a. Resolution 16, 2006. A Resolution of the City Council of the City of Palm Beach
Gardens, Florida expressing continued support for the Scripps Research Institute
locating in Palm Beach County; and providing an effective date.

RESOLUTION 16,2006
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
BEACH GARDENS, FLORIDA EXPRESSING CONTINUED
SUPPORT FOR THE SCRIPPS RESEARCH INSTITUTE LOCATING
IN PALM BEACH COUNTY; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, on October 23, 2003, the Florida Legislature approved legislation
creating the Scripps Florida Funding Corporation (SFFC), a non-profit, tax-exempt,
special-purpose entity, and appropriating $31 0 million in federal stimulus funds to the
Governor’s Office of Tourism, Trade, and Economic Development (OlTED); and
WHEREAS, The Scripps Research Institute originally selected a 1,920-acre
parcel west of Palm Beach Gardens known as Mecca Farms as the site for its Florida
expansion; and
WHEREAS, the City made every reasonable effort to partner with Palm Beach
County in the planning of the research park and adjacent areas to optimize the
economic impact by making provisions to capture the entire biotech cluster that is
associated with The Scripps Research Institute, as well as preserve the character of the
surrounding community, including numerous meetings with County staff and
negotiations to create a Memorandum of Agreement with the County; and
WHEREAS, between October 2003 and July 2004, the City continued to
cooperate with both the County and The Scripps Research Institute; and
WHEREAS, on July 20,2004, the Board of County Commissioners requested an
alternative sites analysis be conducted in order to determine a more favorable site for
the location for the project in terms of acceptability to Palm Beach County, The Scripps
Research Institute, and the State of Florida; and
WHEREAS, on August 17, 2004, the City Council met and reiterated its desire to
continue working jointly with County officials in order to maximize the potential that
Scripps-Florida brings to the region; and
WHEREAS, the City has continually supplied the County with additional data and
information requested by Palm Beach County as part of the alternative sites analyses;
and
WHEREAS, on September 1, 2004, the City Council approved Resolution 191,
2004 supporting Scripps and other biotech and research and development businesses
locating in the City of Palm Beach Gardens; and

WHEREAS, the City created an Economic Development Advisory Board,
adopted a new Economic Development Element for the City’s Comprehensive Plan
designed to facilitate the approval process for value-added businesses such as
biotechnology and other research and development, and implemented an Expedited
Permitting Process for development approvals for such projects; and
WHEREAS, in October 2004, the City Council again authorized City staff to
cooperate with the County; and
WHEREAS, in November 2004, the City Council directed the City Manager to
initiate discussions with the County to approve a Memorandum of Understanding with
the County which would include the Briger parcel; and
WHEREAS, the City adopted a series of Comprehensive Plan amendments
designed to accommodate research and development land uses within the City; and
WHEREAS, the City has continued the effort to support the County in its
evaluation of alternative sites in light of the recent Federal Court ruling related to the
Mecca site; and
WHEREAS, the City is committed to the County’s vision of creating a
biotechnology cluster in northern Palm Beach County through the creation of an overlay
that encourages the biotechnology, research and development, and value-added
employment uses; and
WHEREAS, the City is committed to assisting in the processing of any
development applications, including, but not limited to, the Development of Regional
Impact (DRI) applications, Comprehensive Plan amendments, and Rezoning
applications for the planning and development of Scripps-Florida; and
WHEREAS, the City Council has deemed approval of this Resolution to be in the
best interest of the citizens and residents of the City of Palm Beach Gardens.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PALM BEACH GARDENS, FLORIDA that:
SECTION 1. The foregoing recitals are hereby affirmed and ratified.
SECTION 2. The City Council of the City of Palm Beach Gardens, Florida
recognizes the importance of and continues to support the location of The Scripps
Research Institute in Palm Beach County.
SECTION 3. Additionally, the City Council of the City of Palm Beach Gardens,
Florida expresses its preference for the location of The Scripps Research Institute in
northern Palm Beach County, and particularly in the Palm Beach GardendJupiter area.

IN PALM BEACH COUNTY; AND PROVIDING AN EFFECTIVE

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PALM BEACH
GARDENS, FLORIDA that:
SECTION 1. The City Council of the City of Palm Beach Gardens, Florida
recognizes the importance of and continues to support the location of The Scripps
Research Institute in Palm Beach County.
