Sanctuary Water Tests
Dale Moore did the water testing for the Sanctuary. Dale is a graduate of USF, B.S.
Zoology, minors in Marine Biology and Oceanography. He is a former employee of
Busch Gardens and Walt Disney World. Presently employed by the Palm Beach County
School System. He is water quality trained in the state of Virginia. He is also Earth Force
trained for watersheds. The following are his findings:
The conditions of the lake indicate warning signs for severe problems in the near future.
These warning signs include the high phosphate levels, the presence of Fecal Coliform
Bacteria, the levels of Dissolved Oxygens, the Turbidity level, the Pollution Tolerance
Index - the absences of amphibians (specifically frogs), and the serious bank erosion
noted in several areas.
Recommendations: Immediate Aeration and plantings along the banks. Locate the source
of the Fecal Contamination. Once the source is located the problem will resolve it self as
Fecal Coliform is short lived.
Without the above actions being taken you are looking at a much more costly event as
well as the continued contamination, serious health issues, and the death of the lake and
all of it’s in habitants.

Please note that under the legal description of common properties, Tract 0-6 is considered
a common property. If you look at the brochure site plan, the common area 0-6 connects
with the 20’ maintenance access around the lake. It is the only association owned
common area on the lake.
Of the parcels transferred in the documents as either upland preserve or conservation
areas, 0-6 was not included in any of them. Any owner who looked at the documents
even today could not conclude that he relied upon the documents as declaring this space
to be a preserve.
When I was researching our lake access I called Sean Donahue with Lindall. He told me
that 0-6 was our access to the lake.
At the time of Plat #2 South Florida Water Management District and the North County
Improvement District both required 20’ easements for access to lake areas for
maintenance. My understanding is that Palm Beach Gardens required a 15’ easement.
Having reviewed plats with interior retention ponds as part of my research, they all had
one thing in common. They either had a designated access easement, or a common area
that was more than adequate to access these drainage areas for maintenance.
All I want to know is, where is our 15 ‘easement that the city requires? Indeed if this plat
came before you today for developer approval it would not be approved.

The City has been focused on improving existing drainage issues and,
through managed growth and development, preventing new drainage
problems from occunhg within the City. We are beginning year two of our
$5 million canal restoration program. While we still have much within the
City to restore and rehabilitate, the system performance during this
hurricaue season showed we have made significant improvements.
Allowing &CCBSS to the Lake in the Sanctuary is another step consistent with
this City focus. The Lake only has one outfall. Should that outfall plug
with floating debris or aquatic vegetation, some Y3rds of the approximately
180 homes in the development would be impaoted negatively. During
Jeanne, warn came very close to enteriag garages in the Sanctuary as
depicted by the debris line on many of the driveways.
Access to the Lake is a necessary and practical need to insure the
maintenance of the Lakt and the pipes running into and out of the Lake MQ~ at their optimum capacity as well as allowing for emergency access
should something plug the outfill pipe.
Taking action to allow access to the ]Lake is very consistent with our City's
focus to remedy and eliminate, where possible, any threat of residents
homes flooding. Hurricane Jeanne demonstrated that there is not much of a
mgrgiu for drainage system performance degradation, in this community.
