Purpose of the Meeting
Request by Cotleur & Hearing, Inc., agent for Palm Beach Community Church at the
Borland Center (a.k.a. Midtown), for approval of a major conditional use to allow a
daycare/preschool use for 85 students with Building G.
Comments
Fire Department
Scott Fetterman, Deputy Fire Chief
• Fire has no comments at this time.
Police Department
Officer Jules Barone, Crime Prevention Officer
• Concern was discussed and agreement reached to modify the plan to remove the
access gate from the playground to the service area.
City Forester
Mark Hendrickson, City Forester
• Discussion ensued regarding requirements for the number and placement of
parking spaces, landscaping and attaining administrative approval.
• Handicapped spaces have been moved into the garage for easier access to the
building.
• Conditional use is being sought to allow children every day instead of the original
use, which was associated with the church. People using the facility should not
mix with the service areas.
• Playground equipment will have a specialized ground material with sod on the
perimeter.

• Clarification of top floor planters will be provided.
• Discussion ensued regarded fencing and the loading area with an agreement to
provide a cross section of the site.
• Consideration requested for surrounding areas including noise levels to the north.
Building Department
• As part of the application process, the daycare will be a Monday through Friday
operation.
Cif Engineer
Jim Orth, Assistant City Engineer
• No comments.
Growth Management
Jackie Holloman , Planner
• A list of everyone within a 500 -ft area is required.
• A formal advertised public workshop is required per Growth Management
administration.
• Concern was expressed for the traffic flow.
• Parking for the area is adequate.
• Directional signage is preferred.
• Discussion ensued on parking allotted for different uses.
• Maps have been provided of everyone within the 500 -ft area.
