I. CALL TO ORDER II. PLEDGE OF ALLEGIANCE III. ROLL CALL The Municipal Services Coordinator called the roll. Members Present: Lee Bickford, Chair Diane Cappella Myra Davis Ellen Dukes Karen Hainsworth (arrived late at 5:40 p.m.) Lynn Silber Cable Neuhaus, 1 st Alternate Jennifer O'Brien, 2nd Alternate Members Absent: William Leizman, Vice Chair Also in Attendance: Eric Jablin, Council Member, Council Liaison Kara Irwin, Growth Management Administrator, Staff Liaison In the absence of Vice Chair William Leizman and Board Member Karen Hainsworth, Chair Lee Bickford invited 1st Alternate Cable Neuhaus and 2nd Alternate Jennifer O'Brien to join the Board on the dais. Ms. Hainsworth arrived at 5:40 p.m. IV. ADDITIONS, DELETIONS, MODIFICATIONS Additions None. Deletions None. Motion Motion was made by Lynn Silber to move New Business, Christ Fellowship Workshop, to the front of the agenda. Diane Cappella seconded. Motion was approved unanimously, 7 -0. APPROVAL OF MINUTES Approval of the February 19, 2008 minutes was postponed until later in the meeting. VI. NEW BUSINESS Christ Fellowship North Campus — Workshop • Director of Planning and Director of Finance David Kush, Christ Fellowship Gardens Campus, provided background for the choice of location for the interactive art being proposed and the choice of design. • Mr. Kush described the background and experience of the artist, Richard Carver, President, Little Mountain Art & Design Studio. • The budget for the sculpture is $159,000. • Christ Fellowship campus is open to the general public. There are no restrictions on access. Placement of the art for visibility from Northlake Boulevard is not possible because of landscaping requirements. • Some Board members objected to the impact lines on the globe indicating the locations where Christ Fellowship provides support. • Lighting will be designed to stay within neighborhood restrictions. • Discussion ensued regarding the inscription for the art. • Public events that take place at Christ Fellowship, including elections and seminars, were noted. • Lee Bickford, Chair, summarized the Board's requests for the next meeting: - Photos of other pieces of art by the artist - Complete biography of the artist including sales history - Other public art installations including the cities - Information on the fabricator, Kusser Fountainworks, Germany, local representa- tive located at 3109 E 4th Avenue, Tampa, Florida - Dimensions of the entire piece of art including: globe, fountain, paver area, etc. - Depiction of the globe with the impact lines removed and the inscription going around the entire base. - Site lighting plan. VII. APPROVAL OF MINUTES Motion Myra Davis mad a motion to accept the meeting minutes of February 19, 2008. Cable Neuhaus seconded. The motion was approved unanimously, 7 -0. ITEMS BY COUNCIL LIAISON • Councilmember, Council Liaison Eric Jablin advised the Board that artist Garth Edwards of Seattle, Washington was chosen by Palm Beach County for the North County Library Expansion project. IX. UPDATE BY STAFF LIAISON • Growth Management Administrator, Staff Liaison Kara Irwin requested any additional comments from the Board, other than those discussed at previous meetings, for the Art Park project be submitted so she can provide the information to Councilmember Eric Jablin for City Council consideration. • Review of Robert's Rules of Order will be tabled until a future meeting. X. OLD BUSINESS • None. XI. COMMENTS BY THE PUBLIC • None. XII. COMMENTS BY THE BOARD • Cable Newhouse questioned the lack of evening lighting in Legacy Place for Stack 45 by artist Mark Fuller. Kara Irwin, Growth Management Administrator, Staff Liaison, replied that lighting from dusk until midnight is required. Ms. Irwin will check on the matter. ADJOURNMENT There being no further business to come before the Board, Myra Davis made a motion for adjournment. Lynn Silber seconded. The motion was approved unanimously, 7 -0. The meeting adjourned at 6:25 p.m. The next regular meeting will be held April 15, 2008. The Christ Fellowship North Campus PUD is located on the north side of Northlake Boulevard approximately one mile west of Military Trail. On November 17, 2005, the City Council approved an amendment to the Christ Fellowship North Campus PUD to incorporate an additional 20 acres and allow for the development of 127,708 square -foot expansion to the North Campus. Please see the attachments provided by the applicant addressing the AIPP Board's comments that were made at the March 18, 2oo8, AIPP meeting. The Doubletree Hotel PUD is located on the north -east corner of PGA Boulevard and Military Trail. The most recent amendment to the Doubletree Hotel PUD was approved by the City Council on February 21, 2008, which allowed for the addition of a 15,358 square -foot executive Meeting Center on the southern portion of the PUD. Please see the attachments for information relating to the proposed art, and its location.
