6 The Regular Meeting of the Parks and Recreation Advisory Board of the City of Palm Beach
7 Gardens, Florida, was called to order at 7:00 p.m. in the Council Chambers of the Municipal
8 Complex, 10500 North Military Trail, Palm Beach Gardens, Florida.

35 IV. APPROVAL OF MINUTES
36 • Robert Premuroso, Chair, requested approval of August 20, 2007 minutes. Charlotte
37 Presensky, Recreation Director, Staff Liaison, advised the agenda and August 20, 2007
38 minutes had been sent to board members in the newest version of MSWore, which
39 some were unable to open. In future, documents will be saved to the older version of
40 MSWore to ensure all members can open the files. After reviewing the minutes a
41 motion was made, seconded and passed unanimously to accept the August 20, 2007
42 minutes.

44 V. ITEMS BY COUNCIL LIAISON
45 David Levy, Vice Mayor, Council Liaison, reported:
46 • Lighting for PGA National Park has been contracted for with Musco Sports Lighting
47 piggybacking an agreement with the City of Jacksonville.

Veterans Day Classic, also known as the Mayor's Cup, was successful. Vice Mayor

Levy believes the money received is a new record, but is unsure of the amount at this
3
time.

•
Groundbreaking for the Amanda Buckley Field of Dreams was well attended and a
5
moving ceremony.
6
•
Veterans Day Plaza dedication was successful. The work was done by City staff in less
7
than 60 days.

ITEMS BY STAFF LIAISON

Charlotte Presensky, Recreation Director, Staff Liaison, reported:

•
First weekend in December is the Annual Holiday Craft Festival at the Burns Road
12
Recreation Center.

•
City tree lighting Wednesday, December 5, 2007 at 6:00 p.m.

•
Donuts with Santa, Saturday, December 8, 2007 from 8:30 -10:00 am. at the Burns
15
Road Recreation Center.

•
Pizza with Santa, Saturday, December 8, 2007 from 11:00 a.m. -12:30 p.m. at the
17
Bums Road Recreation Center.

•
Christmas celebration is December 9, 2007 and is being done with donations in
19
conjunction with a private group and Christ Fellowship Church.

•
Hanukkah celebration is December 11, 2007 and is being done with donations in
21
conjunction with a private group.

•
Swim with Santa, December 15, 2007 from noon until 2:00 p.m. at the Palm Beach
23
Gardens Aquatic Center.

25 VII. OLD BUSINESS
26 Mike Kelly, Parks Director, reported:
27 . Plant Drive Park field, since renamed the Amanda Buckley Field of Dreams, is
28 moving forward with donated monies and services. All items in the reconfiguration
29 are included in the project.
30 • Doug Perry, Anderson Moore and John Glidden, architect, were introduced.
31 — John Glidden gave a presentation about the planning and reconfiguration of the
32 Amanda Buckley Field of Dreams including parking and surrounding amenities.
33 — Anderson Moore has teamed up with its subcontractors and will build the dugout
34 and the knee wall as a contribution to the facility, at no cost to the project.
35 • Mike Kelly stated the ancillary amenities will be covered by $50,000 from the City.
36 • Charlotte Presensky, Recreation Director, stated, prior to the project in memory of
37 Amanda, the budgeted $50,000 was allocated in partnership to work with Palm Beach
38 Gardens High School for renovations to the baseball field. Everything that Council
39 approved is being done.
40 • David Levy, Vice Mayor extended his thanks to Doug Perry of Anderson Moore and
41 to John Glidden for supplying much of the labor and materials for the project.
42 • Mike Kelly stated the Amanda Buckley Field of Dreams is being built to a higher
43 standard than the high school's field.
44 • Charlotte Presensky stated she does not expect any funding from the Palm Beach
45 County School Board to defray costs for the new field.
46 Charlotte Presensky gave the following update:
47 • Council approved the first step in the PGA National Park renovation.

1 • Lighting for the multipurpose field has been approved.
2 • New pavilions have been ordered to replace the existing pavilions.
3 • Gander Mountain, located on Sandtree Drive behind Home Depot, donated 100 sable
4 palms that have been relocated to PGA National Park. Sable palms are very hearty
5 and transplant well.
6 • Land and Water Conservation Fund grant application has been approved by the state
7 for full funding at $200,000, which will help fund the boundless playground.
8 • Application has been made to the Frenchman's Charitable Foundation for $60,000.
9 • Outcome of the Florida Recreation Development Assistance Program (FRDAP) grant
10 application for $200,000 will be known around March 2008.
11 • Placement of lights will not impede turf installation.
12 • Number of parking spaces is unclear. Charlotte Presensky will clarify and advise
13 board members.
14 • PGA National Park fishing pier will be out of view of residents.

16 VIII. NEW BUSINESS
17 • Dan Reidy, Operations Director, Public Facilities, described golf course operations.
18 — Allan Owens, Finance Administrator, presented operating expenses and revenues
19 for the golf course.
20 — Debt was combined with the general government operations. The deficit was
21 absorbed with all other government operations.
22 • Charlotte Presensky, Recreation Director, presented Recreation's financial
23 information including types of revenue and expenses.
24 — In anticipation of 2008 budget cuts, Recreation staff has broken into working
25 groups and are analyzing possibilities.
26 IX. UPDATES
27 • Recreation
28 — Tim Kasher, Recreation Superintendent, reported:
29 o Tim Kasher is coaching basketball because the basketball program is at record
30 numbers and there were not enough coaches.
31 o Sound proofing will include the North and South gyms and the auditorium.
32 The project has been delayed because a Request for Proposal (RFP) must be
33 issued.
34 o Pool RFP will be opened this coming Wednesday (November 21, 2007).
35 o Formal Request for Letter of Interest (LOI) program is explained on the web.
36 It is the process that must be followed for those wishing to do business with
37 the City.
38 o Staff will be participating in the Big Heart Brigade program at Fire Station 3
39 on Northlake Boulevard.
40 • Parks
41 — Mike Kelly, Parks Director, reported:
42 o Renovations to clay surfaces are progressing.
43 o Concrete pads will be installed for the construction of bleachers.
44 o Ongoing program for low split rail fences to keep people off the grass is
45 moving forward.
46 o Posts have been installed for crime prevention sign installation.

o Howell Watkins does open up its parking lots for large softball events. More

on- street parking is available because of the MacArthur Boulevard renovation.

o Plan for parking at PGA National will increase from 115 parking spaces to
4
250.
5
o Mirasol has 110 parking spaces. The school parking area will not be viable for
6
some time due to surrounding construction projects.
7
o Satellite - controlled lights for Mirasol Park will be completed before the next
8
season.
9
o Holiday tree went up today. LED lights to be used at one -third the cost of
10
older style lights.

•
Golf

— Dan Reidy, Operations Director, Public Facilities, reported:
13
o Landscaping enhancement has been installed at the front door.
14
o Maintenance is up to full staff. Approximately 40 volunteers are available
15
now.
16
o Pro Shop is being stocked for the season, including the pink corner for
17
women.
18
o Veterans Golf Tournament raised approximately $22,000.

X. COMMENTS BY PUBLIC

•
John Chaplik, Hudson Bay Drive, said the golf course is in fantastic shape. He
22
discussed costs and revenue involved in running a golf course.

XI. COMMENTS BY BOARD

•
Arnie Schneider commented on how crowded Burns Road Park is. Charlotte
26
Presensky, Recreation Director, stated she believes PGA National Park may relieve
27
some of the congestion. Lighting will probably be included in Phase 2.

Mary Anne Hedrick inquired about fencing Burns Road Park. Charlotte Presensky
29
replied temporary fencing was used for the Harvest Festival for child safety. The
30
Harvest Festival had in excess of 1,000 people attend. Suggestion was made to move
31
the Harvest Festival to PGA National Park after its completion.

Carolyn Chaplik suggested posters about the parks and facilities be displayed at the
33
Green Market.

•
Carolyn Chaplik suggested using the Green Market as a collection point for donations
35
for the memorial.

•
Tory Buckley presented a request from some of the youth at the skate park to
37
schedule more time for the BMX riders. Charlotte Presensky agreed to look into the
38
matter immediately.
39
•
Charlotte Presensky stated there are no pressing issues at this time.
40
•
After polling board members it was decided to cancel the December 17, 2007 RAB
41
meeting.
42
•
Tree Day is January 20, 2008 at the Green Market.
43
•
Arbor Day is January 18, 2008 and will be celebrated at 9:30 am. at Lake Catherine.
44
•
RAB meeting will be January 28, 2008 because January 21, 2008 is a holiday.
