SUBJECT: Development Review Committee (DRC) Meeting for Petition SPLA-13-08-000031 for the
rezoning and site plan amendment for the Sunoco Car Wash on Tuesday, September 10,
2013, from 2 pm to 3 pm. The subject site is located at the northwest corner of I -95 and
Northlake Boulevard.
Please provide your comments on the subject DRC petition no later than 12:00 p.m. on Friday,
August 23, 2013. Your comments must be forwarded to my attention by that date and time so that
written comments can be given to the applicant in accordance with the timeframes established in the
City’s Land Development Code. Should you have no comments, please indicate so in a memo.

A Development Review Committee meeting will be held on Tuesday, September 10, 2013, from 2:00
pm to 3:00 pm in the Palm Beach Gardens Lobby Conference Room to review the following request:
Petition SPLA-13-08-000031 to allow for the rezoning and approval of site plan amendments for
the Northlake Sunoco Car Wash:
A request on behalf of the property owner, CK LLC, to allow for the rezoning and approval of
site plan amendments for the Northlake Sunoco Car Wash. The subject site is located at the
northwest corner of Northlake Boulevard and I-95.
The subject property is currently zoned CG2 (Intensive Commercial District). The applicant is
proposing to rezone the property to a Planned Unit Development (PUD), with an underlying
zoning designation of CG2. Also, the applicant is proposing an additional lane and canopy for
the carwash, which will require a waiver since the proposed structure will not meet the rear
setback requirements.

Justification
Information concerning all requests(attach additional sheets if needed.)

1. Explain the nature of the request: This is a request to add an additional travel lane and canopy
to an existing car wash in order to service customers in a more timely fashion,which will reduce the length of
the waiting line currently backing up into the Gas Station area. Currently customers waiting for service
are stacked in a single file line which often intrudes into the Gas Station travel lanes. The additional paving and
bay area will allow cars to pull into an additional bay-canopy area where they can be serviced, reducing the
number of cars in the single file waiting line to within the limits of the Car Wash stacking area.
2. What will be the impact of the proposed change on the surrounding area?
There will be no impact on the surrounding area. Additional landscaping and screening will be provided on the
north property line to screen the proposed canopy bay area from the travel lane and parking lot to the north.
3. Describe how the rezoning request complies with the City's Vision Plan and the following elements
of the City's Comprehensive Plan - Future Land Use, Transportation, Housing, Infrastructure,
Coastal Management, Conservations, Recreation and Open space, Intergovernmental Coordination
and Capital Improvement.
The rezoning complies with the City's Comprehensive Plan and Future Land Use by locating commercial uses
in areas with Existing Commercial Land Use and Existing Commercial Intensive Zoning District. All required
infrastructure is existing at this location. The request for an additional canopy bay area complies with all
other elements of the City's Comprehensive Plan.

4. How does the proposed project comply with City requirements for preservation of natural
resources and native vegetation (Section 78-301, Land Development Regulations)?
All vegetation will be preserved with the exception of one 30'oak tree, which lies in the only spot that
is available for the additional canopy bay and paved lane. Vegetation will be added for screening and
for mitigation of the oak tree that we are requesting to remove.
5. How will the proposed project comply with City requirements for Art in Public Places (Chapter
78-261, Land Development Regulations)?

Financial Responsibility Form
The owner understands that all City-incurred professional fees and expenses associated with the
processing of this application request are ultimately the responsibility of the owner. A security
deposit shall be deposited in an interest-bearing account with any accrued interest to be retained by the
City of Palm Beach Gardens.
The owner and/or designee shall be invoiced on a monthly basis for professional fees such as, but not
limited to, consultant engineering services, legal services, advertising costs, and/or any other costs
attributable to the processing of the permit for which the City incurred during the previous month. The
owner and/or designee shall reimburse the City within thirty (30) days from date of invoice If payment is
not received, the City may utilize the security deposit for re-imbursement purposes. All activities related
to the pending permit(s)will cease until any outstanding invoices are paid.
