REGULAR MEETING
OCTOBER 15, 2007
MINUTES
The Regular Meeting of the Parks and Recreation Advisory Board (RAB) of the City of Palm
Beach Gardens, Florida, was called to order at 7:04 P.M. in the Council Chambers of the
Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida.
I. PLEDGE OF ALLEGIANCE

Oath of Office will be held on a date yet to be determined.

VI. ITEMS BY COUNGL LIAISON
David Levy, Vice Mayor, Council Liaison, reported:
• Affirmed RAB membership for the coming year.
• Acknowledged Philip Milton's service.
• Affirmed naming of Plant Drive Park field for Amanda Buckley by City Council's
unanimous vote.
• Discussed renovation of Plant Drive Park field.
• Acknowledged the success of the youth Triathlon.

I VII. ITEMS BY STAFF LIAISON
2 Charlotte Presensky, Recreation Director, Staff Liaison, reported:
3 • Cheryl McQuiston has moved to the administrative specialist's position in the City
4 Clerk's office.
5 • Drowning Prevention Coalition's Learn to Swim Program will be presented to City
6 Council Thursday night. The program will begin as soon as the Agreement is signed.
7 Information will be posted on the web site.

9 VIII. OLD BUSINESS
10 Mike Kelly, Parks Director, reported:
11 • Plant Drive Park field will be named in memory of Amanda Buckley.
12 • Plant Drive Park field renovation is under way — irrigation lines have been relocated,
13 laid out the new field, and used some of the old clay and added new clay. Field is in
14 good condition. Batting cages are ready. Some changes will be necessary to
15 incorporate changes to make the field a stadium field. Further discussion ensued.
16 Projected date for completion is in December.
17 • Plant Drive Park field parking and traffic was discussed.
18 Charlotte Presensky, Recreation Director, Staff Liaison, updated the Board on the City Hall
19 Plaza changes:
20 • Construction is underway for the renovated Plaza.
21 • Staff and employee contributions were recognized.
22 • Plaza will be completed in time for Veterans Day, November 11, 2007, 11:00 a.m.
23 dedication.
24 • Veterans Administration Hospital, Disabled American Veterans and American
25 Legion will bring veterans for the ceremony.
26 • Palm Beach Gardens High School Marching Band has been invited.
27 • Palm Beach Gardens Community Band will play for the ceremony and give a concert
28 later.
29 • Funding came from a civic enhancement fund donation by the Menin Corporation.
30 No tax dollars are being used.
31 • Funding for many projects comes from grants.
32 • Impact fees will slow down because the City is approaching build out.
33 • Financial review will be presented in November.

35 IX. NEW BUSINESS
36 Mike Kelly, Parks Director, reported:
37 • Park Maintenance Matrix appeared in Signature City and is on the web site. It is
38 updated regularly.
39 • Matrix presents amenities at each park.
40 • Matrix notations were explained.
41 • Charlotte Presensky explained the map updates that will appear in Signature City.
42 Charlotte Presensky, Recreation Director, Staff Liaison, presented:
43 • Parks and Recreation internet site.
44 • Newsletter mailing structure will change for August 2008 edition to cut costs.

I X. UPDATES
2 • Recreation
3 — Tim Kasher, Recreation Superintendent, reported:
4 o Youth Triathlon and Festival were great successes.
5 o Green Market was a success.
6 o Harvest Hayride takes place October 27, 2007 at the Burns Road Recreation
7 Center.
8 o Soundproofing project is being worked. Acoustical engineer reported that the
9 echo delay can be reduced from 9 to 2 seconds, which is very good. There will
10 be as little disruption to basketball practices and games as possible.
11 Completion projection is December 2007.
12 — Charlotte Presensky explained that our facility has been offered for Palm Beach
13 Gardens High School's Project Graduation. The offer will be extended to Dwyer
14 High School as well.
15 o Project Graduation is an all night event. It will start at 10:00 p.m. and continue
16 until either 4:00 or 6:00 a.m.
17 o Gym will provide a lock down situation.
18 • Parks
19 — Mike Kelly, Parks Director, reported:
20 o Renovations to trails are being completed.
21 o Fields are in good condition.
22 o Fields are watered on a three -day schedule, except for Mirasol, which is
23 always on a restricted basis because we do not control the water.
24 o Flow meters for all facilities are being pursued so future water restrictions will
25 be on a percentage basis.
26 • Golf
27 — Dan Reidy, Operations Director, Public Facilities reported:
28 o Rates increased in October and will progressively go up during the season.
29 o Ant problem due to rain is being addressed.
30 o Valve broke on the driving range.
31 o Finances will be addressed at November meeting.
32 o Veterans Golf Tournament sponsorships and prizes are being received.
33 Foursomes are weak at this time, but message boards will be placed on
34 roadways and a newspaper ad will nun publicizing the event.

36 XI. COMMENTS BY PUBLIC
37 None.

39 X11. COMMENTS BY BOARD
40 • Carolyn Chaplik wished Tim Kasher happy birthday.
41 • Tory Buckley stated there should be restrictions on parents entering the field of play
42 at the Triathlon. Suggested eliminating first, second and third place prizes and giving
43 each child that finishes a participation award instead.
44 • Charlotte Presensky stated the Triathlon is a sanctioned event and some children are
45 running for time. Each child did receive a participation medal.
46 • Discussion ensued about the problems created by interfering parents at children's
47 events.

• Suggestions for parent behavior at events were made.
• Tory Buckley discussed resident versus nonresident fees, suggesting that nonresidents
are having a substantial impact.
• Charlotte Presensky stated we have a 68- percent resident usage. She explained how
fees are calculated.
