Request architect attend a future meeting to give clarification on questions. • Discussion ensued regarding green areas. • Agreement was reached to have the color discrepancy between the existing green on the building and the brighter green on the elevation checked. • Requirement has been set by staff that a site plan be provided to show square footages for all uses of the hotel and corresponding parking. • Discussion and agreement reached to re- measure older parking stalls and bring them up to code. • Landscape islands may require a waiver if they exceed the 9 -foot space limit. • Number of required bicycle parking spaces is 26 with 24 depicted on plan. Number may vary when parking space calculations are refigured. • Concerns were expressed over the amenity area. DRC Doubletree Hotel Page 3 CITY OF PALM BEACH GARDENS DEVELOPMENT REVIEW COMMITTEE Doubletree PUD Amendment Prepared by: Brad Wiseman, Planning Manager July 26, 2007 Revised Deadline to Respond —August 27, 2007 Planning & Zoning Certification Issues: Petition PPUD- 07 -06- 000008 1. Pursuant to the PGA Boulevard Corridor Overlay Section 78 -221 (h), all elevations shall be designed with significant architectural detail and large expanses of blank walls shall be prohibited. The proposed elevations of the meeting center are not in compliance with this section and are not acceptable to staff. The applicant shall revise the elevations accordingly. 2. Pursuant to Section 78 -221 (e), the proposed neon green accent color and wall colors do not appear to be consistent with the existing hotel building. Please provide color chips verifying consistency for all building colors. 3. Pursuant to Section 78 -345, parking is required for all additional uses such as restaurant, lounge, office, and retail. The proposed site plan does not include square - footages and parking allotments for all existing hotel uses. The applicant shall accurately represent the individual square - footages for all existing and proposed hotel uses and provide a complete straight -code breakdown for all parking counts on the site plan. Please note that this data shall be provided on the site plan regardless of whether or not a City accepted parking study ultimately determines the required parking for the site. 4. Pursuant to Section 78 -345, Table 32, minimum stall depths of 18.5' are required for the existing spaces adjacent to the south side of the hotel. The applicant shall modify these spaces accordingly, or request a waiver. 5. Pursuant to Section 78 -315 (b), a landscape island is required for every nine parking spaces. Please revise the plan accordingly or request a waiver. 6. Pursuant to Section 78 -414, five percent of the total required parking shall be equal to the amount of the bicycle spaces provided on -site. Please note that the site data reflects 26 spaces, but the site plan indicates 24 spaces. 7. Pursuant to Section 78 -344, additional open space shall be provided at a rate of 1.5 square -feet for each square -foot of paved parking area that is reduced through the use of the 9.5' wide parking stalls. Non - Certification Issues: 8. The parking contingency plan may not be necessary with the subject application. However, if it is determined that the parking contingency plan is needed, staff has concerns with the replacement of the amenity area with the parking lot. Additionally, pursuant to comment number three above, staff needs to determine overall straight -code parking deficiencies (if any), which may require additional contingency parking. 9. Please be advised that should the parking contingency plan be required, staff will propose several conditions of approval that require annual monitoring and a bond for improvements. These conditions will specify that the trigger to commence construction of the contingency parking when monitoring determines that 90% of the on -site spaces are utilized. ii CITY OF PALM BEACH GARDENS 10500 N. Proposed Condition: • The relocation of the 6" Fire Line shall be completed in a manner as to minimize the amount of time that the existing fire sprinkler system is the existing building is out of service. Suggestion: • Install an additional exterior exit door on the NW corner of the "Corvette" room to allow for more flexibility in room usage and setup in the future. PALM BEACH GARDENS POLICE DEPARTMENT SPECIAL OPERATIONS BUREAU INTEROFFICE MEMORANDUM TO: BRAD WISEMAN, PLANNING MANAGER FROM: OFFICER JULES BARONE SUBJECT: DOUBLETREE HOTEL PUD- PETITION # PUD 07 -06- 000008 DATE: JULY 6, 2007 CPTED Compliance: Crime Prevention Through Environment Design is a branch of situational crime prevention that maintains the basic premise that the physical environment can be designed or manipulated to produce behavioral effects that will reduce the incident and fear of crime. The review performed by the police officer listed above shall encompass but not be limited to the following principles: natural surveillance, natural access control, territorial reinforcement and maintenance. The police department has reviewed the site plan and strongly recommends the following minimum conditions be met. STANDARD CONDITIONS FOR APPROVAL: Professional Office /Commercial /Industrial PUDs 1. Prior to the issuance of the first Certificate of Occupancy, all on -site lighting shall be installed. All exterior pedestrian walkway lighting shall utilize 12 foot pedestrian scale light poles, and all on- site lighting shall consist of metal halide or equivalent lighting approved by the Police Department and, shall not conflict with planted landscaping. (Police Department) 2 Landscaping shall not obstruct the view from windows or walkways. Ground cover should not exceed "24" in height and high branched trees should be trimmed to seven feet. (Police Department) 3 Prior to the issuance of the Certificate of Occupancy for the meeting room addition, the Applicant shall provide a timer clock or photocell sensor engaged lighting above or near entryways and adjacent sidewalks for said building. (Police Department) 4 Prior to the issuance of the Certificate of Occupancy for the building all entry doors(non -glass single /double) shall be equipped with astragal over the threshold of the locking mechanism and case hardened deadbolt locks shall be provided on all exterior /interior doors with a minimum one (1) inch throw or mechanical interlock. Doors secured by electrical operation shall have a keyed- switch or signal locking device to open the door when in the locked position. Exterior doors should have a holding force of at least 1000lbs. Door hinges shall employ non- removable hinges, and the main entries to the building should be wired for closed - circuit digital camera surveillance system. (Police Department) 5 Prior to the issuance of the building permit, the Applicant shall submit a construction site security and management plan for review and approval by the Police Department. Noncompliance with the approved security and management plan may result in a stop -work order for the PUD. (Police Department) 6 Prior to the issuance of the Certificate of Occupancy, buildings with a total square footage of at least 10,000 square feet shall have roof top numbers placed parallel to the addressed street, only visible from the air. The numerals should be blocked lettered, weather resistant material, four feet in height and 18 inches wide. (Police Department) Non- Certification Conditions of Approval: Natural Surveillance • Provide landscaping that does not create hiding spaces. • Provide clearly marked transitional zones that indicate movement from public to semi - public through use of brick pavers. • Windows and exterior doors should be visible from parking area. • If practical, designate separate parking area for employees • Parking areas should be visible from windows not blocked by landscaping. • Allow shrubbery to be no more than two feet high for clear visibility in vulnerable areas. All Structures shall be target hardened, to include but not limited to: • Buildings shall be wired for an alarm system. • Doors shall be equipped with metal plate over thresh- hold of the locking mechanism. • Interior doors to offices /meeting rooms shall have 180 degree peephole viewers or a vision panel. • Case hardened commercial grade dead bolt locks shall be installed on all exterior doors with minimum of one inch throw into the strike receiving the bolt. The cylinder shall have a cylinder guard and a minimum of five -pin tumblers. • Door hinges shall be installed on interior side of door or non — removable hinge pins or a mechanical interlock to preclude removal of door from the exterior. • Doors secured by electrical operation shall have a keyed- switch to open the door when in a closed position, or by a signal locking device. • Glazing in interior doors, or 40 inches within of any locking device shall be rated burglary resistant glazing. • Enhance natural surveillance of restrooms by placing them in central areas and install maze entrances; avoid double door entry systems. • It is strongly recommended a digital CCTV system be installed to monitor all pedestrian activity including parking lots. 2 All hatchway openings to roof shall be secured from inside with a slide bolt or slide bars. Outside hinges shall be equipped with non - removable pins. Exterior /interior pedestrian doors which provide access into parking lots shall be solid core with burglary rated vision panels and where applicable emergency doors shall have no exterior handles. Panic hardware shall have self locking mechanism, may have one locking point and shall have a protective astragal attached to the exterior of the door. To control unauthorized access to the executive meeting center hotel staff should minimize available entrances during off peak hours by utilizing electro - magnetic locks. O'Neill Memo to File To: Brad Wiseman, Planning Manager Through: Mark Hendrickson, City Forester From: Ray Caranci, Forestry Technician Subject: PUD- 07 -06 -08 Doubletree Hotel PUD Executive Meeting Room Addition Date: July 24, 2007 Staff has reviewed the Land Development Regulations for the above referenced petition, and provides the following comments for the Development Review Committee: Certification Issues 1. The applicant needs to request a waiver to all landscape items (i.e. parking area landscape islands, buffers) that do not meet current standards. We are especially interested in Military Trail, since the new building triggers the review of all previously approved waivers. 2. In accordance with Section 78- 320(a) of the LDR's, the foundation planting area for a one story building shall be at least 10 feet wide, and extend along the portions of a facade that directly abut a parking area, allowing for entrances and driveways. Please revise the landscape plan and site plan to move the sidewalk along the north side of the building out as far away from the building as possible to allow for foundation landscaping for a minimum of 5 feet. Also, indicate why the foundation landscaping is missing at the southeast corner of the new building. 3. In accordance with section 78- 320(a)(4)c of the LDR, non residential buildings shall have at least one shade tree or palm cluster installed for each 30 linear feet, or fraction thereof, of facade width. Trees and palms shall be of an installed size relating to the height of the adjacent wall or facade, as indicated in Table 30. Please revise the landscape plan to include the required number of trees or palm clusters, meeting the minimum height requirement of trees (16 feet) and palms (18 -22 feet), for the proposed building with a facade height of 26 feet. 4. In accordance with Section 78 -318 of the LDR's, prohibited plant species must be removed. The Scheffleras surrounding the service area and the Bischofia trees in the parking area need to be removed and replacement landscaping shown on the landscape plan. The applicant may consider replacing the Bischofia trees with Live Oak trees to be consistent with the rest of the parking area. Also, there is an Acacia near the entrance from Military Trail. Please revise the landscape plan to indicate the removal of any prohibited species, and include these areas on the landscape plan. 5. The Applicant shall provide a new landscape plan for the entire site. The landscape plan by Foster Conant and Associates submitted to the City July 9, 1997, and approved in Ordinance 14, 1997 should be the base landscape plan. There are trees and shrubs missing that need to be replaced, and all existing landscaping within 50 feet of areas affected by construction should be indicated on the current petition. 6. There are missing or weakened trees in the parking areas. The Applicant shall revise the landscape and site plan to have the parking lot landscaping meet code without eliminating parking. Staff would like to show the Landscape Architect the trees that need to be replaced. 7. In accordance with Section 78 -306 of the LDR, all locations for proposed utilities, easements, underground drainage, and light fixtures shall be shown on the landscape plan and the site plan to prevent possible conflicts with landscaping. Please revise the landscape plan and site plan to show any FP &L easements and transformers, Seacoast water and sewer lines, and site drainage easements. Also include lighting fixtures. 8. Please show any SUA valves, FP &L transformers or Bell South equipment on the landscape plan, and indicate landscaping to screen them from view. 9. Please indicate all lighting on the landscape and site plans to avoid conflicts with landscaping. 10. There is a service building located in the parking area at the northeast corner of the parking lot lacking the required foundation planting for screening. Please revise the landscape plan and site plan to show this structure, and provide the required landscaping to screen the building. 11. At the southeast corner of the parking lot, the Applicant has eliminated a traffic circle, and reconfigured the area to create more parking. Please provide additional landscaping in the reconfigured areas, particularly between the building and the parking lot. Non - Certification Issues 12. The Applicant has proposed using a vine and stainless steel trellis system for some of the facade walls. Please specify the type of vine to be used, and provide a maintenance plan for the future care of the vines. Also, provide a contingency plan in case the vine and trellis system does not prove successful, for example, an architectural detail on the walls that will serve as a back up design. 13. There are existing Pines where the new building is proposed, and three (3) Oak trees along the south edge of the existing parking area to the north of the building. The Oaks can be relocated. Please indicate what trees will be removed, and where the Oak trees will be relocated. 14. The existing service area on the west side of the building is currently screened by wood fencing that does not match the existing or proposed structures. Please revise the plans to indicate a CBS wall that matches the existing building, and provide screening gates that match the existing colors. The applicant shall identify the match points of the project elements, such as the curb, sidewalk, pavement, etc. for conformance with Section 78 -46 of the LDR. 3. The applicant shall revise the orientation of the north arrow on the plan (Eng Sheet 2) for conformance with Section 78 -46 of the LDR. 4. The applicant shall clearly show, label and dimension the site plan and engineering plan within the proposed project area, conforming to Section 78 -46 of the LDR, to clearly identify all existing and proposed site feature including but not limited to; curb (noting type), curb radii, pavement width, drive aisle width, pavement radii where curb is not proposed, sidewalk and their width (including public sidewalks on adjacent street right -of- ways), handicap ramps (labeled "HR" or "CR "), flush walk with pavement ( "FW "), raised walk in lieu of curb along the edge of the pavement, parking stalls (standard and handicap), pavement areas versus grass areas, easements, utilities, light fixtures, etc. The applicant shall dimension the existing sidewalk (Eng Sheet 2) along the proposed Type "D" curb at the east end of the proposed parking area for conformance with Section 78 -46 of the LDR. A portion of the walk, which appears to be shown to remain, does not comply (Scaled on L3 of 7) with Section 78 -230 of the LDR, which requires a minimum five (5') sidewalk width. The applicant shall modify the design to accommodate the requirements of said Section 78 -230. 6. The applicant shall dimension the sidewalk (Eng Sheet 2), between the proposed addition and the back of the proposed Type "D" curb, at its narrowest point north of the proposed addition. The walk at this point does not scale (Sheet L2 of 7) to be five (5') feet wide as required by Section 78 -230 of the LDR. The applicant has dimensioned the distance between the curb and the building as 6.1 feet, at this location, but does not identify if that dimension is measured from face or back of curb. 7. The applicant shall revise the engineering plan (Eng Sheet 2) for consistency with the site plan, relative to the sidewalk at the northwest corner of the building area, for conformance with Section 78 -46 of the LDR. The engineering plan shows the proposed walk is not connected to the existing north /south walk. The applicant shall show, ghosted, the existing and proposed utilities within the project area, on the site plan and landscape plan for conformance with Section 78 -46 of the LDR. 9. The applicant shall indicate the pipe material for the proposed drainage lines (Eng Sheet 2) for conformance with Section 78 -524 of the LDR. 10. The applicant shall dimension the length and size of the proposed drainage lines (Eng Sheet 2) for conformance with Section 78 -46 of the LDR. 11. The applicant shall revise the parking layout to conform to Section 78 -345 Table 32 of the LDR, as to parking stall dimension and aisle width. However, the applicant shows a 24 foot aisle width for the proposed parking area. 12. The applicant shall show a stop sign /stop bar for north bound traffic at the intersection of the north /south drive with the west entry of the drive aisle of the proposed parking area on the site plan for consistency with the engineering plan (Eng Sheet 2) for conformance with Section 78 -46 of the LDR. 13. The applicant shall revise the photometric plan for compliance with Ordinance 26, 2006 and the City's lighting standards, which amends Section 78 -182 and Section 78- 751 of the LDR. 14. The applicant shall provide separate lighting level data, in the "Lighting Analysis" table, for the following areas of the project; pathways and pedestrian areas, vehicle use areas including the parking stall areas. The following data shall be specified; the minimum fc, maximum fc, average fc, max /min ratio, avg/min ratio, minimum average fc maintained, maximum average fc maintained, minimum initial fc. Further; a. The applicant is advised that the vehicle use area includes the parking areas and the lighting levels shall therefore be revised to conform to the parking area standards. Item #1 of the Lighting Requirements shall be deleted and Items # 2 shall be utilized. The applicant shall revise the chart for conformance with Ordinance 26, 2006 and the City's lighting standards. b. The applicant is further advised that while the minimum initial lighting level for the vehicle use areas is 1.0 fc, per the City's lighting standard, the minimum average fc maintained shall be 1.5 fc per Ordinance 26, 2006. The applicant shall revise the chart for conformance with Ordinance 26, 2006 and the City's lighting standards. c. The applicant is advised that while the minimum initial lighting level is 0.6 fc for pedestrian areas, per the City's lighting standard, the minimum average fc maintained shall be 1.0 fc per Ordinance 26, 2006. The applicant shall revise the chart for conformance with Ordinance 26, 2006 and the City's lighting standards. 15. The applicant shall provide lighting level data on the photometric plan, for the pedestrian walks and pedestrian use open space areas, conforming to Ordinance 26, 2006 and the City's lighting standards. 16. We advise that the site plan parking data, under the Site Data table, does not conform to the requirements of the LDR. The applicant however, refers to their traffic studies, which are currently being reviewed by the City's traffic engineer and PBC traffic division. We will forward their comments upon receipt. 17. The applicant shall revise the site plan to identify the location of the proposed bicycle parking spaces (SP Sheet 2 of 2) in conformance with the engineering plan (Eng Sheet 2), which shows the location to be adjacent to an entry in accordance requirements of Sections 78 -411 through 78 -414 of the LDR. 18. The applicant shall clearly show, label and dimension the site plan and engineering plan, conforming to Section 78 -46 of the LDR, to clearly identify all existing and proposed site feature including but not limited to; curb (noting type), curb radii, pavement width, drive aisle width, pavement radii where curb is not proposed, sidewalk and their width (including public sidewalks on adjacent street right -of- ways), handicap ramps (labeled "HR" or "CR "), flush walk with pavement ( "FW "), raised walk in lieu of curb along the edge of the pavement, parking stalls (standard and handicap), pavement areas versus grass areas, easements, utilities, light fixtures, etc. 2. The applicant shall label the length and material of all pipe runs, for storm sewer, sanitary sewer and water, on the engineering plan. 3. The applicant has demonstrated, how the site and access drives will drain, through use of flow arrows and illustrated high /low points. However, the applicant shall also provide proposed elevations. 4. The applicant shall provide surface water management calculations and hydraulic pipe calculations for City review and approval. DI, SDR -26 PVC or C -900 PVC are considered acceptable. 7. The applicant shall provide a note on the plan stating, "All pavement marking and striping, excluding parking stalls, shall be installed with thermoplastic materials.
