ITEMS BY COUNCIL LIAISON • • Jody Barnett, Council Member, Council Liaison, related that a City project (Gander Mountain), going in behind Home Depot, has relocated 100 trees from the forthcoming construction area to the PGA National Park at the property owner's expense. • Albert Jacob questioned how many trees will be replaced at the project. • Mark Hendrickson, City Forester, Staff Liaison, replied that in addition to the 100 trees relocated to PGA National Park, 379 more sable palm and oak trees will be relocated to the buffers. Additional trees and plantings are planned. Mark Hendrickson said that the errors would be corrected. • Donna Wisneski and David Anderson expressed their disagreement over board procedures. Mark Hendrickson said he will check into the issue and report back at the next meeting. The Roadway Beautification Code originated with the Community Aesthetics Board. • Donald Krzan, 2nd Alternate, suggested the Board come up with new ideas. IX. NEW BUSINESS • None. X. Community Aesthetics Board Page 4 01.02.08 CITY OF PALM BEACH GARDENS MEMORANDUM ul An a f TO: Community Aesthetics Board DATE: January 16, 2008 FROM: Mark Hendrickson, City Forester SUBJECT: Military Trail Grant Program HISTORY: On November 7, 2002, the City Council approved Resolution 189, 2002, which provided for a limited fifty /fifty matching grant for the single - family homeowners for properties abutting the east side of Military Trail between Northlake Boulevard and PGA Boulevard. In total, ten homeowners were rewarded individual grants that enabled them to make various improvements to their homes and lots facing Military Trail. Out of the ten homeowners awarded funds, only three recipients followed through with the contract which resulted in the reimbursement of only $2,386.35 of the $10,000 allotted for the Fiscal Year (FY) 2002/2003 grant. Based on the direction given by the City Council at the July 17, 2003 meeting, staff prepared • another Military Trail Grant for the FY 2003/2004, which the City Council approved with the adoption of Resolution 136, 2003. The adoption of Resolution 136, 2003 allowed the extension of the grant from PGA Boulevard up to the EPC 3 -C Canal for both the east and west sides of Military Trail, and includes multi - family developments /subdivisions as well as single - family homes. The grant also allowed for improvements within the right -of -way to serve as "roadway beautification" for Military Trail. The 50150 matching portion was approved at $2,000 per single - family dwelling, and $5,000 per multi - family subdivision/development per year. The budget for this project was $20,000 and was included in the budget for the FY 2003/2004. The intent of the grant was to make marked improvements to these specific homes and multi - family developments /subdivisions visible from the right -of -way that would cause an immediate visual impact. The types of improvements include, but are not limited to, roof cleaning/repair, exterior walls, paint, landscaping, front fagade building expansion, driveway, garage door, roadway beautification including signs, and other off -site improvements, etc. Within FY 2003 /2004, twenty -five applications were received. Seven applicants contracted and received monies from the Program. Subsequently, on October 21, 2004, the City Council approved and adopted Resolution 204, 2004 to expand the matching grant to allow for a 75/25 matching grant, with the City being responsible up to 75% of the grant and the applicant being responsible for 25% of the improvements. The purpose of changing the match from 50/50 to 75/25 was to encourage greater participation, especially considering the damage that has been caused by hurricanes Frances and Jeanne. The 75/25 matching portion was approved at $3,000 per single - family • dwelling, an increase of $1,000 from the previous year, and $5,000 per multi - family subdivision/development per year. The budget for that fiscal year, 2004/2005, was $20,000. • Twenty -three applications were received. Out of twenty -three applicants, nine applicants completed the work and received monies from the Program. In FY 2005 /2006, twenty -three applications were received and the budget was set at $50,000. All of the modifications to the Program adopted within Resolution 204, 2004 was implemented and no further amendments to the program were made during the FY 2005/2006. Out of the twenty -three applicants, ten executed the contract and received monies. Two applicants received an extension to complete the work until 2007. In FY 2006/2007, fifteen applications were received and the budget was set at $50,000. Currently, eleven applicants have completed their projects and received monies. DISCUSSION: In accordance with the procedures established in previous years, the City once again sent out notices informing residents of the Military Trail Grant program for the FY 2007/2008. This year, thirteen applications were received. One application was removed for lack of information. Once all the applications were received, the Military Trail Grant Committee was formed by City staff members to review all of the submitted applications. The Committee met several times to discuss the applications, conducted site visits to assess the existing conditions of the site, and took digital photographs of all of the areas listed for improvements on the individual applications. The 2007/2008 Military Trail Grant is budgeted for $50,000 which was the same budget • established for the last two years. Military Trail Grant Committee The Military Trail Grant FY 07/08 Committee consists of the following City of Palm Beach Gardens staff: • Cheryl Levy, Administrative Assistant • Jeff Johnson, Planning Manager • Bahareh Wolfs, Dev. Compliance Manager • Mark Hendrickson, City Forester • Ray Caranci, Forestry Technician Military Trail Grant • The Military Trail Grant ( "Grant ") is applicable to only those single - family and multi - family homes that abut the east and west side of Military Trail between Northlake Boulevard and the EPB 3 -C Canal. • $3,000 per single - family dwelling and $5,000 per multi - family subdivision/development. • 75/25 matching grant with the City being responsible up to 75% of the grant. • Improvements visible from Military Trail. • 2 • Improvements not yet commenced. • • Budget for FY 2007/2008 is $50,000. • Criteria Used to Rank Applications The Military Trail Grant Committee reviewed the applications using the following criteria to rank each application: • Application is complete. • Application is clear and legible. • Applicant has attached an assessment/estimation of costs by a contractor proposed for the improvements or a detailed cost estimate if the work is self initiated. • The proposed improvements will substantially improve the visual appearance of the frontage of each home along Military Trail. • A site visit by staff has confirmed the need of improvements. • Review by Code Enforcement staff has determined that no existing fines or liens exist for the property. STAFF RECOMMENDATION Staff recommends approval of the individual applications as provided in the attached spreadsheet. 3 Date Prepared: October 23, 2002 1• Page l CITY OF PALM BEACH GARDENS, FLORIDA RESOLUTION 189, 2002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA, PROVIDING FOR A LIMITED FIFTY/FIFTY MATCHING GRANT FOR THE SINGLE FAMILY HOMEOWNERS WHO OWN PROPERTIES ABUTTING THE EAST SIDE OF MILITARY TRAIL, BETWEEN NORTHLAKE BOULEVARD AND PGA BOULEVARD; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Military Trail within the city limits of City of Palm Beach Gardens was widened in 1995 from two (2) lanes to six (6) lanes that'included few mitigating measures; and WHEREAS, the single family homes that abut the east side of Military Trail, between Northlake Boulevard and PGA Boulevard, have since experienced extremely high volume vehicular traffic and its associated negative impacts such as increased noise and fumes; and • WHEREAS, the negative impacts of the widening of Military Trail have resulted in declining property values that could potentially destabilize the residential neighborhood; and WHEREAS, it is the desire of the City Council of the City of Palm Beach Gardens to provide a limited 50/50 matching grant to those specific single family homeowners who have experienced such negative impacts in this area for home and property improvement; and WHEREAS, it is the intent of the matching grant to arrest the further decline of property values and to improve homesteaded ownership; and WHEREAS, the City Council has deemed approval of this Resolution to be in the best interest of the citizens and residents of the City of Palm Beach Gardens. NOW, 'THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA "THAT: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: The City Council of the City of Palm Beach Gardens, Florida, hereby approves a limited 50/50 matching grant specifically for owners of single family homes that abut the east side of Military Trail, between Northlake Boulevard and PGA Boulevard, not to exceed $2,000 per applicant • per year. The Military Trail Grant ( "Grant ") is applicable to only those single- family and multi- family homes that abut the east and west side of Military Trail between Northtake Boulevard and the EPB 3 -C Canal. 2. The Grant is limited to $2000.00 per single - family property, and $5000.00 per multi - family developments /subdivisions per calendar year. 3. The Grant is a fifty /fifty match, with the homeowner being responsible for half, and the City responsible for half as the matching portion. The amount is not to exceed $2000.00 and $5000.00 for single- family dwellings and multi- family development /subdivisions, respectively. 4. The Grant is limited to home or property improvements visible from Military Trail such as roof cleaning/repair, exterior walls, paint, landscaping, front facade building expansion, driveway, garage door, signs and other related off -site improvements related to roadway beautification. The grant shall cover material and labor. Labor costs shall be from a property licensed contractor or estimated by staff if the homeowner is doing the work. Procedure: 1. The City staff prepares a Resolution for the City Council's approval authorizing the initial approval of the Grant. 2. Applications are sent out by the City to all property owners within the designated area of the Grant. Homeowner and /or subdivision or development representative files an application, indicating the specifics and nature of the improvements. The application may include photographs, plans, sketches, and written estimates from licensed contractors. Additional information may be required, as determined by the Growth Management Department. 3. Representatives from both the Building and Planning and Zoning Divisions visit the property to document the need and nature of the proposed improvement and verify code compliance. 4. The winners of the grant notified via certified mail. The notification will include a contract that lists the permitted improvements and the amount of grant money awarded. Within six months of signing the contract, all improvements are required to be complete. 5. The homeowner proceeds with the home, property and /or off -site improvements. 6. Upon completion, Building staff verifies the work produce "as built" and material involved. 7.
