard closer to the vehicular entrance to the site of the hotel building.
Site Liah ting
The Applicant has provided a photometric plan with the subject petition in order to incorporate the
revised lighting into the landscape and sight plans. The Applicant has agreed to a condition of
approval regarding the lighting surrounding the EMC to be installed prior to the Certificate of
Occupancy for the building.
CPTED Compliance
The petitioner shall comply with the Crime Prevention through Environmental Design (CPTED)
principles recommended by the Police Department (Please see conditions of approval).
Waivers
The applicant is requesting the following waiver:

1) The applicant is requesting a waiver from City Code Section 78-315 (b), Landscaping and
screening for vehicular parking areas, to allow for more than nine parking spaces in a row. The
applicant has provided a landscape island every nine spaces for the new parking spaces that are
proposed for the site. However, the existing parking spaces that were approved as part of the
1968 site plan approval for the hotel do not have a landscape island every nine spaces. There
are eleven locations within the vehicular parking areas for the site that do not provide a
landscape island every nine spaces. The landscape islands are not provided as they were not
required in 1968, when the hotel was originally approved. It is staffs professional opinion that
this request is appropriate when taking into account the age of the project and the needs of
redevelopment within older sites. As such, the applicant has provided significant amounts of
landscaping to mitigate any potential aesthetic impacts. Furthermore, the applicant has
provided 35% open space on-site although only 15% is required by Code. Staffrecommends
approval of the requested waiver.

PLANNING, ZONING, AND APPEALS BOARD
The Planning, Zoning, and Appeals Board (PZAB) reviewed the subject petition at a public
workshop on October 23,2007. The PZAB issued the following comments:

determined that the on-roof systems are more consistent with the Executive Meeting Center’s needs
and the LEED certification issues.
STAFF RECOMMENDATION
Staff recommends APPROVAL of Petition PUDA-07-06-000008, approval of one waiver, and the
conditions provided herein.
The following conditions will need to be satisfied prior to scheduling the petition for the City
Council agenda:
1. Prior to scheduling for City Council, the Applicant shall indicate whether the tent area
added to the site plan is a permanent structure. If the space will be changed to an
impervious surface such as concrete, the open space calculations shall be revised. (City

1. Prior to the issuance of the first building permit for the Executive Meeting Center, the
Applicant shall post escrow or make payment in-lieu for Art in Public Places in
accordance with the City Code. If the Applicant is proposing art on site, an application
for art approval shall be submitted prior to the issuance of the first building permit, and
the art shall be approved prior to the issuance of the first Certificate of Occupancy. If the
art is not approved prior to the issuance of the first Certificate of Occupancy, the City

2. Prior to the issuance of the Certificate of Occupancy for the Executive Meeting Center,
all roof top mechanical equipment shall be screened from public view, including views

Prior to the issuance of the first Certificate of Occupancy, the Applicant shall install all
landscape buffers, road shoulder and median landscaping along Military Trail. Prior to
December 31. 2011, the Applicant, successors and assinns shall install road shoulder
and off ramp landscaping for 1-95 (subject to FDOT approval). In the event the road
shoulder and off ramp landscaping for 1-95 is not completed by December 31, 2011,
the Applicant. successors and assinns shall contribute monies to the City roadway
beautification fund in the amount of the cost of irrigation. landscaping installation, and

6. Prior to the first Certificate of Occupancy for the Executive Meeting Center, the
Applicant shall re-plat the property. (City Forester)
7. Prior to the Certificate of Occupancy for the Executive Meeting Center, the Applicant

Prior to construction plan approval and the issuance of the first land alteration permit for

accordance with LDR Section 78-309 and 78-461 and a cost estimate for on-site project
improvements, not including public infrastructure, or landscaping and irrigation costs for
review and approval by the City. The cost estimates shall be signed and sealed by an
engineer and landscape architect registered in the State of Florida and shall be posted with
the City, prior to the issuance of the first land alteration permit. (City Engineer)
The construction, operation and/or maintenance of any elements of the subject project
shall not have any negative impacts on the existing drainage of surrounding areas. If, at
any time during the project development, it is determined by the City that any of the
surrounding areas are experiencing negative drainage impacts caused by the project, it
shall be the Applicant’s responsibility to cure said impacts in a period of time and in a
manner acceptable to the City prior to additional construction activities. (City Engineer)

the Applicant shall submit signed/sealed/dated construction plans

locations and building addresses shall not conflict with landscaping, including long-

Center, the Applicant shall provide a timer clock or photocell sensor engaged lighting
above or near entryways and adjacent sidewalks for said building. (Police

Prior to the issuance of the Certificate of Occupancy for the Executive Meeting Center,
all entry doors (non-glass single/double) shall be equipped with astragal over the
threshold of the locking mechanism and case hardened deadbolt locks shall be
provided on all exteriodinterior doors with a minimum one (1) throw or mechanical
interlock. Doors secured by electrical operation shall have a keyed-switch or signal
locking device to open the door when in the locked position. Exterior doors shall have
a holding force of 1,000 pounds. Door hinges shall employ non-removable hinges, and
the main entries to the buildings shall be wired for closed circuit digital camera

The proposed 15,000 Executive Meeting Center will be a top-of-the-line meeting facility. The
requested meeting center has traffic concurrency and will not require any new waivers for its
approval. For the parking on the site, the applicant is proposing a parking study to establish the
parking requirement for the hotel site, as permitted by the City’s parking regulations. The parking
study was based on field observations and parking counts. A copy of this analysis is attached for
your review.
The parking study was conducted over three nights during the peak season - February 8,9 and 10,
2006. The highest utilization of the parking lot was on the morning of February 8‘h, when 54% of
the hotel parking lot was being used. At that time, the hotel had an occupancy rate of 9 1 %. It should
be noted that the average hotel occupancy rate for the first quarter of 2007 in Palm Beach County
was 80.8% and for hotel in northern county, the average occupancy rate was 78.1 %. The parking
rate for the Doubletree Hotel for peak period of observation was used in the study. In recognizing
that there may be peak periods of demand for the hotel and executive meeting center, a 25% buffer,
instead of the standard 10% buffer, was applied to the observed parking demand.
Because of the above factors, we believe this parking study, as permitted for hotels by the City’s
Parking regulations, more than adequately addresses the parking needs for the project. Please note
that the applicant is also providing an alternate parking plan to show the site can meet the City’s
standard parking code requirements, similar to what was approved for the PGA National Resort Core
hotel complex and the Donald Ross Village mixed use community.
Architectural Features
The design for the new 15,000 sq. fi. Palm Beach Gardens DoubleTree Executive Meeting Center
(EMC) is derived from a minimalist approach while blending in with the existing environment. The
design also addresses Sustainable Design components and plan is to construct a LEED (Leadership
in Energy and Environmental Design) certified facility.
The exterior walls will be 2O’-O’’ high stucco walls with a stainless steel cable wall trellis
system. Cables will be spaced approximately 4’-0” on-center. The trellis is intended to support
ornamental vines of a single indigenous species. Due to the nature of the building’s program, there
are few windows; however a 26’-0” high fully-glazed central corridor divides the building across its
long axis. Colors selections for the stucco and other exterior materials will be consistent with the
existing hotel buildings.
The building’s interiors consist of varying sizes of meeting room spaces and the accommodating
support spaces. Interior finishes will be selected to meet the LEED rating system criteria.

WHEREAS, on April 3, 1997, the City Council adopted Ordinance 14, 1997,

I WHEREAS, the City has received a request (PUD-03-04) from Mr. Marty Minor
of Urban Design Studio, on behalf of E&J Properties LLC, for approval of an
amendment to the Doubletree Hotel PUD to allow for the development of a 12,900-
square-foot general drug store building and a major conditional use for a 154,191-
square-foot self-storage building; and
WHEREAS, the Growth Management Department has reviewed said application,
has determined that it is sufficient and is consistent with the City’s Land Development
Regulations, and has recommended approval; and
WHEREAS, by adoption of Ordinance 33, 2006 the City Council determined that
the site plan approvals and related conditions for the Doubletree Hotel PUD contained
in Ordinance 14, 1997 and Ordinance 10, 2000 shall be transferred to this Resolution;
and
WHEREAS, the City Council has considered the evidence and testimony
presented by the Applicant and other interested parties and the recommendations of the
various City of Palm Beach Gardens review agencies and staff; and

This request is for a Planned Unit Development amendment for the Doubletree Hotel complex in
order to construct a 15,000 square foot Executive Meeting Center directly to the west of the existing
hotel complex. This Executive Meeting Center will be an asset to the hotel and community as it will
provide needed meeting space for the business community.
The 13.46 acre subject site located north of PGA Boulevard, east of Military Trail and west of
Interstate 95 was originally approved by the City for a Holiday Inn/MacArthur's Vineyard in 1968.
The hotel complex was expanded in 1997, when the entire 13.46 acre site was rezoned to a Planned
Unit Development (PUD) under Ordinance 14, 1997.
As part of the overall PUD amendment, the vacant 5.5 acres (also known as DoubleTree North) was
approved on May 4,2000 through the adoption of Ordinance 10,2000 to include 25,000 square feet
of retail space and 8,115 square feet of restaurant space. 0
On December 7, 2006, the City Council adopted Ordinance 33, 2006 and Resolution 128, 2006,
which granted the approval for a PUD Amendment for a modification to the northern portion of the
site to allow for a 12,900 s.f. drugstore and 154,191 s.f self-storage building.
Location
The 13.46 acre subject property is located north of PGA Boulevard, east of Military Trail and west
of Interstate 95. The site has an Zoning designation of PUD (CG-I) with a Future Land Use
Designation of Commercial. To the north and east of the subject site is Interstate 95. A Shell Gas
Station exists to the south of the parcel. To the south, across PGA Boulevard, is the Embassy Suites
Hotel and Admiralty Office Building. The Gardens Square Shops and Garden Lakes multi-family
residential community are to the west of the site, across Military Trail.

Three vehicular and three pedestrian access points will be provided for the site: one on PGA
Boulevard, and two on Military Trail. The access point on PGA Boulevard already exists. The
applicant is not proposing to alter this access point.
Condition 27 of Resolution 128,2006 requires the provision of a turn lane analysis for all of the
driveways for the site. The required turn lane analysis is attached for your review. Please note that
the analysis was conducted for the complete build out of the site. However, with this request, the
applicant is seeking only to construct 15,000 s.f. of meeting space. No additional hotel rooms are
proposed to be constructed at this time. Please note that the Institute of Transportation Engineers
(ITE) standards show that a conference/meeting room is an ancillary use to a hotel facility and does
not generate any traffic by itself. Therefore, the construction of just the 15,000 s.f. meeting room
does not create any additional impact, by ITE standards, to the site’s access.
