ADDITIONS, DELETIONS, AND MODIFICATIONS 34 • None. 35 36 V. APPROVAL OF MINUTES 37 • None. 38 39 VI. ITEMS BY COUNCIL LIAISON 40 • None. 41 42 VII. ITEMS BY STAFF LIAISON 43 • Next month the Parks and Recreation Advisory Board meeting will return to the third 44 Monday of the month, March 17, 2008, St Patrick's Day. Board members will attend. 45 46 PARKS AND RECREATION ADVISORY BOARD PAGE 1 02.25.2008 1 VIII. OLD BUSINESS 2 • Charlotte Presensky, Recreation Director, Staff Liaison, introduced the Master Planning 3 concept for the Plant Drive/Lilac Street park area and described existing facilities. City 4 Park planning will begin at a later date. 5 • Early master planning will be done in -house until such time as drawings or renderings 6 are needed. 7 • Plant Drive/Lilac Street Park Visit Survey Form was distributed to Board members. 8 Charlotte Presensky stated she will provide the form and instructions to the two Board 9 members who are absent. 10 • Charlotte Presensky went on to explain facilities at the park at this time and asked Board 11 members to note other items on the form that they observe. 12 • The Florida Recreation Development Assistance Program (FRDAP) grant application 13 deals only with undeveloped open space including: fishing pier, playground, micro 14 soccer field, hiking trail, basketball court, exercise trail, restrooms, parking and picnic 15 shelter. The new exercise trail will be tied to the existing exercise trail. 16 9 The ratings for the grant for each park are as follows: Plant Drive/Lilac Street Park is 17 No. 4 and PGA National Park is No. 22. The State will notify the City about the amount 18 of money involved some time between March and May. 19 • Each Board member was requested to walk the park independently and note their 20 comments and ideas, note facility participation and capture comments of park users. 21 • Forms should be returned to Charlotte Presensky by noon, March 14, 2008 and she will 22 provide a report at the Monday, March 17, 2008 meeting. 23 • After reviewing the report the decision will be made on how to proceed. 24 • Timothy Frohling requested a copy of a map of the area to be covered. 25 • Sand volley ball is not popular in our parks. 26 • Board members were reminded about the Florida Sunshine Law and the need to have 27 Board members visit the site independently and not discuss anything until the next 28 meeting of March 17, 2008. 29 30 IX. NEW BUSINESS 31 • None. 32 33 X. UPDATES 34 1. Construction Services 35 Tim Kasher, Recreation Superintendent, reported: 36 • PGA Park lighting system is installed. 37 • PGA Park 30 ft x 30 ft picnic shelters are being installed; first to be completed in 38 early March and second to be completed in late March. They will be rented and 39 generate income. 40 9 City Park racket ball courts have had cement laid; fencing installation to be 41 completed this week and painting of the tennis courts to be completed next week. 42 • With completion of this work Palm Beach Gardens will have completed its grant 43 requirements. $134,000 has been received from the state with a $66,000 balance 44 yet to come. 45 PARKS AND RECREATION ADVISORY BOARD PAGE 2 02.25.2008 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 2. Recreation Charlotte Presensky, reported: • Summer camp planning is underway; upcoming job fair on Saturday, March 15, 2008 at Burns Road; hiring 100 to 150 people for summer jobs. • Dancing Under the Stars will be held in conjunction with Art and Music at the Municipal Complex Plaza, Saturday night, March 8, 2008. • Frenchman's Creek Concert Series is free, March 9, 2008. • Woman's Club Annual Tea Tasting is March 15, 2008 at Burns Road. • Annual Easter Egg Hunt on March 22, 2008 at 9:00 a.m, at the baseball fields closest to Burns Road. • Tory Buckley asked Charlotte Presensky about a schedule conflict between the Easter Egg Hunt and the baseball activities. Charlotte Presensky replied that she is aware of the issue. Traditionally, the Saturday before Easter was not an athletic event day so no time conflict was expected. It is being addressed. • Tory Buckley asked Charlotte Presensky if summer camps and activities normally goes out to a request for proposal (RFP). Charlotte Presensky stated no RFPs are issued. Outside contractors are hired at the discretion of the Parks and Recreation Department. 3. Parks Mike Kelly, Parks Director, reported: • The baseball schedule conflict is being addressed. • Softball and baseball openings took place. • Great American Cleanup will take place April 10 and April 16, 2008, both at 9:00 —9:30 a.m. There will be seedling tree plantings at the Tennis Center and City Park. • Recycling Day will be the last day of the Green Market, April 13, 2008. 4. Golf Dan Reidy, Operations Director, Public Facilities, reported: • Susan G. Komen golf tournament took place February 20, 2008 and was a success. • Superintendent is back following knee replacement. • Golf course is doing well and, on good weather days, is booked solid from 6:45 a.m. through 3:30 p.m. • Thefts from golf carts parked near the third green have been reported. Police Department is involved. Warning signs will be posted advising people to hold on to their valuables. Pricing a chain link fence for that area is underway. • Comment cards have been 100 percent in favor of returning to the course. In an earlier poll 98 percent reported being in favor of returning. Dan Reidy called the couple and found out that they were older and found the course at Okeeheelee easier to navigate, but were otherwise fully satisfied with the Palm Beach Gardens course. • Sunday, March 2, 2008, the 4th Annual Kaitlin Kazanjian Benefit Tournament will be hosted with a 9:00 a.m. shotgun start. • In lieu of the Volunteers' Dinner, which was canceled due to budget restraints, the golf course is holding a pot luck dinner. • Ernest Volonte mentioned fire ants on the 12th hole. COMMENTS BY PUBLIC • None. XII. COMMENTS BY BOARD • Mike Kelly stated the meetings with the Police Department regarding the thefts have been very productive.
