I. CALL TO ORDER II. PLEDGE OF ALLEGIANCE III. ROLL CALL The Municipal Services Coordinator called the roll. Members Present: Tory Buckley, Chair Tim Frohling, Vice Chair Carolyn Chaplik Mary Anne Hedrick Arnie Schneider William Sonnenreich, 1st Alternate Members Absent: Ernest Volonte Also Present: Charlotte Presensky, Recreation Director, Staff Liaison Tim Kasher, Recreation Superintendent, Alternate Staff Liaison IV. ADDITIONS, DELETIONS, AND MODIFICATIONS • Chair Buckley requested modification to January 28, 2008 minutes page 4, section XIV, bullet three, sentence two: Tim Frohling changed to Tim Kasher. V. APPROVAL OF MINUTES Motion Board Member Mary Anne Hedrick made a motion to accept the January 28, 2008 minutes with modification. William Sonnenreich seconded. Motion carried unanimously, 6-0. VI. ITEMS BY COUNCIL LIAISON • Board and committee attendance policy was presented under Items by Staff Liaison. VII. ITEMS BY STAFF LIAISON • Recreation Director Charlotte Presensky read and explained Ordinance 2, 1996, Item B, which details board and committee member attendance policy. Recreation Director Presensky explained how the number of meetings called can affect attendance if absences exceed 25 percent of the total number of meetings. • Chair Tory Buckley stated he believed that under Robert's Rules of Order it is the responsibility of the Chair to call or cancel meetings, not the Staff Liaison, and if the PARKS AND RECREATION ADVISORY BOARD REGULAR MEETING 03.17.2008 Page 1 I Staff Liaison does, the Chair could call a meeting, place to be determined. Recreation 2 Director Presensky stated she would get legal clarification. She explained that the place 3 to be determined is here (City Council Chambers) and it must be noticed as a public 4 meeting- 5 6 VIII. OLD BUSINESS 7 • Plant Drive/Lilac Street Park Master Plan 8 - Recreation Director Charlotte Presensky requested the Plant Drive/Lilac Street park 9 discussion be tabled until the April 21, 2008 meeting citing she has received only 10 four survey forms from Board members to date. 11 - Ms. Presensky answered Board members' questions regarding completion of the 12 survey forms. 13 - Staff members will also fill out survey forms. 14 - Ms. Presensky will compile all data and present the report in April. 15 • Mary Anne Hedrick reported seeing unleashed dogs running on the new softball field 16 (Amanda Buckley Memorial Field of Dreams). Ms. Presensky will have a sign posted. 17 18 IX. NEW BUSINESS 19 • None. 20 21 X. UPDATES 22 1. Construction Services 23 Recreation Superintendent Tim Kasher reported: 24 - City Park is approximately 98 percent complete. Sod will be laid tomorrow. 25 Exercise equipment will be installed by the end of the week. The Tennis Center 26 can now use the two new hard tennis courts. 27 - PGA National Park's 30 ft x 30 ft picnic shelters will be completed by the end of 28 the week. The Land and Conservation Fund Grant documents have been received. 29 They will be filled out and returned to the State. Palm Beach Gardens will be 30 eligible for the $200,000 Grant along with City's matching funds making 31 $400,000 available for new park projects. 32 - Tim Frohling asked if the racket ball courts at City Park are being used to which 33 Tim Kasher replied that they have. 34 2. Recreation 35 Recreation Director Charlotte Presensky reported: 36 - Summer camp job fair was held March 15, 2008 with 51 applications processed. 37 - Summer camp planning is going well with resident registration beginning 38 April 21 and camp beginning June 16, 2008. Classic camp and specialty camps 39 will be offered. 40 - Full -time recreation staff will be in camp this year, which helps hold down 41 expenses. 42 - Camp day trips have been reduced to one per week because school bus companies 43 are not operating due to fuel costs. Motor coaches will be used. 44 - Camp prices vary based on age groups with the average being $155.00 per week. 45 Camp runs for 8 weeks. 46 - Annual Easter Egg Hunt will be March 22, 2008 beginning at 9:00 a.m. 47 - Spray playground will open April 5, 2008. 48 - Spring Break Camp is April 7 -11, 2008. PARKS AND RECREATION ADVISORY BOARD REGULAR MEETING Page 2 0317.2008 I - Recreation Department has brought in more than $1,000,000.00 in revenue before 2 spring break for the first time. 3 - Mary Anne Hedrick questioned if the City has approached the Palm Beach 4 County School Board about bus rentals. Recreation Director Presensky explained 5 the School Board provides buses for its programs. The School Board has been 6 contacted numerous times and is not interested in partnering with the City for bus 7 service. 8 - Palm Beach Gardens had an analysis done for purchase of a school bus. The cost 9 of operation is equal to rental fees. 10 - The Outreach Program for Soccer (TOPS) program is successful. Ms. Presensky 11 would recommend putting TOPS in touch with the Association for Retarded 12 Citizens (ARC) because they do inclusion programming. 13 - Laura Schuppert, Tennis Center, runs a program for autistic children, which is 14 successful. 15 - Amendment 1's passage stopped planned capital programs until a cost evaluation 16 of operations and maintenance (O &M) for future years is calculated. The splash 17 pad is on hold. 18 - Children's trips include the science museum and zoo. 19 3. Parks 20 Recreation Superintendent Tim Kasher, in the absence of Parks Director Mike Kelly, 21 reported: 22 - All facilities are in full and active use. 23 - Recycling Day at the Green Market is Sunday, April 13, 2008. 24 - Great American Cleanup will take place at the City Park and the Tennis Center 25 April 10, 16, and 26, 2008. 26 - Soccer tournament at the Klock soccer field from April 25 -27, 2008. 27 - New tables, chairs and recycle bins have been installed on Veterans Plaza. 28 - Plant a Tree Program will plant 16 trees. 29 - Complaints received about dogs running loose on playing fields. New signage 30 will be installed. 31 - Car break -in issue will be addressed through the Palm Beach Gardens Police 32 Department and the Youth Athletic Association. 33 4. Golf 34 Recreation Director Charlotte Presensky, in the absence of Operations Director Dan 35 Reidy, Public Facilities, reported: 36 - Greens algae samples have been taken to the University of Florida for analysis. 37 - Annual Kaitlin Kazanjian golf tournament was successful. 38 - Pot luck dinner for volunteers was successful. 39 - Revenue is up $26,000.00 from this time last year. 40 41 XIII. COMMENTS BY PUBLIC 42 • Chair Buckley acknowledged two members of the audience who are applicants for the 43 RAB. 44 45 XIV. COMMENTS BY BOARD 46 • Question was raised if, due to Amendment 1's passage, the lighting for the pool 47 splashpark will be postponed. ADJOURNMENT There being no further business to come before the Board, Chair Buckley made a motion to adjourn. Carolyn Chaplik seconded. The meeting was adjourned at 7:42 p.m. The next meeting will be held Monday, April 21, 2008.
