I. PLEDGE OF ALLEGIANCE II. ROLL CALL Members Present: Donna Wisneski, Chair Terence Brady, Vice Chair David Anderson Frances Heaslip Albert Jacob Sherry Levy Donald Krzan, 2nd Alternate Members Absent: Donald Brown, 1 st Alternate Also Present: Jody Barnett, Council Member, Council Liaison Mark Hendrickson, City Forester, Staff Liaison III. ADDITIONS, DELETIONS. MODIFICATIONS • None. IV. APPROVAL OF MINUTES • Motion to accept the minutes of February 6, 2008, seconded and approved by unanimous vote, 7 -0. ITEMS BY COUNCIL LIAISON • Jody Barnett, Council Member, Council Liaison, reminded all present to vote on Tuesday, March 11, 2008. Jody Barnett stated that due to the upcoming election, should she not be re- elected she wanted the Community Aesthetics Board (CAB) members to know it was a pleasure to work with them. COMMUNITY AESTHETICS BOARD 03.05.08 Page 1 2 VI. ITEMS BY STAFF LIASION 3 • Mark Hendrickson, City Forester, Staff Liaison, stated the City of Palm Beach 4 Gardens has been re- certified as a Tree City for the 20th year. 6 VII. OLD BUSINESS 7 • Donna Wisneski, Chair, asked Mark Hendrickson, City Forester, Staff Liaison, if 8 there had been any progress on establishing new and expanded responsibilities 9 for the Community Aesthetics Board. Mark Hendrickson initiated the idea of the 10 CAB involvement in conservation and environmental projects. Jody Barnett, 11 Council Member, Council Liaison stated the CAB would like to be involved in a 12 joint conservation project. 13 • Donald Krzan, 2nd Alternate, read the powers and duties of the CAB and stated 14 he did not believe the Board participates in the cited responsibilities. 15 • Donna Wisneski, stated she did not agree with Mr. Krzan. 16 • Donna Wisneski requested the matter be postponed until later in the meeting in 17 lieu of hearing the guests that were waiting to speak, to which Mr. Krzan agreed. 18 19 VIII. NEW BUSINESS 20 • Mark Hendrickson, City Forester, Staff Liaison, introduced Rim Bishop, 21 Executive Director, Seacoast Utilities. 22 • Rim Bishop explained the history of Seacoast Utilities, water resources 23 available, responsibilities and current and upcoming projects. He also explained 24 that since water conservation has been so effective, water rates will have to be 25 increased to make up for the lost revenue. 26 • Rim Bishop stated emphatically that the Northern Palm Beach County area, and 27 specifically Palm Beach Gardens, does not have a water shortage problem. The 28 water supplied in this area comes from a deep underground aquifer, not Lake 29 Okeechobee where a problem does exist. 30 • Rim Bishop answered questions and provided extensive information on water 31 usage, replenishment of the aquifer and rates charged. 32 • Jody Barnett, Council Member, Council Liaison, extended her thanks to Rim 33 Bishop and Seacoast Utilities for the wonderful drinking water and service they 34 provide. 35 • Mark Hendrickson, City Forester, Staff Liaison, introduced Dan Beatty, Deputy 36 Director, and Sam Payson, Biologist, Northern Palm Beach County 37 Improvement District. 38 • Dan Beatty explained the history, board structure, areas covered and 39 responsibilities of the Northern Palm Beach County Improvement District and he 40 offered to return to another CAB meeting and bring documentation on the 41 Northern Palm Beach County Improvement District's work and projects. He then 42 answered questions. 43 • Dan Beatty explained the Northern Palm Beach County Improvement District is 44 a Special Taxing District, not an ad valorem tax. Only those who receive service 45 from the district are taxed. The district has a publically - elected board. COMMUNITY AESTHETICS BOARD Page 2 03.05.08 I • Jody Barnett, Council Member, Council Liaison, explained the difference 2 between a Community Development District (CDD) and the Northern Palm 3 Beach County Improvement District. 4 • Dan Beatty explained the involvement of the South Florida Water Management 5 District. 6 • Mark Hendrickson, City Forester, Staff Liaison, suggested inviting the South 7 Florida Water Management District to an upcoming meeting, to which Terence 8 Brady, Vice Chair, agreed. 9 • Donna Wisneski, Chair, invited Sam Payson, Biologist, Northern Palm Beach 10 County Improvement District, to attend the April CAB meeting, to which he 11 agreed. He explained briefly some of the environmental issues encountered. 12 • Donna Wisneski, Chair, thanked each of the speakers for their presentations and 13 returned the meeting to the Old Business discussion of CAB responsibilities. 14 • Mark Hendrickson, City Forester, Staff Liaison explained the responsibilities of 15 the CAB at Donna Wisneski's request. 16 o Jody Barnett, Council Member, Council Liaison, invited Don Krzan, 2nd 17 Alternate, to attend upcoming City Council meetings where the sign code will be 18 reviewed. 19 • Donna Wisneski, Chair, requested the CAB be advised of the dates and times for 20 upcoming meetings where the sign code will be addressed. 21 • Terence Brady, Vice Chair, asked to the status of the CAB being involved in the 22 review process of projects before their approval. Donna Wisneski, Chair, 23 explained the discussion of the CAB asking the City Council for further 24 responsibilities. Donna Wisneski requested Mark Hendrickson, City Forester, 25 Staff Liaison, add the item to the April agenda for discussion. 26 27 IX.
