Comments
Fire Department
Scott Fetterman, Deputy Fire Chief
• Requested that the 10 foot radius be increased to 20 feet in the parking area on the
Southwest corner of the building. One parking space will be removed to
accomplish this.
Building Department
James Brown - comments submitted (not in attendance)
• Requested Building Life Safety Analysis Plan.
• Requested accessible parking spaces.
• Separate permits and applications will be required for paving, drainage, water,
sewer, landscaping, irrigation, site lighting, signage, fire sprinkler, fire alarm and
the keystone wall.
Police Department
Officer Jules Barone, Crime Prevention Officer
• Reviewed conditions for safety, i.e. natural surveillance. (Hedges should be
maintained at two to three feet in height. Trees should be planted with ground
clearance of seven feet up to the first branch.)
• Photo cell lighting for doorway lighting was pointed out.
• Front door type and locks were discussed and agreed upon.
• Requested submittal of security site plan (during construction phase).
• Address numbers must be 12 inches in height and visible on front and back doors.

• Informed Applicant about process of installation of global positioning system
(GPS) money tracking system device for teller cash drawers and vault. Applicant
indicated the bank was preparing to purchase this system.
• ATM requirements were pointed out and agreed upon.
Growth Management

• Requested submission of a project narrative.
• Informed Applicant of the possible requirement of scheduling a public workshop
with adjoining residential neighborhoods. GM Administrator will make decision.
• Bicycle rack requirements were pointed out.
• McMahon & Associates recommended that the building be re- oriented 90
degrees. Planning Staff supports this recommendation. RegionsBank is opposed
to this. City Engineer will be notified and this issue will be discussed further.
• Notice was given that lighting must be no more than 10 feet in height.
• Signage details were requested.
• Requested that the Applicant address architectural requirements and conditional
major use requirements.
• Roof top mechanical equipment must be fully screened from public view.
• Trash pick -up was discussed and agreed upon.
City Forester
Ray Caranci, Forestry Technician
• It was requested and agreed upon that the Applicant would provide a CD with
computer assisted drawing (CAD) files showing square footage.
• Cross - sections of landscape buffers in parking lot areas, accurate to engineering
elevations, were requested and agreed upon.
• Discussed the requirement that not more than 40% of the total area used for
landscape points consist of sod.
• A separate meeting with the landscape architect to review the plant list and
additional details will be scheduled.
• Minimum standards were addressed. All mechanical equipment, utilities,
easements, and lighting that will affect landscaping must be shown on the
landscape plan.
• The Code requirement for a minimum of five feet of foundation landscaping was
discussed. Air conditioning units must be incorporated within that five foot area
or a waiver must be obtained.
• Requested Applicant to discuss with Seacoast Utilities the conflicts with utilities
(easements, etc.). Applicant will obtain a letter from Seacoast.
• Informed Applicant of the Code requirement of one shade tree or palm cluster for
each 30 linear feet. Informed Applicant of current deficiencies.
• Requirement for roadway beautification was discussed.
• Berm requirement was discussed.
• Informed Applicant of site visibility triangle.

• Existing wood fence does not allow required three foot setback from the property
line. Applicant informed his intention to remove fence and replace one foot from
the property line. This was discussed and agreed upon.
• Some of the existing trees on the site may need to be relocated to be compatible
with overhead utility wires.
• Lighting and buffer compatibility issues were discussed and agreed upon.
• In order to comply with safety issues, it was suggested that the ATM be moved
from the back of the building to the front of the building because of the
landscaping. Further discussion with the Police Department will occur.
McMahon & Associates, Citv Traffic Consultants
Jim Orth, Assistant City Engineer
• Requested their traffic engineer discuss Table 1. (Trip Generation Table
confirming four drive- through lanes, calculations, etc.)
• Requirement of exclusive right turn lane on Northlake Boulevard was discussed.
Additional meetings will be scheduled to resolve this issue.
• Stacking and noise considerations for neighbors was discussed.
Justification/statistics were requested.
• Requested justification for utilization of bypass lane.
LBF &H, Consulting Engineers
• Requested submission of drainage statement calculations.
Requested clarification of plant types located in the region of the control structure
(manhole).
• Requested that engineering plans show existing and proposed driveways and
easements.
• Required 5.5 foot wide sidewalk and six foot curb were discussed and agreed
upon.
• Identification and striping of the loading area was discussed. The Code will be
reviewed for exemptions.
• Requested submission of a dimension/radius exhibit.
• Requested submission of cost estimates, including landscaping.
• Structural numbers and horizontal control plans and City's conditions were
discussed and agreed upon.
The meeting was adjourned.
