Development Direct responsibilities/job description. -How many administrative assistants now? What departments/ what responsibilities? Can this position be “pooled” for all departments? Paying O/T? =Gro/mgmt- who does TEPP now(targeted expedited permitting program) How and what project qualifies for TEPP? = officials (city council) will interact with potential new businesses, aren’t you doing that now? Community Development-when requested-C/mgr or elected -G/M Administrator/who did before interim appointment? How and who will coordinate projects? -P/Z- who does evaluatiodstate requirements now? -IT-children will get computer in Pre-K, etc., don’t see need for City to provide this “PERK”. What programs currently active? CERT, CAR SEATS, etc? Why does City not recognize PB Co. CERT training, as this department has active instructors in program? What is PW responsibility for maintenance of facility? Is this a matter of housekeeping details? Three secretaries/adm.assistants? What are the job descriptions for these positions, is this duplication of efforts? Police Department: Reductions in training programs, does this effect accrediation? How many of the items withdrawn could be purchased with grants, both in PD and FD? Benefits for city employees- What are benefits for 1‘ year employee? 5 year, 1 Oyr? How long and what qualifies employee for longevity bonus? Is this automatic? -50* birthday event .... should be big deal. Why not use local donated talents, showcase our youth and their accomplishments. Members of the 2007 World champs-cheerleaders live in PBG, demo, service organizations, military branches, school groups-bands, chorus, drama’s, etc. Council member Jablin offered to head “hd raising” and suggested forming a work committee . Use the local talent to celebrate this event. rn J CITY OF PALM BEACH GARDENS MEMORANDUM DATE: June 27,2007 TO: Ron Ferris, City Manager n A FROM: Allan Owens, Finance Administrator S UBECT: June 25, 2007 Council/Manager Meeting Items On June 25, 2007 a CounciYCity Manager meeting was held to discuss the upcoming 2007/2008 budget. Councilwoman Bainett posed several questions in regards to personnel and operating costs, including longevity and conversion of leave. Please note, these are not new policies. They have been in existence since at least the late 1970’s. Please find a recap, with my responses below. I Proposed cost of longevity for non-union employees - The proposed cost of longevity for general fund (excluding public safety), non-union employees totals $72,564 or an average cost of $518 per employee. Please refer to Schedule I for a complete listing of the proposed longevity costs for the 2007/2008 budget. Proposed cost for conversion of leave for non-union employees - The proposed cost for conversion of leave for general fund (excluding public safety), non-union employees totals $264,072 or an average cost of $1,886 per employee. Please refer to Schedule 2 for a complete listing of the proposed conversion of leave for the 2007/2008 budget. The City benefits in many ways when employees cash in their earned leave time. Productivity levels are maintained within the departments, the cost of oveitime (paid at time and a half) and temporary labor to cover those employees who are out on vacation are reduced. As nn example, for the Fire Department to cover the equivalent hours of their estimated conversion of leave of $77,500, it would require art estimated $110,000 to cover those shifts. . Where are the expenditures for Florida Power and Light recorded? - All general fund expenditures for electricity are recorded in the General Services Division in line item 001.0900.519.4320 in order to provide an easier method of tracking our total electric charges. This is the same approach taken with our propeity/liability insurance premiums. . Proposed Salaries, excluding benefits, at a 2% and 6% increase - Please refer to Schedule 3 attached. With regards to salary increases, it was mentioned that non- union general employees had received a 12% increase last year. What actually happened was that Council approved an additional 6% increase for general employee pension contributions, fiom 8% to 14%. Please note, this was for FY 2006/07 only. With the conversion to the Florida Retirement System (FRS) effective October 1, 2007, non-union general employee contributions dropped to 9.85% from 14%. Even those employees choosing to remain in the defined contribution plan had their contributions reduced to 9.85%, to minor the FRS rates. As mentioned in the cover memorandum to the proposed budget document, those contributions remain constant for FY 2007/08, as opposed to the police and fire pension contributions increasing to an average of 33% each. CITY OF PALM BEACH GARDENS MEMORANDUM TO: Ron Ferris, City Manager DATE: 6/27/2007 1 FROM: Eric Holdt, Information Technology Administrator cpw I SUBJECT: Councilmember Barnett Information Technology Department Analysis This report is in response to the june 25th request from Councilmember Barnett to analyze the previous five-years of Information Technology expenditures. The attached spreadsheet contains the actual costs incurred by the Information Technology Department from FY2003 through FY2006. For your reference FY2007 Adopted Budget and FY2008 Draft Budget are also included. When I was hired, I was tasked to create and execute a 5-year technology plan formalizing IT planning and centralizing IT spending (the 2002 Technology Plan is available at your request). It is important to note that the IT department funds all technology initiatives and their recurring support costs although they benefit other City departments. Some of the accomplishments from this plan are listed below. Complete replacement of the financial system Complete replacement of the human resources system Complete replacement of building permit system Complete replacement of fleet maintenance system Complete replacement of business license system Creation of interactive city website Implementation of online activities including: recreation activity registration, public record requests, occupational license renewals, building permit review and inspection scheduling Major enhancements to geographical information systems Implementation of time and attendance systems for the 3 labor unions Installation of eighteen integrated point-of-sale terminals throughout the City Automation of code compliance tracking and processing Implementation of a park maintenance management system Installation of underground fiber optic cable connecting City Hall to Burns Road Recreation Center, Lakeside Center, Public Works, and Riverside Youth Enrichment Center Deployment of Storage Area Network for all City data Management of all copier leases and associated printing charges throughout the City 0 Introduction and supervision of ongoing Microsoft software training for all employees Purchasing and servicing of all computer hardware and software for every department with the exception of certain Police specific equipment Other notable achievements 0 Received high marks (4.6 out of a possible 5.0)in a May 2007 employee satisfaction survey designed to evaluate our service to our co-workers 0 City Clerk‘s department estimates savings of over $425,000 due to changing from a paper to an electronic agenda process in August of 2002 0 The City of Palm Beach Gardens’ IT expenses have kept pace with the City’s expenses averaging below 1.5% of total City expenditures over the past 5 years The Town of Jupiter and the Village of Wellington are very similar in size and composition to the City of Palm Beach Gardens. I consider them ‘like’ comparisons; therefore, I included their financial data in the spreadsheet. It should be noted that the Town of Jupiter provides all IT services “in-house” while the Village of Wellington began outsourcing their IT services in FY2000. Despite the three municipalities’ similarities, key distinctions do exist. For example, 1) Town of Jupiter a. does not have a Fire department requiring IT services b. has a Utilities department requiring IT services a. does not have a Fire or Police department requiring IT services b. has a Utilities department requiring IT services 2) Village of Wellington Notable comparisons to Town of jupiter and Village of Wellington As listed above, the City of Palm Beach Gardens made several technological enhancements over the past five years. Those additional services required an increase in the IT staff from 4 to 6 full time employees. In the same time period, the Town of Jupiter grew its staff from 12 to 14 full time employees. Both the Town of Jupiter’s and the Village of Wellington’s IT expenses have exceeded the City of Palm Beach Gardens’ IT expenses in every year of this analysis 0 If you elect to conduct an analysis of outsourcing the City’s Information Technology department, I feel it is best to contract with an independent agency to eliminate any perception of bias. If you desire the IT department to contact firms that specialize in IT outsourcing analysis, please let me know as this will take time and resources. 11111 w. c c c CITY OF PALM BEACH GARDENS Community Services MEMORANDUM TO: Ronald Fei-ris, City Manager DATE June 28,2007 THROUGH: Jack Doughney, Community Services Administratoi FROM: Charlotte Presensky, Interim Development Director SUBJECT: Budget Question: PBG 50th Birthday and Special Events The 50‘” biithday funding request that has been removed from the budget was for preliminary preparations in anticipation for the birthday that will occur in the 2009 budget year. The reduction of hnding does not affect the City’s ability to honor this milestone birthday. The hnds were to be utilized for commemorative items that have a long lead-time to implement. An example of this would be special badges for police and fire departments honoring the fifty years of service. Staff had anticipated and will work toward the goals mentioned by Council for sponsor solicitation and citizen participation in planning one grand event during the seasonal months in 2009. As with cui-rent practice, staff anticipates success in identifying partners in the community who will support such a celebration. In the proposed budget three events have been eliminated. Historically, events are budgeted in two ways: expense supported by the general hnd or within the special revenue fund because they are expense neutral. In the last fiscal year, approximately $60,000 in monetary or in-kind sponsorship was secured through community partners. Staff will complete an extensive review of current special events and access the service delivery of each. The review will include analysis of possible funding opportunities, fees assessment, andor event cancellation for non-community impact. The following is a list of such benefits that could be provided: Employee Assistance Program (EAP) Personal Leave Acute Illness Leave Bereavement leave If Council approves, as a matter of administration, staff would make the necessary revisions to Ihe City’s policies and procedures for employee use of the above benefits for domestic partners for implementation as of October 1, 2007.
